COUNCIL NOTICE OF PROPOSALS

Nodes Is hereby given that City of York Council, in exercise of powers under Sections 1,2,4,32,35,45,46,53 and Schedule 9 of die Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Acomb Road, on its south side, between points 38 metres (terminal point of existing 'No Waiting at any time' restrictions) and 101 metres east from the projected centreline of West Bank,

(b) Alness Drive, on its east side, between points 15 metres north and 15 metres south from the projected centreline of Dalmally Close,

(c) Ashville Street, on both sides, between 1 metre east of the projected eastern kerbline of the alleyway access between Kitchener Street and Ashville Street and 1 metre west of the projected western kerbline of the alleyway access between Kitchener Street and Ashville Street,

(d) Beckfleld Lane, on its:

(i) east side, between the projected northern property boundary line of No. 236 Beckfield Lane and a point 4 metres north from the said line (terminal point of existing 'No Waiting at any time' restrictions),

(ii) east side, between a point 18 metres south of the projected northern property boundary line of No. 236 Beckfield Lane and the southern property boundary line of No. 275 Beckfield Lane,

(iii) west side, from a point 4 metres north from the projected northern property boundary line of No. 236 Beckfield Lane (terminal point of existing 'No Waiting at any time' restrictions) and the projected southern property boundary line of No. 232 Beckfield Lane,

(e) Bramble Dene, on its,

(i) north side, between points 13 metres west and 13 metres east from the projected centreline of Bramble Dene,

(ii) both sides, between the projected northern kerbline of Bramble Dene north for 13 metres,

(f) Bramley Garth, on both sides, between the north eastern kerbline of Stray Road and the north eastern property line of No. 1 Bramley Garth,

(g) Brunei Court, on its:

(i) North side including west turning area, from a point 12 metres north west from the projected south eastern property boundary line of No. 14 Brunei Court north west for the remainder of its length including the western turning area,

(ii) South side including the turning area on the south side, from a point 4 metres north west from the projected south eastern property boundary line of No. 14 Brunei Court north west for the remainder of its length including the southern turning area,

(h) Burnholme Drive, on its south west side, between points 12 metres north and 12 metres south from the projected centreline of Woodside Avenue,

(i) Burton Stone Lane, on its,

(i) east side, between the projected southern property boundaries of No. 254 and 274 Burton Stone Lane,

(ii) east side, from a point 10 metres south from the projected southern kerbline of Link Avenue and the projected southern property boundary line of No. 294 Burton Stone Lane,

(iii) west side, from a point 22 metres south from the projected southern property boundary line of No. 274 Burton Stone Lane and projected southern property boundary line of No. 293 Burton Stone Lane,

G) Campleshon Road, on its south side, between points 14 metres east and 14 metres east from the projected centreline of Albemarle Road,

(k) Carnot Street, on both sides including the north western turning area, from the projected eastern property boundary line of No. 58 Carnot Street north west for the remainder of its length,

(I) Chalfonts, on both sides, between the projected eastern property boundary line of No. 2 Chalfonts and the projected southern property boundary line of No. 8 Chalfonts,

(m) Chaloner's Crescent, on both sides, from the projected western kerbline of Chaloner's Road west for 12 metres,

(n) Chaloner's Road, on its:

(i) east side, between points 12 metres north and 12 metres south from the projected centreline of Leven Road,

(ii) west side, between points 12 metres north and 12 metres south from the projected centreline of Chaloner's Crescent,

(o) Clementhorpe, on its south side, between points 67 metres (terminal point of existing 'No Waiting at any time' restrictions) and 72 metres (terminal point of existing 'No Waiting at any time' restrictions) west from the south western kerbline of Terry Avenue, thereby revoking existing Residents' Priority Parking Bay from within that length,

(p) Count de Burgh Terrace, on its west side, between points 8 metres north and 8 metres south from the projected centreline of Sutherland Street,

(q) Cromer Street, on both sides, between a point 10 metres north west from the projected north western kerbline of Cromer Street and a point

