& M23 Motorways (Junctions 7 To 11) And A23 Trunk Road - Road Temporary Traffic Restrictions

What is happening?

M25 (JUNCTIONS 2 TO 14) & M23 MOTORWAYS (JUNCTIONS 7 TO 11) AND 
A23 TRUNK ROAD TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that National Highways has made an Order on the M25 and M23 Motorways, and the A23 Trunk Road in the Counties of Kent and Surrey, and the Unitary Authority of Windsor and Maidenhead, under Sections 14(1)(a), 14(1)(c) and 14(7) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on, or in the vicinity of, the road.

The effect of the Order is, in phases, to: -
1. authorise the overnight closure of –
(a) sections of both carriageways of the M25 between Junction 2 (A2) and Junction 14 (A3113/Heathrow Spur Road), and all slip and link roads leading to and from those carriageways;
(b) sections of both carriageways of the M23 between Junction 7 (A23) and the A25 overbridge, and all slip and link roads leading to and from those carriageways;
(c) sections of both carriageways of the M23 between the A25 overbridge and Junction 11, and all slip and link roads leading to and from those carriageways;
(d) the M25 circulatory systems at Junction 2 (A2), Junction 3 (M20/A20), Junction 4 (A21/A224), Junction 10 (A3), Junction 13 (A30), and Junction 14 (A3113);
(e) the hard shoulder adjacent to the lengths of carriageway and slip and link roads described in 1. (a) to (c) above; and
(f) any emergency refuge area adjacent to the lengths of carriageway described in 1. (a) to (c) above.
2. authorise the overnight use of the hard shoulder adjacent to the lengths of carriageway and slip and link roads described in 1. (a) to (c) above.
3. permit HGVs in the outside lane of the lengths of carriageway described in 1. (a) to (c) above, during inside-lane closures.
4. authorise the overnight closure of –
(a) both carriageways of the A23 between M23 Junction 7 and the roundabout with the A237 near Coulsdon;
(b) any bus stop or lay-by adjacent to the lengths of carriageway described in 4. (a) above;
(c) any side road at junction with the lengths of carriageway described in 4. (a) above; and
(d) any gap between the lengths of carriageway described in 4. (a) above, and any dedicated lane used for the purpose of turning through them.

These measures are in the interests of road safety while contractors undertake maintenance and renewal work of a cyclical nature and M25, M23 and A23 project works.

The duration of each closure will vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works will start on or after 2nd January 2024.

The overnight closures on the M25, M23 between Junction 7 and the A25 Overbridge and the A23, will be in operation between (maximum period):
Monday – Thursdays 22:00 – 05:30
Fridays 23:00 – 06:00
Saturdays 22:00 – 06:00
Sundays 22:30 – 05:30

The overnight closures on the M23 between the A25 overbridge and Junction 11 will take place between 20:00 and 06:00 (maximum period).
Planned maintenance work will be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. Please see National Highways website for specific details on any upcoming closures.

The Order will come into force on 2nd January 2024 and remain in force until 24th December 2024.

Traffic affected by the closures will be diverted via other junctions of the M25, or by using the M3, M20, M26, A2, A3, A20, A22, A23, A24, A25, A27, A30, A31, A217, A223, A224, A240, A245, A264, A272, A281, A282, A308, A317, A320, A331, A2011, A2018, A2024, A2300, A3044, A3113, B2036, B2110, B2114, B2115, B2117, B2118, B2173 and Airport Way. The diversion will vary according to the closure in force, and the diversion roads listed above are the agreed routes, but these may change depending on local conditions.

The temporary closures, hard shoulder and HGV outside lane running and diversion 
routes will be clearly indicated by traffic signs when they are in operation during the 
works period.
