What is happening?
BOROUGH OF ROCHDALE ((SPEED
LIMIT) (VARIOUS ROADS) ORDER 2016)
(AMENDMENT) (NO. 2) ORDER 2023
NOTICE IS HEREBY GIVEN that the Rochdale Borough
Council, in exercise of its powers under Sections 82 and
84 of the Road Traffic Regulation Act 1984 and of all other
enabling powers and having regard to Section 122 of the
Road Traffic
Regulation Act 1984 and after consultation with the Chief
Officer of Police in accordance with Section 124(1) and
paragraph 20(1) of Part III of Schedule 9 to the Act, has
made an Order the effect of which is to:-
(i) Impose a 40 miles per hour speed limit on the roads
specified below:
Queen Elizabeth Way, Heywood
for its entire length, between Pilsworth Road and the
roundabout connecting Junction 19 M62 with Middleton
Road
Manchester Road, Heywood
from a point 140 metres south-west of its junction with
Queen Elizabeth Way to a point 64 metres north-east of its
junction with Queen Elizabeth Way
Pilsworth Road, Heywood
from its junction with Moss Hall Road to a point 443 metres
north-east of its junction with Queen Elizabeth Way
Middleton Road, Heywood
from a point 55 metres south of its junction with
Worthington Avenue to its junction with Oaken Bank Road
(ii) Direct that the road specified below shall be a restricted
road for the purposes of Section 81 of the Road Traffic
Regulation Act 1984:
Hareshill Road, Heywood
from a point 309 metres north-west of its junction with
Manchester Road for a distance of 243 metres in a north
westerly direction
Hareshill Road, Heywood
from its junction with Queen Elizabeth Way in a southwesterly
direction to a point 60 metres south-west of its
junction with Queen Elizabeth Way
Middleton Road, Heywood
from a point 36 metres south of its junction with
Worthington Avenue to a point 55 metres south of its
junction with Worthington Avenue
(iii) Direct that the road specified below shall cease to be a
restricted road for the purposes of Section 81 of the Road
Traffic Regulation Act 1984:
Manchester Road, Heywood
from a point 140 metres south-west of its junction with
Queen Elizabeth Way to a point 64 metres north-east of its
junction with Queen Elizabeth Way
(iv) Revoke Item 11 from Schedule 4 of the Borough of
Rochdale Speed Limit (Various Roads) Order 2016:
(A6046 Middleton Road, from a point 36 metres south
of the southerly kerbline of its junction with Worthington
Avenue to its junction with Oaken Bank Road)
(v) Revoke Item 27 from Schedule 4 of the Borough of
Rochdale Speed Limit (Various Roads) Order 2016:
(Pilsworth Road, from its junction with Moss Hall Road, to
a point 369 metres north-east of its junction with Hareshill
Road)
(vi) Revoke Item 29 from Schedule 4 of the Borough of
Rochdale Speed Limit (Various Roads) Order 2016:
(Hareshill Road, from its junction with Pilsworth Road, to a
point 308 metres north-west of Manchester Road)
No speed limit imposed by this Notice applies to
vehicles falling within Regulation 3(4) of the Road Traffic
Exemptions (Special Forces) (Variation and Amendment)
Regulations 2011 when used in accordance with
Regulation 3(5) of those Regulations.
A copy of the Order and a map showing the road locations
concerned, together with a Statement of Reasons for
making the Order, may be viewed on the Council's website
www.rochdale.gov.uk/roads, or by phoning Highways on
0300 303 8879 to request a copy via post. If you wish
to question the validity of the Order or of any provision
contained in it on the grounds that it is not within the
powers conferred by the Road Traffic Regulation Act 1984,
or on the grounds that any requirement of that Act or any
instrument made under it has not been complied with in
relation to the Order, you may within six weeks from 9th
November 2023 apply to the High Court for this purpose.
The Order will come into effect on 1st December 2023.
