What is happening?

The Portsmouth City Council (Stamshaw North) (Permit Parking Scheme) (No.116) Order 2023


1. Notice is hereby given that on 6 December 2023 Portsmouth City Council has made the above Order under the Road Traffic Regulation Act 1984. The effect of the Order is to introduce a Permit Parking zone (FJ Zone) on the following roads in the Stamshaw North area:
Childe Square
Gruneisen Road
Harbour Way
Hilldowns Avenue
Jervis Road
Osier Close
Range Green
Somerville Place
Stamshaw Road (between Penrose Close and Twyford Avenue)
Strode Road
Target Road
Tipner Green
Tipner Lane
Tipner Road
Twyford Avenue (between Wilson Road and Tipner Road)
Walker Road
Walden Road
Widley Road
Wilson Road
Victory Green
2. "No waiting at any time" (double yellow lines) restrictions will be introduced around junctions and where it is obstructive or dangerous to park.
3. Areas not marked as "no waiting at any time", or any other restriction will be restricted to 2 hours maximum stay, no return within 4 hours (except Osier Close outside the allotments, where the maximum stay would be 4 hours, no return within 4 hours). Vehicles displaying an FJ permit will be exempt from the time limit.
4. This Order will also update existing traffic orders relating to parking restrictions to ensure consistency.
5. Copies of the draft Order, Statement of Reasons and Map are available to view on Portsmouth City Council’s website: Search 'Traffic Regulation Orders 2023" at www.portsmouth.gov.uk. Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9268 8501.
6. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
7. This Order comes into operation on 11 December 2023
