KEOGH ROAD LOW TRAFFIC NEIGHBOURHOOD - CHANGES TO EXTENT OF ROAD CLOSURE, PARKING PLACES AND WAITING RESTRICTIONS, AND NEW RAISED TABLE WITH ASSOCIATED KERB BUILD-OUTS AND FOOTWAY WIDENING

THE NEWHAM (PRESCRIBED ROUTE) (NO. *) TRAFFIC ORDER 202* THE NEWHAM (STRATFORD NORTH EAST) (PARKING PLACES) (NO. 1, 2010) (AMENDMENT NO. *) ORDER 202* THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham ('the Council') proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:-

a) to change the length of the existing road closure in Keogh Road at its junction with Carnarvon Road (from the north-eastern corner to the south-western corner) to a new length (from outside No.103 Keogh Road south-eastward to the eastern flank wall of Nos.106 and 108 Keogh Road - a distance of approximately 10 metres). Exemptions from the road closures, which will be maintained via the use of CCTV, will apply to: (a) pedal cycles; (b) refuse collection vehicles; and (c) vehicles being used: (i) for ambulance, fire brigade or police purposes; (ii) in connection with the removal of an obstruction; (iii) in connection with the cleansing, maintenance, improvement or reconstruction of the carriageway; (iv) in connection with the placing, maintenance, improvement, reconstruction or removal of street furniture; (v) for the purpose of any building operation or demolition; or in connection with the laying, erection, alteration or repair of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any communications network; or (vi) for the provision of a universal postal service;

b) the conversion of 0.5 metres of existing parking places outside No. 113 Keogh Road to no waiting at any time restrictions;

c) the conversion of 4.5 metres of no waiting at any time restrictions outside No. 114 Keogh Road to permit holder parking places; and

d) the conversion of approximately 11 metres of waiting restrictions to no waiting at any time restrictions adjacent to the eastern flank wall of Nos. 106 and 108 Keogh Road.

3. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council of the London Borough of Newham proposes to construct a raised table (road hump) from No. 103 Keogh Road eastward to No.111 Keogh Road and in Carnarvon Road from a point in line with the northern building line of No. 112 Keogh Road northward to its junction with Keogh Road.

4. The raised table would be constructed and deployed in accordance with the Highways (Road Humps) Regulations 1999. It would be no more than 100 mm in height and the ramps at each end would have a maximum gradient of 1 in 15. The footway would be built out to meet the raised table.

5. Documents giving more detailed particulars of the proposed Orders and raised table (road hump) can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic. orders@newham.gov.uk, or inspected (by prior appointment - please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Order is made or until the proposed Order is withdrawn, as appropriate.

7. All objections and other representations relating to the proposed Order or to the proposal for the raised table (road hump) must be made in writing and received by 6 December 2023. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.

8. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
