THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20**

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 20**

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 45, 46, 49,51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to deter non-resident type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the West Hendon area, the Council consider that it will be beneficial to introduce a scheme that will amend the Controlled Parking Zone (CPZ) operational hours in West Hendon, to deter motorists from driving into the area.

1. Therefore, the general effect of the Charged-For Order would be to:

(a) increase the operational hours of the resident permit holder only parking places in Darthmouth Road between Vicarage Road and Montagu Road, Bertram Road between Vicarage Road and Montagu Road, Montagu Road between Dartmouth Road and Audley Road NW4 from 10am to 5pm Monday to Friday to 9am to 6.30pm Monday to Friday.

(b) increase the operational hours of the resident permit holder only parking places in Mount Road, Dartmouth Road between Vicarage Road and Park Road, Bertram Road between Vicarage Road and Park Road, Audley Road between Vivian Avenue and Park Road, Park Road between Mount Road and Audley Road and Vicarage Road between Algernon Road and Audley Road NW4 from 10am to 11am Monday to Friday to 9am to 6.30pm Monday to Friday.

(c) increase the operational hours of the resident permit holder only parking places on the northeast side of Algernon Road NW4 between Station Road and the Community Centre on Algernon Road from 10am to 5pm Monday to Friday to 8am to 8pm Monday to Friday and 8am to 2pm on Saturdays.

(d) increase the operational hours of the shared use resident permit holder, business permit holder and Pay-by-phone payment parking places on the southwest side of Algernon Road NW4 between Station Road and the Community Centre on Algernon Road from 10am to 5pm Monday to Friday to 9am to 6.30pm Monday to Friday.

(e) increase the operational hours of the resident permit holder only parking places on Montagu Road NW4 between Algernon Road and Dartmouth Road from Monday-Friday 10am to 7pm and 8am to 2pm on Saturdays to 8am to 8pm Monday to Friday and 8am to 2pm on Saturdays.

2. In order to deter obstruction and improve safety for both pedestrians and motorists the general effect of the Free Order would be to:

(a) amend the existing yellow lines where parking places are not provided in certain parts of Darthmouth Road between Vicarage Road and Montagu Road, Bertram Road between Vicarage Road and Montagu Road, Montagu Road between Dartmouth Road and Audley Road NW4 from 10am to 5pm Monday to Friday to 9am to 6.30pm Monday to Friday.

(b) amend the existing yellow lines where parking places are not provided in certain parts of Mount Road, Dartmouth Road between Vicarage Road and Park Road, Bertram Road between Vicarage Road and Park Road, Audley Road between Vivian Avenue and Park Road, Park Road between Mount Road and Audley Road and Vicarage Road between Algernon Road and Audley Road NW4 from 10am to 11am Monday to Friday to 9am to 6.30pm Monday to Friday.

(c) amend the existing yellow lines where parking places are not provided in certain parts of the northeast side of Algernon Road NW4 between Station Road and the Community Centre on Algernon Road from 10am to 5pm Monday to Friday to 8am to 8pm Monday to Friday and 8am to 2pm on Saturdays.

(d) upgrade existing lengths of 10am to 11am Monday to Friday waiting restrictions to ‘At any time’ waiting restriction at the junctions of Dartmouth Road and Mount Road, Bertram Road and Park Road, Mount Road and Vicarage Road, Algernon Road and Vicarage Road, Audley Road and Vivian Avenue, and Audley Road and Graham Road NW4.

(e) upgrade existing lengths of 10am to 11am Monday to Friday waiting restrictions to ‘At any time’ waiting restrictions outside No.115 Audley Road and outside No.117 Audley Road NW4.

(f) upgrade an existing length of 1pm to 2pm Monday to Friday waiting restrictions to ‘At any time’ waiting restrictions outside No.115 Audley Road and outside No.94 Audley Road NW4.

3. In order to provide improved parking opportunity for school pick and drop off and help reduce congestion, the general effect of the Free Order would be to formalise the introduction of a limited stay free parking bay, operational between Monday to Friday 10am to 5pm (30 minute maximum stay, no return within 1 hour), on the southwest side of Algernon Road NW4 opposite St Johns Church.

4. The general effect of the orders would be to formalise the measures on Algernon Road and Vicarage Road as follows:

(a) The introduction of the 30 minutes limited stay ‘free’ and Pay-by-phone payment parking place (maximum stay 4 hours) operational between 10am and 5pm Monday to Friday on Algernon Road NW4 outside St Johns Church.

(b) The introduction of the 30 minutes limited stay ‘free’ and dual use resident permit holder/Pay-by-phone payment parking place (maximum stay 4 hours) operational between 10am and 5pm Monday to Friday on Vicarage Road NW4 outside St Johns Church.
