ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(CHATBURN ROAD AND COLTHIRST DRIVE, CLITHEROE, RIBBLE VALLEY BOROUGH) (REVOCATION AND PROHIBITION AND RESTRICTION OF WAITING AND LOADING) ORDER 2023

NOTICE IS HEREBY GIVEN that on 29 November 2023 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Ribble Valley Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to Schedule 11.123 and Schedule 14.43.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Chatburn Road, Clitheroe, the north west side, from a point 16 metres north east of its junction with the centreline of Colthirst Drive for a distance of 94 metres in an south westerly direction;
b) Chatburn Road, Clitheroe, the south east side, from a point 16 metres north east of its junction with the centreline of Colthirst Drive to a point 153 metres north east of its junction with the centreline of Warwick Drive;
c) Colthirst Drive, Clitheroe, the north side, from its junction with the centreline of Chatburn Road for a distance of 6 metres in a north westerly direction;
d) Colthirst Drive, Clitheroe, the south west side, from its junction with the centreline of Chatburn Road for a distance of 20 metres in a north westerly direction.
3. Introduce a prohibition of loading in Chatburn Road, Clitheroe, the north west side, from a point 16 metres north east of its junction with the centreline of Colthirst Drive for a distance of 94 metres in a south westerly direction.
4. Introduce a restriction of waiting Monday, Tuesday, Thursday and Friday between 8:30am to 09:15am and 3:15pm to 4:15pm, and Wednesday between 8:30am to 9:15am and 2pm to 3pm in Chatburn Road, Clitheroe, the north west side, from a point 78 metres south west of its junction with the centreline of Colthirst Drive to a point 163 metres north east of its junction with the centreline of Warwick Drive.
5. Introduce a restriction of loading Monday, Tuesday, Thursday and Friday between 8:30am to 09:15am and 3:15pm to 4:15pm, and Wednesday between 8:30am to 9:15am and 2pm to 3pm in Chatburn Road, Clitheroe, the north west side, from a point 78 metres south west of its junction with the centreline of Colthirst Drive to a point 163 metres north east of its junction with the centreline of Warwick Drive.

This Order will come into force on the 11 December 2023. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Ribble Valley Borough Council, Council Offices, Church Walk, Clitheroe, BB7 2RA, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website http://www.lancashire.gov.uk/ roads-parking-and-travel/roads/roadworks-and-traffic-regulation-orders/permanent.aspx, quoting ref: LSG4/894.15011/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
