THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.150) ORDER 2023
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on the 23 November 2023 the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers. The general effect of the free Order will be to make permanent the provisions of The Barnet (Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions) (Amendment No.184) (Experimental) Order 202 The general effect of the Charged-for order will be to make permanent the provisions of The Barnet (Charged-for Parking Places) (Amendment No.121) (Experimental) Order 2022 The above-mentioned Orders, which all came into operation on Monday 30th May 2022, introduced on an experimental basis, the following measures below: In order to deter all-day commuter-type parking from taking place in certain lengths of Etchingham Park Road, Park Avenue, Park Crescent and Park View Road N3 thus improving resident parking opportunity and reducing traffic congestion in those roads, the Council consider that it will be beneficial to introduce a scheme, on an experimental basis that will extend the Church End 'CE' Controlled Parking Zone into Etchingham Park Road (between Holdenhurst Avenue and Squires Lane), Park Avenue, Park Crescent and Park View Road N3.
1. The general effect of the Charged-for Parking Places Order will also be to:
(a) introduce parking places for the use of residents and their visitors in Etchingham Park Road N3 (between Holdenhurst Avenue and Squires Lane), Park Avenue N3, Park Crescent and Park View Road N3 which will operate between 2pm and 3pm Monday to Friday.
(b) provide that the parking places referred to in (a) above will operate between 2pm and 3pm Monday to Friday, during which vehicles will be required to have a valid resident permit associated with their vehicle or visitor voucher displayed in their vehicle, to be entitled to be parked in the parking places.
(c) introduce parking places for the use of residents and businesses on Etchingham Park Road and Park View Road N3.
(d) Provide that the parking places referred to in (c) above will operate between 2pm and 3pm Monday to Friday, during which vehicles will be required to have a valid resident permit associated with their vehicle or business permit or visitor voucher displayed in their vehicle, to be entitled to be parked in the parking places.
(e) provide that residents residing in the range of addresses detailed in Schedule 1 below will be eligible to obtain/purchase residents permits and visitor vouchers which will enable that motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in 1(a) and 1(c) above.
(f) provide that retail-trade businesses operating in the range of addresses detailed in the Schedule 1 to this notice will be eligible to purchase business permits which will enable the motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in 1(c) above.
(g) provide that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places during the controlled hours without need to display a permit or voucher.
(h) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places in Etchingham Park Road N3.
(i) provide that the parking places referred to in (h) above will operate between 9am and 4pm, Monday to Friday, during which motorists will be required to have a valid 'CE' resident's permit associated with their vehicle or have a valid 'CEZ' business permit associated with their vehicle, or 'CE' visitor voucher displayed in their vehicle or pay the requisite tariff to be entitled to park in the parking places.
j) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places with a maximum stay of 4 hours in Park View Road N3.
(k) provide that the parking places referred to in (k) above will operate between 9am and 4pm, Monday to Friday, during which motorists will be required to have a valid 'CE' resident's permit associated with their vehicle or have a 'CEZ' business permit associated with their vehicle, or 'CE' visitor voucher displayed in their vehicle or pay the requisite tariff to be entitled to park in the parking places.
(l) Introduce Disabled persons parking places in Etchingham Park Road and Park View Road which will operate between 9am and 4pm Monday to Friday for a maximum period of 4 hours.
2. For the parking places referred to in (h) above, the following tariff will apply:
Up to 30 minutes: £1.28
Up to 1 hour: £2.56
Up to 3 hours: £5.12
Over 3 hours: £8.96
3 For the parking places referred to in j above, the following tariff will apply:
Up to 30 minutes: £1.28
Up to 1 hour: £2.56
Up to 90 minutes: £3.84
Up to 4 hours: £6.40

4. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to introduce Monday to Friday 2pm to 3pm waiting restrictions along certain lengths of Etchingham Park Road (between Holdenhurst Avenue and Squires Lane) , Park Avenue, Park Crescent and Park View Road N3 where parking places and other existing waiting restrictions or disabled bays are not provided.
5. Furthermore, in order to prevent obstructive parking, improve traffic flow, sightlines and general road safety, the Free Order will introduce new 'at any time' waiting restrictions at the junction of Etchingham Park Road and Seymour Road, Etchingham Park Road and Park Crescent, Etchingham Park Road and Park View Road, Etchingham Park Road and Park Avenue, Park View Road and Park Avenue, Park Crescent and Woodlands Avenue and Park Crescent and Queens Avenue.
The Free Order will also introduce length of 'at any time' waiting restrictions opposite No.55 to No.59 Etchingham Park Road, outside No.20 to No.21 Park Avenue and outside No.9 to No.13 Park Avenue N3. Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 and 3 above, for up to 40 minutes provided that the loading/ unloading activity was seen to be actively taking place.

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders was made, make application for the purpose to the High Court.
