Proposed Traffic Regulation Order Affecting The Lydia Anne Street Area.
Notice is hereby given that the Council proposes to make the above-mentioned Order
under Sections 1-4, 9, 19, 32, 35, 38, 45-53 & Part IV of Schedule 9 to The Road Traffic
Regulation Act 1984, the effect of which will be:-
The Parking Places and Controlled Parking Zone (Liverpool) (Order 2009) (Variation Nº121)
Order, 2024 to vary The Parking Places and Controlled Parking Zone (Liverpool) Order, 2009,
(Ref:- LS/CL&G/RT/NRB/TRO 10395/TM 3643/CCM Ref Nº 5067844) so as to:-
1. Delete the existing:-
(1) OZ Residents Parking Places (one referred to as a Permitted Parking Places PPA) on:
(a) Lydia Ann Street, from a point 12.5m northwest of its junction with Kent Street in a westerly
direction for a distance of 16m (3 spaces); & (b) Suffolk Street, all sides (PPA) from a point 10m
southwest of its junction with Lydia Ann Street in a south westerly direction to its junction with
Gilbert Street.
(2) Waiting Restrictions:-
(A) OZ (8am-6pm Mon-Sun incl.) on: (a) Kent Street, both sides, from a point 13.7m
south-west of its junction with Duke Street in a south westerly direction for its entire length;
(b) Suffolk Street, both sides, from a point 13.7m south-west of its junction with Duke Street
in a south westerly direction for its entire length; & (c) Lydia Ann Street, its entire length; &
(B) OZ (24 hours) on: (a) Kent Street, both sides, from its junction with Duke Street in a south
westerly direction for a distance of 13.7m; & (b) Suffolk Street, both sides, from its junction with
Duke Street in a south westerly direction for a distance of 13.7m (revoked for the purposes
of renumbering only - see Article 3(2)(b)(i) below).
2. Introduce the new Residents Parking Places (one referred to as a Permitted Parking
Places PPA) on:- (a) Lydia Ann Street, south-west side, from a point - (i) 32.9m north-west
of its junction with Kent Street in a north-westerly direction for a distance of 16m (3 spaces);
(ii) 68.1m north-west of its junction with Kent Street in a north westerly direction for a distance
of 16m (3 spaces); & (iii) 101.7m north-west of its junction with Kent Street in a north westerly
direction for a distance of 16m (3 spaces); & (b) Suffolk Street, all sides (PPA), from its junction
with Lydia Ann Street in a south westerly direction to its junction with Gilbert Street.
3. To prohibit, with certain exceptions, any vehicle from waiting:-
(1) OZ Between 8am-6pm Mondays-Sundays incl. on: (a) Kent Street - (i) north-westerly
side, from a point 10m southwest of its junction with Lydia Ann Street in a south-westerly
direction for its entirety; & (ii) south-easterly side, from a point 13.7m south-west of its junction
with Duke Street in a south-westerly direction for its entire length; & (b) Lydia Ann Street -
(i) north-easterly side, from a point - (A) 36.1m north-west of its junction with Kent Street in a
north westerly direction to a point 8.4m south-east of its junction with Suffolk Street; & (B) 10m
north-west of its junction with Suffolk Street in a north-westerly direction to its junction with York
Street; & (ii) south-westerly side, from a point 7.7m north-west of its junction with Suffolk Street
in a north-westerly direction to its junction with York Street; &
(2) OZ At any time on: (a) Kent Street, north-west side, from a point 10m north-east of its
junction with Lydia Ann Street in a south-westerly direction for a distance of 33.7m; & (b) Suffolk
Street - (i) both sides, from its junction with Duke Street in a south westerly direction for a
distance of 13.7m; (ii) north-westerly side, from a point 10m north-east of its junction with
Lydia Ann Street in a south-westerly direction for a distance of 21.7m; & (iii) south-easterly
side, from a point 8.4m north-east its junction with Lydia Ann Street in a south-westerly direction
for a distance of 20.3m; & (c) Lydia Ann Street - (i) south-easterly side, from its junction with
Kent Street in a north-westerly direction for a distance of 32.9m; & (ii) south-westerly side,
from a point - (1) 48.9m north-west of its junction with Kent Street in a north-westerly direction
for a distance of 19.2m; (2) 84.1m north-west of its junction with Kent Street in a north-westerly
direction for a distance of 17.6m; (3) 7.7m north-west of its junction with Suffolk Street for a
distance of 26.9m in a south-easterly direction; (iii) north-easterly side, from - (1) a point 10m
north-west of its junction with Suffolk Street in a south-easterly direction for a distance of 26.4m;
& (2) its junction with Kent Street in a north-westerly direction for a distance of 36.1m.
The exceptions referred to in Articles 3(1) & 3(2) only will enable a vehicle to wait for so long
as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it
cannot conveniently be used for such purposes in any other road, to be used in connection with
any of the following operations, namely:- (i) building, industrial or demolition operations; (ii) the
removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of
the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land
adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus
for the supply of gas, water or electricity or of any telecommunications apparatus as defined in
Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if
it cannot conveniently be used for such purpose in any other road, to be used in the service of a
local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal
operator for the purpose of delivering or collecting postal packets from premises or postal boxes
adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with
any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes;
(g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s
badge and parking disc/clock and that same vehicle is to be used by a disabled person whose
badge and parking disc/clock is correctly on display in accordance with the Department for
Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England”; (h) to
enable goods to be loaded on to or unloaded from the vehicle; or (i) the vehicle to wait upon an
authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.
A copy of the Order, the plan and statement of the Council’s reasons for proposing to make the
same may be inspected at The Regulatory Team, City Law & Governance, Legal Services,
5th Floor, Cunard Building, Water Street, Liverpool, L3 1AH & at the offices of the Director
of Transport & Highway’s Traffic Management & Road Safety Section, Lower Ground
Floor, Cunard Building, Water Street, Liverpool, L3 1AH between the hours of 9.15 a.m. and
4.00 p.m. on Mondays to Fridays inclusive. If you wish to make representations about the
proposals you should send the grounds for your objection to or support for the same, in writing
to the undersigned on or before the 28 December 2023. Please ensure to quote the particular
reference given above in your correspondence. Alternatively, you may wish to email your objection

before the above-mentioned date. In the event of there being objections received to the Order,
which remain un-withdrawn, they will be considered before any decision is made on whether or
not to make the Order operative.
