The Harrow (Waiting and Loading) (Amendment No. 131) Traffic Order 2023 The Harrow (Parking Places) (Amendment No. 32) Traffic Order 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 20 November 2023 made the above-mentioned Orders under Sections 6, 45, 46, 49,124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
2. The general effect of the Waiting and Loading Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 2014 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in certain lengths of Eastleigh Avenue.
3. The general effect of the 'Parking Places' Order will be to:-
(a) designate a "Permit Parking Area" that will operate between 8.00a.m. and 6.30p.m. Monday to Friday inclusive, including bank holidays, in Eastleigh Avenue;
(b) specify that:
i. the Permit Parking Area may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid permit;
ii. any resident whose usual place of abode is within the Permit Parking Area may apply to the Council for the issue of a residents permit valid for use within the Permit Parking Area;
iii. the charge for residents permits for the Permit Parking Area would be as specified in the Schedule to this Notice;
iv. any resident whose usual place of abode is within the Permit Parking Area may apply to the Council for the issue of visitor's permits valid between 8.00a.m. and 6.30p.m. Monday to Friday inclusive, including bank holidays for use within the Permit Parking Area;
v. the charge for residents visitor permits for the Permit Parking Area would be £22.00 per quantity of 10 or £11.00 for residents in receipt of benefits;
vi. any person who occupies premises within the Permit Parking Area and who uses such premises for business purposes may apply to the Council for the issue of business permits valid for use within the Permit Parking Area;
vii. the charge for business permits for the Permit Parking Area would be £40.40 (Electric Vehicles), £162.20 (Non Diesel Vehicles) or £194.80 (Diesel Vehicles).
4. A copy of each of the Orders, which will come into operation on 1 December 2023, of a map of the relevant area, of the Harrow (Parking Places) Traffic Order 2020, of the Harrow (Waiting and Loading) Traffic Order 2014 (and of the Orders which have amended those Orders) can be inspected at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10am to 6pm Monday to Saturday and 11am to 3pm Sunday, excluding Bank Holidays, until the end of 6 weeks from the date on which the Orders were made.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which these Orders were made, make application for the purpose to the High Court.
