ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(LINKS ROAD. SW17) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2023
1. The Council of the London Borough of Merton hereby give notice that to facilitate water valve repair and ancillary works in Links Road, SW17, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter or proceed in Links Road, SW17, from its junction with Ascot Road westward to a point 2 metres east of the common boundary of Nos. 1 and 3 Links Road;
(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Links Road specified in sub-paragraph (a) above.
3. Any designated parking place situated in the length of Links Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above.
6. Vehicular traffic affected by the road closure in Links Road should proceed using the A216 (Streatham Road), Gorringe Park Avenue and the A217 (London Road and Mitcham Road) or Mitcham Road, Seely Road and Ascot Road.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Tuesday 21st November 2023 and it is anticipated that the works will be completed within 3 days. However, the Order will remain in force for 3 months should further works be required.

(HOME PARK ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2023
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water utility works in Home Park Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter or proceed in Home Park Road, between its junction with Vineyard Hill Road and a point 10 metres south-east of the southeastern boundary of No. 52 Home Park Road; or
(b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via Vineyard Hill Road, Dora Road, Leopold Avenue and Kenilworth Avenue, or vice versa.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

WIMBLEDON PARK PRIMARY SCHOOL STREETS -EXTENTION OF THE HAVANA ROAD AND WELLINGTON ROAD PEDESTRIAN AND CYCLE ZONE TO INCLUDE LUCIEN ROAD
THE MERTON (PEDESTRIAN AND CYCLE ZONE) (LUCIEN ROAD) TRAFFIC ORDER 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 7 November 2023, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Pedestrian and Cycle Zone) (Lucien Road) Experimental Traffic Order 2023.
2. The general effect of the Order will be to:-
(a) amend the Merton (Pedestrian and Cycle Zone) (Wimbledon Park Primary School (No. 2) Traffic Order 2022 so as to include Lucien Road in the Wimbledon Park Primary School pedestrian and cycle zone; and
(b) prohibit all motorised vehicles from entering the road or length of road listed in column 2 of the Schedule to this notice, during the corresponding periods specified in column 3 of the Schedule to this notice, with certain exemptions, including for those authorised vehicles which are specified on a white list for the said roads or lengths of road, held and maintained by the Council.
N.B. Enforcement is carried out during school term-times only.
3. A copy of the Order, which will come into force on 20 November 2023, the Experimental Order of 2023, the Order of 2022 and other documents giving more detailed particulars of the Order, including a plan specifying the road or length of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX.
4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

AMENDMENTS TO CONTROLLED PARKING ZONE RPC1
PROPOSED CONVERSION OF PARKING PLACE TO WAITING RESTRICTION IN COTTENHAM PARK ROAD
THE MERTON (PARKING PLACES) (RPC1) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Parking Places" Order would be to:-
(a) replace a length of parking place in Cottenham Park Road so that the length of road specified in the Schedule to this notice to single yellow line waiting restriction operating between the hours of 12 noon and 1 pm Mondays to Fridays;
(b) extend the existing parking place outside of No. 37 Cottenham Park Road northeastward by 4 metres.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 4. THE MERTON (WIMBLEDON WINTERFEST - WIMBLEDON TOWN CENTRE) (TEMPORARY RESTRICTION OF TRAFFIC) (SPECIAL EVENT) ORDER 2023
1. The Council of the London Borough of Merton hereby give notice that to facilitate the holding of a "Winterfest" event in Wimbledon Town Centre, they intend to make an Order, the effect of which would be to:
(a) prohibit any vehicle from entering or proceeding in Queen's Road, SW19, between its junction with The Broadway and its junction with the Centre Court Access Road;
(b) prohibit any vehicle from waiting, including for the purpose of loading or unloading any vehicle, in the length of Queen's Road specified in sub-paragraph (a) above;
(c) suspend any parking place in the length of Queen's Road specified in sub-paragraph (a) above;
(d) suspend the bus route in the Queen's Road north-east bound slip road;
(e) suspend the right turn from the Centre Court Access Road into Queen's Road, SW19;
(f) provide a parking facility for delivery riders on the east side of the island site at the junction of Queen's Road with The Broadway.
2. The restrictions shall only apply during such times and to such an extent as indicated by the placing of appropriate signs.
3. Nothing in the Order would apply: -
(a) to anything done with the permission or at the direction of a police constable in uniform or police community support officer in uniform; or
(b) to any person or vehicle engaged in the execution of the said event; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes.
4. An alternative route would be available for vehicles affected by the road closure via The Broadway, Merton Road, Merton High Street and Haydons Road.
5. The Order would be in force between the hours of 6am and 23.59pm on 26 November 2023.

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the roads or lengths of road described in the Schedule to this Notice.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the roads or lengths of roads to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
