(Webster Street, Platt Bridge) (Temporary Closure) Order 2023 Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director of Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Webster Street, Platt Bridge) (Temporary Closure) Order 2023.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Webster Street, Platt Bridge at its junction with Walthew Lane on 12th January 2024 between 9:30am until 3pm.
The alternative route for traffic is: Walthew Lane – Platt Street – Sherwood Way – Millers Lane.
The Order is necessary to allow for a frame and cover replacement.
Local Government Act 1972 Section 123 (2A)
Notice Of Intended Disposal of Open Space Land
NOTICE IS HEREBY GIVEN under Section 123 (2A) of the above named Act that Wigan Borough Council intends to dispose of the land described below for the purpose of the development and use thereafter as housing and ancillary uses thereto.
DESCRIPTION OF LAND a parcel of land (950.64 sq.ft) located to the West of Green Lane, Hindley Green, Wigan.
A plan of the site may be inspected during normal business hours at the Town Hall,
Library Street, Wigan WN1 1YN by contacting the Legal Services Admin Section on 01942 827030 or by email to legalandrisk@wigan.gov.uk. This notice is given in so far as the above land consists of or forms part of an open space within the meaning of the above Section.

NOTICE IS HEREBY GIVEN that the Assistant Director of Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Coupland Road, Hindley Green) (Temporary Closure) Order 2023 on 7th November 2023.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Coupland Road, Hindley Green on 11th January 2024 between 9.30am until 3.00pm.
The alternative route for traffic is: Atherton Road – Swan Lane.
The Order is necessary to allow for a frame and cover replacement.
(Victoria Street Wigan) (Temporary Closure) Order 2023 Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory
Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Victoria Street Wigan) (Temporary Closure) Order 2023. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Victoria Street Wigan during the period of one day commencing on 14/01/2024 from 09:00-15:00.
The alternative route for traffic is: Warrington Road – Ormskirk Road – Robin Park Road – Wallgate – Queen Street – Chapel Lane – Westwood Way – Warrington Road – Wigan Road – Gerard Street – Liverpool Road and East Lancashire Road. The Order is necessary to allow a frame and cover replacement.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Holmes House Avenue Wigan during the period of one day commencing on 09/01/2024 from 09:30-15:00.
The alternative route for traffic is: Tanhouse Drive.
The Order is necessary to allow a frame and cover replacement.
(Borsdane Avenue, Hindley Green Near the Junction of
Exeter Road) (Proposed Zebra Crossing)
Notice of Intent
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a zebra crossing on the following street(s):
• Borsdane Avenue, Hindley – a point 5 metres north of its junction with Exeter Road, for a distance of 2.4 metres.
A copy of the map showing the respective position of the proposed zebra pedestrian crossing will be available to view at https://www.wigan.gov.uk/Resident/ Parking-Roads-Travel/Roads/Traffic-regs-orders.aspx or will be available upon request by emailing amy.green@wigan.gov.uk if necessary.

(Bryn Gates Lane, Abram – Proposed Restriction of Waiting
and Prohibition of Waiting) Order 2023 Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.564) Order 2023.
The effect of the Order will be to revoke restricted waiting on:
• Bryn Gates Lane, Abram (south-west side) from a point 10 metres northwest of its junction with Lily Lane for a distance of 9 metres in a north westerly direction. The effect of the order will be to introduce a prohibition of waiting at any time on:
• Hall Street, Abram (both sides) from its junction with Bryn Gates Lane to a point 5 metres southwest of its junction with Bryn Gates Lane.
• Bryn Gates Lane, Abram (south-west side) from a point 5 metres southeast of its junction with Hall Street to a point 5 metres northeast of its junction with Hall Street There will be limited exceptions permitting vehicles to wait.
To enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are
fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.
The effect of the order will be to introduce a restriction of waiting for the specified times below:
• Bryn Gates Lane, Abram (south-west side) from a point 10 metres northwest of its junction with Lily Lane for a distance of 9 metres in a north westerly direction on any Monday, Tuesday, Wednesday, Thursday or Friday 07:00am - 06:00pm and Saturday 07:00am - 01:00pm.
There will be limited exceptions permitting vehicles to wait:
To enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident. The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.
The further effect of the Order is to revoke the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No. 556) Order 2023 in full.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004.
(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the
Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 9th November 2023 make application for the purpose to the High Court.

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Poolstock Lane Wigan) (Temporary Closure) Order 2023.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Poolstock Lane Wigan during the period of one day commencing on 10/01/2024 from 19:00-22:00.
There will be a signed diversion in place.

Closure) Order 2023
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Billinge Road Wigan from St Matthews Primary School to outside house number 116 during the period of two days commencing on 15/01/2024 from 19:00-22:00.
There will be a signed diversion in place.
The Order is necessary to allow a frame and cover replacement.
Winwick Lane, Lowton – 40 Mph Speed Restriction Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 84(1) of the Road Traffic Regulation Act 1984 and all other enabling powers proposes to make the Wigan Borough (Winwick Lane, Lowton) (40mph Speed Restriction) Order 2023.
The effect of the Order will be to revoke a national standard speed limit on the following road:
• Winwick Lane, Lowton (Both Sides) from Wigan Council’s boundary with Warrington Borough Council to a point 433 metres in a North Westerly direction to the section that is an existing 30mph speed limit.
The effect of the Order will be to introduce a 40mph speed limit on the following road:
• Winwick Lane, Lowton (Both Sides) from Wigan Council’s boundary with Warrington Borough Council to a point 433 metres in a North Westerly direction to the section that is an existing 30mph speed limit.
