Traffig Ffyrdd 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 (fel y’i
diwygiwyd), Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig (Darpariaethau Cyffredinol)
(Cymru) 2013 a’r Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio
(Dinas a Sir Caerdydd) 2010, a’r holl bwerau galluogi eraill, y Gorchymyn rheoli
traffig a enwir uchod, a hysbysebwyd yn flaenorol o dan y teitl Gorchymyn 2022

a’i effaith gyffredinol fydd gosod y cyfyngiadau traffig canlynol:-
Stryd Adam: uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar y ddwy ochr rhwng
y gyffordd â Rhodfa Bute a Ffordd Churchill a'r gyffordd â Pellett Street i nodi 'dim
llwytho ar unrhyw adeg'.
Stryd y Bont: uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar yr ochr ogleddol i
nodi 'dim llwytho ar unrhyw adeg', ac;
uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar yr ochr ddeheuol rhwng Ffordd
Churchill a Lôn y Cariadon i nodi 'dim llwytho ar unrhyw adeg'
Rhodfa Bute: uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar y ddwy ochr
rhwng y cyffyrdd â Stryd Adam a Ffordd Churchill a phwynt 32.5 metr i'r de-orllewin o
ymyl palmant de-orllewinol Heol Mary Ann i nodi 'dim llwytho ar unrhyw adeg'.
Ffordd Churchill:
1)adleoli man parcio beic modur presennol ar ochr y gogledd-ddwyrain y tu allan i Rif
23 Ffordd Churchill ar lwybr troed ymwthiol newydd o flaen yr un lleoliad;
2)adlinio mannau parcio presennol i bobl anabl ar ochr y gogledd-ddwyrain rhwng y
cyffyrdd â Stryd Guildford a Stryd Ogleddol Edward er mwyn eu gosod ar ongl o 90° i
ymyl y palmant gogledd-ddwyreiniol gydag echel hydredol y cerbyd wedi'i alinio o'r
dwyrain i'r gorllewin;
3)darparu safle tacsis a man llwytho cerbydau nwyddau 'defnydd deuol' newydd,
13.5 metr o hyd, ar ochr y de-orllewin y tu allan i Rifau 22-24 Ffordd Churchill, gyda’r
cyfleuster yn cael ei gadw ar gyfer aros gan dacsis a cherbydau hurio preifat dim ond
rhwng Hanner Nos a 6am, a rhwng 6pm a Hanner Nos ar unrhyw ddiwrnod, ac i
weithredu fel man llwytho cerbydau nwyddau 'arhosiad 30 munud ar y mwyaf, dim
dychwelyd o fewn 2 awr' rhwng 6am a 6pm ar unrhyw ddiwrnod;
4)darparu safleoedd tacsis newydd, wedi'u cadw ar gyfer aros gan dacsis a cherbydau
hurio preifat yn unig ar unrhyw adeg, (a) ar ochr y de-orllewin, 24 metr o hyd, y tu
allan i Rifau. 16-20 Ffordd Churchill, a (b) ar ochr y gogledd-orllewin a’r gogleddddwyrain
i’r pen troi sydd wedi'i leoli yn y pen draw eithaf i’r gogledd-orllewin, yn 22
metr o hyd; ac
5)uwchraddio'r cyfyngiadau 'dim aros' a 'dim llwytho' presennol ar y ddwy ochr nad
ydynt fel arall wedi'u dynodi, rhwng ei ben eithaf i’r gogledd-orllewin a'r gyffordd â
Stryd Adam a Rhodfa Bute i nodi 'dim aros a dim llwytho ar unrhyw adeg', ac eithrio'r
man codi a gollwng anffurfiol a ddarperir drwy gyfyngiadau 'dim aros ar unrhyw adeg'
yn y gilfan o flaen Gwesty’r 'Ibis Cardiff', Ffordd Churchill.
Cilgant Guildford: i gyflwyno cyfyngiadau dim aros a dim llwytho 'ar unrhyw adeg' ar
bob ochr i'r ffordd rhwng y gyffordd â Stryd Guildford a'r gyffordd newydd â Ffordd
Churchill, i'w gosod gyferbyn â Rhifau 1 a 2 Cilgant Guildford.
Stryd Guildford:
1)adlinio man llwytho cerbydau nwyddau presennol ar ochr y gogledd-orllewin wrth
ymyl i Helmont House, Rhif 10 Ffordd Churchill, er mwyn darparu ar gyfer y lôn feicio
y cyfeirir ati yn (1) uchod ac i adolygu ei oriau gweithredu i 'arhosiad hiraf o 1 awr,
dim dychwelyd o fewn 2 awr ar unrhyw adeg'; ac
2)uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar y ddwy ochr ar bob ymyl i ’r
ffordd rhwng y cyffyrdd â Rhodfa'r Orsaf a Ffordd Churchill, ac eithrio o fewn y man
llwytho y cyfeirir ato yn (3) uchod, i nodi 'dim llwytho ar unrhyw adeg'.
Stryd Ogleddol Edward:
1)darparu man llwytho cerbydau nwyddau newydd, 13.0 metr o hyd, yn gweithredu
'arhosiad hiraf o 1 awr, dim dychwelyd o fewn 2 awr ar unrhyw adeg' ar ochr y deddwyrain
wrth ymyl Helmont House; ac
2)uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar y ddwy ochr ar bob ymyl i ’r
ffordd rhwng y cyffyrdd â Ffordd Churchill a Rhodfa'r Orsaf, ac eithrio o fewn y man
llwytho y cyfeirir ato yn (2) uchod, i nodi 'dim llwytho ar unrhyw adeg'.
Rhodfa’r Orsaf: uwchraddio'r cyfyngiadau 'dim llwytho' presennol ar y ddwy ochr ar
bob ymyl i’r ffordd rhwng y cyffyrdd â Phlas Dumfries a Heol Casnewydd a'r gyffordd
â Stryd Guildford i nodi 'dim llwytho ar unrhyw adeg'.
Daw’r Gorchymyn i rym ar 1 Rhagfyr 2023 neu ar y dyddiad y caiff y llinellau a’r
arwyddion angenrheidiol eu gosod ar y safle, p’un bynnag sydd hwyraf.

