KIRKLEES COUNCIL
(TRAFFIC REGULATION) (NO 18) ORDER 2023
Residents Permit Parking areas - Kirklees

The Council of the Borough of Kirklees propose to make the above named Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects lengths of road throughout the Kirklees district will be to amend the existing administration of the residents’ permit parking schemes by:-

1. Making all permits annual, insofar as all permits will have an expiry date of 12 months after issue and permit holders will be responsible to apply for new ones. (NB some permits such as the current Annual Open permits for instance are already subject to an annual expiry date)
2. To introduce an administration charge of £50 annually for all permits including the increase of the current existing permit charges. (NB this does not apply to the existing charges for Business permits). (NB some permits such as the current Specific Residents’ permits and Annual Open permits are already subject to a charge).
3. To amend the existing Traffic Regulation Orders so that at some point in the future the Council can introduce “virtual permits” as a means of verifying a vehicle can legitimately park or wait in a parking place. This will mean that residents and applicants will be able to apply for appropriate permits but rather than receive for display a physical permit, confirmation that a virtual permit has been approved, will negate the requirement to display a physical permit inside the vehicle.
All other aspects of the permit schemes and how they operate on the ground are unaffected

A copy of the draft Order and the Statement of Reasons for proposing to make the Order may be examined:-
- Online at http://www.kirklees.gov.uk/trafficregulation
- Upon application to parking@kirklees.gov.uk for a copy to be sent by post
- Or by telephone requesting a copy to 01484 221000 asking for the Parking Office

If you wish to object to the proposed Order you send the grounds for your objection in writing to Harry Garland, Kirklees Council Legal Services, PO Box 1720, Huddersfield, HD1 9EL or by emailing TRO.objections@kirklees.gov.uk by no later than Monday 11th December 2023 quoting reference PS/TRO/18/2023

Dated this 16th day of November 2023

Julie Muscroft - Service Director - Legal, Governance and Commissioning Kirklees Council, Legal Services PO Box 1720 Huddersfield HD1 9EL
