M3, M4 and M25 Motorways - Multiple Traffic Notices
What is happening?
M3, M4 AND M25 MOTORWAYS & A30, A316, A3113 AND A40 TRUNK ROADS
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways has made an Order on the M3, M4 and M25 Motorways and the A30, A316, A3113, and A40 Trunk Roads in the Counties of Surrey, Hampshire and Kent, the London Boroughs of Hillingdon and Hounslow, and the Unitary Authorities of Slough, Windsor & Maidenhead, Buckinghamshire Council, Reading, Bracknell Forest, West Berkshire, Swindon, and Wiltshire, under Sections 14(1)(a), 14(1)(c) and 14(7) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on, or in the vicinity of, the road.
The effect of the Order is, in phases, to: -
1. authorise the overnight closure of –
(a) sections of both carriageways of the M25 between Junction 2 (A2) and Junction 14 (A3113/Heathrow Spur Road);
(b) both carriageways of the M4 between Junction 1 (A4/A205/A315/A406) and Junction 5 (A4), including the Heathrow Spur road;
(c) both carriageways of the M3 between Junction 1 (A316) and the centreline of Kitsmead Lane overbridge;
(d) any slip and link road leading to or from any of the lengths of carriageway described in 1. (a) to (c) above;
(e) the circulatory systems at M25 Junction 2 (A2), M25 Junction 3 (M20/ A20), M25 Junction 4 (A21/A244), M25 Junction 10 (A3), M25 Junction 13 (A30), M25 Junction 14 (A3113) M4 Junction 3 (A312), and M4 Junction 4 (Heathrow Spur Road/A408);
(f) the hard shoulder adjacent to the lengths of carriageway and slip and link roads in 1. (a) to (d) above;
(g) any emergency refuge area adjacent to the lengths of carriageway in 1. (a) to (c) above; and
(h) the bus lane on the southbound Heathrow Spur road.
2. authorise the overnight use of the hard shoulder adjacent to the lengths of carriageway and slip and link roads described in 1. (a) to (d) above.
3. permit HGVs in the outside lane of the lengths of carriageway described in 1. (a) to (c) above, during inside-lane closures.
4. suspend the bus lane on the southbound M4 Heathrow Spur road to allow the lane to be used by all traffic.
5. authorise the overnight closure of –
(a) both carriageways of the A30 between M25 Junction 13 roundabout and a point 55 metres east of the centreline of the junction with Harrow Road;
(b) the southbound carriageway of the A3 between the link road (connecting the A30 to anti-clockwise carriageway of the M25) at Junction 13 and the main carriageway with the A308;
(c) both carriageways of the A316 between M3 Junction 1 (A308) and the junctions with Snakey Lane roundabout;
(d) both carriageways of the A3113 between the M25 Junction 14 roundabout and Stanwell Moor Road roundabout;
(e) both carriageways of the A40 between M40 Junction 1 and Swakeleys roundabout (B467);
(f) the entire circulatory system at –
i. A3113 at Stanwell Moor Road roundabout (A3044); and
ii. A30 Crooked Billet Interchange (A308);
iii. A40 Denham roundabout (M40/A412/A4020);
(g) any lay-by, bus stop, gap in the central reservation or dedicated right hand turn lane adjacent to the lengths of carriageway described in 5. (a) to (e) above; and
(h) any side road at junction with the lengths of carriageway and circulatory system described in 5. (a) to (e) above.
These measures are in the interests of road safety while contractors undertake maintenance and renewal work of a cyclical nature, and M3, M4, M25, A30, A316, A3113 and A40 project works.
The duration and scope of each closure or provision above will vary depending on the nature of the maintenance work being undertaken on each occasion.
The programme of works will start on or after 2nd January 2024.
There is a process being trialled which will extend the below hours on the M4, M25 and A40 to between 19:00 and 06:00 (maximum period) on any day, subject to traffic counts and the standard local authority permissions.
The overnight closures will otherwise be in operation between:
Monday – Thursdays 22:00 – 05:30
Fridays 23:00 – 06:00
Saturdays 22:00 – 06:00
Sundays 22:30 – 05:30
Planned maintenance work will be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. Please see National Highways website for specific details on any upcoming closures.
The Order will come into force on 2nd January 2024 and remain in force until 24th December 2024.
Traffic affected by the closures will be diverted via other junctions of the M3, M4, M25, A30 and the A316, or by using the M20, M26, M27, A2, A3, A4, A20, A22, A23, A24, A25, A30, A217, A223, A224, A230, A240, A245, A282, A311, A312, A317, A320, A322, A355, A2024, A3044, A3090, A3113, A4020, B467, Bath Road, Beacon Road, Horton Road, Poyle Road, Southern Perimeter Road and Stanwell Moor Road. The diversion in operation will vary according to the closure in force, and the roads listed are the agreed routes, but these may change depending on local conditions.
The temporary closures, hard shoulder and HGV outside lane running and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