NEW TRAFFIC ORDER
FOR THE CITY AND COUNTY OF CARDIFF
The County Council of The City and County of Cardiff (Prohibitions and Restrictions
of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023
(Amendment No 53) Order 2023
The County Council of the City and County of Cardiff in exercise of its powers under
the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management
Act 2004 (as amended), The Civil Enforcement of Road Traffic Contraventions
(General Provisions) (Wales) Regulations 2013 and The Civil Enforcement of Parking
Contraventions (City and County of Cardiff) Designation Order 2010 and all other
enabling powers, made the above named traffic regulation Order, previously advertised
under the title of The County Council of the City and County of Cardiff (Cardiff
Central) (Parking Control) Order 2010 Order 2022 the general effect of which will
impose the following traffic restrictions:-
Adam Street: upgrade existing ‘no loading’ restrictions on both sides between its
junction with Bute Terrace and Churchill Way and its junction with Pellett Street to ‘no
loading at any time’.
Bridge Street: upgrade existing ‘no loading’ restrictions on the north side to ‘no
loading at any time’, and;
upgrade existing ‘no loading’ restrictions on the south side between Churchill Way
and Love Lane to ‘no loading at any time’
Bute Terrace: upgrade existing ‘no loading’ restrictions on both sides between its
junctions with Adam Street and Churchill Way and a point 32.5 metres south-west of
the south-western kerb-line of Mary Anne Street to ‘no loading at any time’.
Churchill Way:
1)relocate an existing motorcycle parking place on the north-east side outside No. 23
Churchill Way on a new footway build-out fronting the same location;
2)realign existing disabled persons parking places on the north-east side between its
junctions with Guildford Street and North Edward Place so as to stand at an angle of
90° to the north-eastern kerb-line with the longitudinal axis of the vehicle aligned east
to west;
3)provide a new ‘dual use’ taxi rank and goods vehicles loading bay, 13.5 metres in
length, on the south-west side outside Nos. 22-24 Churchill Way, said facility being
reserved for waiting by taxis and private hire vehicles only between the hours of
Midnight and 6 am, and between 6 pm and Midnight on any day, and to operate as a
goods vehicle loading bay ’30 minutes maximum stay, no return within 2 hours’
between the hours of 6 am and 6 pm on any day;
4)provide new taxi ranks, reserved for waiting by and private hire vehicles only at any
time, (a) on the south-west side, 24 metres in length, outside Nos. 16-20 Churchill
Way, and (b) on the north-west and north-east side of the turning head located at its
north-western extremity, 22 metres in length; and
5)upgrade existing ‘no waiting’ and ‘no loading’ restrictions on both sides not otherwise
designated between its north-western extremity and its junction with Adam
Street and Bute Terrace to ‘no waiting and no loading at any time’, excluding the
informal pick-up and drop-off area provided by way of ‘no waiting at any time’ restrictions
in the lay-by fronting the ‘Ibis Cardiff’ Hotel, Churchill Way.
Guildford Crescent: introduce ‘at any time’ no waiting and no loading restrictions on
all sides of the road between its junction with Guildford Street and its new junction
with Churchill Way, to be constructed opposite Nos. 1 and 2 Guildford Crescent.
Guildford Street:
1)realign an existing goods vehicles loading bay on the north-west side adjacent to
Helmont House, No. 10 Churchill Way, so as to accommodate the provision of the
cycle lane referred to in (1) above and to revise its hours of operation to ‘1 hour
maximum stay, no return within 2 hours at any time’; and
2)upgrade existing ‘no loading’ restrictions on both sides on all kerbside between its
junctions with Station Terrace and Churchill Way, excluding within the loading bay
referred to in (3) above, to ‘no loading at any time’.
North Edward Street:
1)provide a new goods vehicle loading bay, 13.0 metres in length, operating ‘1 hour
maximum stay, no return within 2 hours at any time’ on the south-east side adjacent
to Helmont House; and
2)upgrade existing ‘no loading’ restrictions on both sides on all kerbsides between its
junctions with Churchill Way and Station Terrace, excluding within the loading bay
referred to in (2) above, to ‘no loading at any time’.
Station Terrace: upgrade existing ‘no loading’ restrictions on both sides on all
kerbsides between its junctions with Dumfries Place and Newport Road and its
junction with Guildford Street to ‘no loading at any time’.
The Orders will come into operation on the 1st day of December 2023 or on the date
that the necessary lines and signs are placed on site, whichever is the later.
A copy of the orders and plans showing the location and extent of the restrictions are
available. You may inspect copies at the address shown below by prior appointment
or obtain copies by sending an email request to

address below.

we communicate with you in the language of your choice, whether that’s English,
Welsh or bilingual as long as you let us know which you prefer. Corresponding in
Welsh will not lead to any delay.
If you wish to question the Orders provisions or validity on the grounds that it is not
within the powers conferred by the Road Traffic Regulation Act 1984, or on the
ground that any requirement of, or any instrument made under the Act, has not been
complied with in relation to the Orders, you may, within six weeks from the 24th
November 2023 apply to the High Court for this purpose.
