Amendments to Waiting and Parking Restrictions in the Borough of Waverley
Surrey County Council (“the Council”) proposes to make the following Orders under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984:-
(1) The Surrey County Council (Various Roads in Waverley) Electric Vehicle Parking Places Order 2021 (Amendment No. 3) Order 202-; (2) The Surrey County Council (Various Roads in Waverley) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2007 (Amendment No. 14) Order 202-; (3) The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) Order 2007 (Amendment No. 14) Order 202-; (4) The Surrey County Council (Various Roads in Waverley) (Prohibition of Stopping Outside Schools) (No. 1) Order 2008 (Amendment No. 13) Order 202-; (5) The Surrey County Council Farnham Town Centre Controlled Parking Zone (Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 15) Order 202-; (6) The Surrey County Council Farnham Railway Station Controlled Parking Zone (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 15) Order 202-; (7) The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.1) Order 2013 (Amendment No. 10) Order 202-; (8) The Surrey County Council (Various Roads in Godalming and Farncombe in the Borough of Waverley) (Residents’ Only On-Street Parking Places) (No. 1) Order 2014 (Amendment No. 8) 202-; (9) The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No. 2) Order 2012 (Amendment No. 10) Order 202-; (10) The Surrey County Council (Various Roads in Waverley) (Free On-Street Loading Bays) (No. 1) Order 2013 (Amendment No. 8) Order 202-; and (11) The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) (Disabled Persons) (No. 1) Order 2007 (Amendment No. 14) Order 202-; and (12) The Surrey County Council Sandrock (5523) Haslemere in the Borough of Waverley (Restricted Zone) (Off-Street Parking Place) Order 2013 (Amendment No. 3) Order 202-; the effect of which will be to: - (a) Prohibit the waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, during the times and on the days indicated therein, and provide that the usual exceptions for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of roads referred to in the said schedule, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply. (b) Revoke certain lengths of waiting restrictions, (1) at any time, in Chalk Road, Godalming; and (2) Monday-Saturday 8am-6pm in part of the Restricted Zone in Pound Lane, Godalming (outside Nos. 2-4 Pound Lane); and Park Row, Farnham. (c) Provide that there be a restriction from loading on and unloading from vehicles in certain lengths of the roads in the Second Schedule to this Notice, on the days and at the times specified therein, subject to the usual exceptions, e. g. for works on or adjoining the said lengths of roads, the maintenance of those roads and the services in them and for emergency service vehicles etc. (d) Provide free on-street loading bays in certain lengths of the roads in the Third Schedule to this Notice, operational at the times specified therein, subject to the usual exemptions e.g., emergency vehicles, using vehicles for works on or adjoining those lengths of roads etc. (e) Extend the length of a shared use parking place in Alfred Road, Farnham, operational Monday-Friday 8am-6pm, limited to 2 hours no return within 1 hour or holders of valid permits for the Farnham Railway Station Controlled Parking Zone (as already marked on site). (f) Provide a dual use parking place, in Castle Street, Farnham, operational Monday-Saturday 8am8pm, pay and display limited to 2 hours no return within 1 hour or permit holders for the Farnham Town Centre Controlled Parking Zone (£1.40 for 1 hour: £2.40 for 2 hours). (g) Vehicles left by specified disabled persons may wait in the shared use parking place and dual use parking place at all times without time limit and that certain other vehicles may wait in the said parking places in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc.; Outside the hours of operation indicated, any vehicle may be left in the shared use parking place or dual use parking place for any period, without time limit. (h) Provide a disabled persons’ parking place in Castle Street, Farnham, operational at all times limited to 3 hours no return within 1 hour, subject to certain exemptions, e. g. where necessary for works vehicles, loading and unloading, emergency service vehicles etc. (i) Revoke a disabled persons parking place (at any time) in George Street, Farncombe. (j) Prohibit the stopping by vehicles, in part of (1) Derby Road, Haslemere, (The existing no waiting Monday-Friday 8.30am-6.30pm will still apply); and (2) Brook Road, Wormley; between 8.15am and 9.15am and between 2.30pm and 4pm every day, as indicated by zigzag markings on site; The exemptions provided by the Principal Order shall still apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council. (k) There will be drafting amendments to the Order numbered (12) above will be amended to take account of the transfer of the operation of enforcement to waiting restrictions from the Borough Council to the County Council.

Note: References in the Schedules to roads refer to part of the said roads listed, see plans on the website for details. Where a new restriction in this Notice is proposed, any existing restriction on the same length of road shall be revoked, unless otherwise stated.
