Redehall Road (C67) and Wheelers Lane (D361) Smallfield - Proposed Traffic Calming Measures
What is happening?

Proposed Traffic Calming Measures in Redehall Road (C67) and Wheelers Lane (D361) Smallfield
Surrey County Council in exercise of their power under Section 90(A) to (I) inclusive of the Highways Act 1980 propose to introduce a series of traffic calming measures in Redehall Road (C67) Smallfield and Wheelers Lane (D361) Smallfield.
These will include – (1) extensions to the raised junction table in Redehall Road (C67) Smallfield and Wheelers Lane (D361) Smallfield that will comprise of the following – (a) a 5.5 metre extension to the western extent of the raised junction table along (D361) Wheelers Lane; and (b) a 4.9 metre extension to the southern extent of the raised junction table along (C67) Redehall Road. The proposed extensions will extend across the full width of the carriageway and be 75mm in height, with 1.5 metre ramps at a gradient of 1:20. (2) a full width, flat topped road table on (D361) Wheelers Lane, the centre point of which will be located 59.3 metres west of the westernmost kerb line of Redehall Road. The proposed road table will be 75mm in height and 7.5 metres in length, with 1.5 metre ramps at a gradient of 1:20.

Amendments to Waiting and Parking Restrictions in the District of Tandridge
Surrey County Council propose to make the following orders under Sections 1(1), 2 (1) to (3), 4(2), 32, 35, 36, 45, 46, 47, 48, 49, 51, 52 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”):-
1. “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2006 (Amendment No. 15) Order 202-” which will amend “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2006”, so as to prohibit the waiting by vehicles in certain lengths of the roads specified in the Schedule to this Notice on the days and during the times specified in the said Schedule; Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions; 2. “The Surrey County Council (Various Roads in Tandridge) (Consolidation of Free Street Parking Places) Order 2006 (Amendment No.15) Order 202-” which will amend “The Surrey County Council (Various Roads in Tandridge) (Consolidation of Free Street Parking Places) Order 2006” so as to revoke a 22.2 metre section of the parking bays on the western side of Redehall Road in order to accommodate the new proposed Zebra Crossing. 3. “The Surrey County Council (Various Roads in Tandridge) (Consolidation of Free Street Parking Places) (Disabled Persons) (No.1) Order 2006 (Amendment No.15) Order 202-” which will amend “The Surrey County Council (Various Roads in Tandridge) (Consolidation of Free Street Parking Places) (Disabled Persons) (No.1) Order 2006” so as to revoke the existing disabled persons’ parking place in Wheelers Lane to be replaced with a No Waiting at any time restriction. 4. “The Surrey County Council (Various Roads in Tandridge) (Prohibition of Stopping Outside Schools) (No.1) Order 2008 (Amendment No.14) Order 202-” which will amend “The Surrey County Council (Various Roads in Tandridge) (Prohibition of Stopping Outside Schools) (No.1) Order 2008” so as to match the restrictions on the ground 5. “The Surrey County Council (Various Roads in Tandridge) (Free On-Street Loading Bays) Order 202-” which will be to (a) To provide a free on-street loading bay in Wheelers Lane, Smallfield, for the purpose of collecting or delivering goods by motor vehicles, from any premises adjacent to or in the vicinity of the loading bay, to be operational at all times and limited to 30 minutes with no return within 3 hours; (b) Provide that certain other vehicles may wait in the free on-street loading bay referred to above in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes), etc. 6. Where a new restriction is proposed in this Notice, any existing restriction on the same length of road shall be revoked. 7. The following Orders are also proposed, the effect of which will be to make legal drafting amendments to the specified Orders which will not affect the operation of the prohibition and restrictions on the ground: – (a) “The Surrey County Council Various Roads in the District of Tandridge (Residents’ On-Street Parking Place) Order 2019 (Amendment No.5) Order 202- ” which will amend “The Surrey County Council Various Roads in the District of Tandridge (Residents’ On-Street Parking Place) Order 2019”; (b) “Surrey County Council (Various Roads in Tandridge) (Prohibition of Waiting of Heavy Commercial Vehicles) Order 2022 (Amendment No.2) Order 202-” which will amend “Surrey County Council (Various Roads in Tandridge) (Prohibition of Waiting of Heavy Commercial Vehicles) Order 2022”; (c) “The Surrey County Council (Various Lay-Bys in Tandridge and Westway (D1399) Caterham on the Hill) (Free On-Street Parking Places) Order 2006 (Amendment No.15) Order 202-” which will amend “The Surrey County Council (Various Lay-Bys in Tandridge and Westway (D1399) Caterham on the Hill) (Free On-Street Parking Places) Order 2006”.

Proposed Provision of a Zebra Crossing in Redehall Road (C67) Smallfield
Notice is hereby given that Surrey County Council, in exercise of their powers under Section 23 of the Road Traffic Regulation Act 1984 and after consultation with the Chief Office of Police in accordance with Section 23(2)A) of the said Act of 1984, propose to establish a Zebra Crossing on Redehall Road (C67) Smallfield. The proposed crossing will be 2.4 metres wide and the centre line of the said crossing will be on Redehall Road 34m south of the southern-most kerb line of Plough Road.

Wheelers Lane (D361)
Smallfield (One-Way Traffic and Prohibition of Entry) Order 202-
Surrey County Council in exercise of their powers under Sections 1, 2 and 4 of the Road Traffic Regulation Act 1984 proposed to make the above-mentioned Order. The effect of which will be that: – (1) Vehicles proceeding in that length of Wheelers Lane (D361) Smallfield, between a point 25.5 metres west of its junction with Redehall Road and its junction with Redehall Road, shall proceed in an easterly direction only; and (2) no motor vehicles shall enter into Wheelers Lane (D361) Smallfield at its junction with (C67) Redehall Road.
The prohibitions will not apply in relation to – (a) pedal cyclists; (b) a vehicle being used for ambulance fire brigade or police purposes in an emergency; (c) anything done upon the direction or with the permission of a police constable in uniform; or (d) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or 67 of the Act.
