The Newham (Waiting and Loading Restriction) (Amendment No. 180) Order 2023

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 13 November 2023 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the parking places Orders will be to amend the designation of existing parking places, as follows so as to reflect the proposed amendments to waiting restrictions set out in paragraph 3 below:

(a) Beckton Controlled Parking Zone (CPZ):

i) Devalls Close E6: parking controls within the "permit holders only parking past this point section" would be amended to enable the removal of a length of waiting restrictions (double yellow lines), see paragraph 3 (c) below;

ii) Hallywell Crescent E6: (northern east to west arm, north of its junction with Bowyer Close), the north side, a length of 16.8 metres of existing 'shared use' (permit holders and 4 hour paid for parking) parking places would be removed and replaced by waiting restrictions (double yellow lines) - see paragraph 3 (a) (ii) below;

iii) Hallywell Crescent E6: (southern east to west arm, south of its junction with Pepper Close), the south side, a length of 16 metres of existing 'shared use' (permit holders and 4 hour paid for parking) parking places would be removed and replaced by waiting restrictions (double yellow lines) - see paragraph 3 (a) (iii) below;

iv) Jack Dash Way E6: parking controls within the 'permit holders only parking past this point' section would be amended to enable the introduction of lengths of waiting restrictions (double yellow lines) - see paragraph 3 (a) (iv) below;

(b) Forest Gate North CPZ:

i) Carrington Gardens E7: parking controls within the 'permit holders only parking past this point' section would be amended to enable the introduction of lengths of waiting restrictions (double yellow lines) - see paragraph 3 (a) (i) below;

ii) Waterloo Road E7: the south-east side, the existing 'shared use' parking places would be removed and replaced by waiting restrictions (double yellow lines) - see paragraph 3 (a) (iv) below;

(c) Stratford CPZ - Aldworth Road E15 (the north-west side): the existing 'shared use' (permit holders and 2 hours paid for parking) parking place closest to West Ham Lane would be reduced by a length of 1.5 metres at its south-western end and replaced by waiting restrictions (single yellow line) - see paragraph 3 (d) below.

3. The general effect of the Waiting and Loading Restriction Order will be to:

(a) introduce waiting restrictions (double yellow lines) operating 'at any time' at the following locations: (i) Carrington Gardens E7, (A) the north side, opposite and to the east of No. 1 for a distance of 18.1 metres; (B) the south side, from a point 3.6 metres west of the western kerb- line of Woodford Road westward for a distance of 16 metres; (C) the south-west side, outside Nos. 46 to 56 - see paragraph 2 (b)(i) above); (ii) Hallywell Crescent E6, (A) the northern east to west arm, at its junction with Bowyer Close, the north side, for a length of 16.8 metres - see paragraph 2 (a) (ii) above); (B) the southern east to west arm, at its junction with Pepper Close, the south side, for a length of 16 metres - see paragraph 2 (a) (iii) above); (iii) Jack Dash Way E6, (A) the north side, between Firefly Gardens and Dakota Gardens; (B) the east side; and (C) the south side, from a point 8 metres east of the eastern kerb-line of Dakota Gardens to its eastern extremity - see paragraph 2 (a) (iv) above; (iv) Waterloo Road E7, the south-east side - see paragraph 2 (b)(ii) above;

(b) convert the existing waiting restrictions from a single yellow line to double yellow lines operating 'at any time' in (i) Aldworth Road E15, from the north-eastern kerb-line of West Ham Lane north-eastward for a distance of 7.2 metres on the north-west side and for a distance of 6.2 metres on the south-east side; (ii) Barking Road E13, the north-west side, for a length of 6.4 metres across the vehicular access outside No. 587 and Nos. 589 to 591 Barking Road E13; and (iii) West Ham Lane E15, the north-east side, for a distance of 10 metres on either side of its junction with Aldworth Road E15;

(c) remove 6.8 metres of double yellow lines from the south side of Devalls Close opposite Nos. 21 and 22 - see paragraph 2 (a) (i) above;

(d) introduce waiting restrictions (single yellow line) in Aldworth Road E15, the north-west side, for a length of 1.5 metres to replace a parking place - see paragraph 2 (c) above;

(e) introduce loading restrictions 'at any time' (double yellow kerb blips) in (i) Aldworth Road E15, from the north-eastern kerb-line of West Ham Lane north-eastward for a distance of 7.2 metres on the north-west side and for a distance of 6.2 metres on the south-east side; and (ii) West Ham Lane E15, the north-east side, for a distance of 10 metres on each side of its junction with Aldworth Road E15.

4. Copies of the Orders, which will come into force on 20 November 2023 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.

5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