10 metres south east from the projected south eastern kerbline Lady Road,

(r) Croftway, on both sides, from the projected southern kerbline of Wetherby Road south for 24 metres,

(s) Dalmally Close, on both sides, from the projected eastern kerbline of Alness Drive east for 15 metres,

(t) Dijon Avenue, on both sides, from the projected south western kerbline of Green Lane south west for 12 metres,

(u) Eighth Avenue, on both sides:

(i) from the southern kerbline of Fourth Avenue south for 15 metres,

(ii) from the north kerbline of Fifth Avenue north for 15 metres

(v) Farndale Street, on its north side, between the projected western property boundary line of No. 4 Farndale Street and a point 7 metres west

from the projected western kerbline of Rosedale Street (terminal point of existing 'No Waiting at any time' restrictions),

(w) Fifth Avenue, on its north side, between points 15 metres east and 15 metres west from the projected centreline of Eighth Avenue,

(x) Fourth Avenue, on its south side, between points 15 metres east and 15 metres west from the projected centreline of Eighth Avenue,

(y) Gower Road, on both sides, between the projected north western property boundary line of No. 3 Gower Road and a point 13 metres north

west from the said line (terminal point of existing 'No Waiting at any time' restrictions),

(z) Heworth Green, on its south east side, between points 124 metres (terminal point of existing 'No Waiting at anytime' restrictions) and 125 metres north east from the projected centreline of Dodsworth Avenue, thereby revoking existing Residents' Parking bay from within that length,

(aa) Highmoor Close, on both sides, from the projected southern kerbline of Highmoor Road south for 12 metres,

(ab) Highmoor Road, on both sides, between points 12 metres east and 12 metres west from the projected centreline of Highmoor Close,

(ac) Hill Street, on both sides, from the projected eastern kerbline of New Street east for 15 metres,

(ad) Holly Bank Grove, on its:

(i) east side, between the projected northern property boundary line of No. 17 Holly Bank Grove and the projected southern property boundary line of No. 19 Holly Bank Grove, (ii)west side, between the projected northern property boundary line of No. 28 Holly Bank Grove and the projected southern property boundary line of No. 30 Holly Bank Grove,

(ae) Holly Bank Road, on its north western side, from the projected northern kerbline of Clive Grove (terminal Point of existing 'No Waiting at any time' restrictions) and a point 6 metres north

(af) Houndsway, on its west side, from the western kerbline of Stirrup Close south for 13 metres,

(ag) Howe Hill Road, on its north side, from the projected western property boundary line of No. 4 Howe Hill Road east for 18 metres,

(ah) Kitchener Street, on its:

(i) south side, between 1 metre east of the projected eastern kerbline of the alleyway access between Kitchener Street and Ashville Street and 1 metre west of the projected western kerbline of the alleyway access between Kitchener Street and Ashville Street,

(as) Parkside Close, on both sides including the western turning area, from the projected eastern property boundary line of No. 26 Parkside Close west for the remainder of its length,

(i) west side, between points 14 metres (terminal point of existing 'No Waiting at any time' restrictions) and 49 metres west from the projected western property boundary line of No. 23 Princess Drive,

(ii) west side including the southern turning area, from a point 32 metres south from the projected southern kerbline from The Green south for the remainder of its length,

(az) St Stephen's Road, on its:

(i) north east side, between the projected southern kerbline of Thoresby Road north for 20 metres,

(ii) south west side, between points 18 metres north west and 18 metres south east from the projected centreline of Thoresby Road,

(ba) Seymour Grove, on both sides, from the projected soth eastern kerbline of Stockton Lane south east for 12 metres,

(bb) Stray Road, on its:

(i) north east side, between a point 57 metres north west and 17 metres south east from the projected centreline of Bramley Garth, (ii)south west side, between a point 32 metres north west and 17 metres south east from the projected centreline of Bramley Garth, (be) Stirrup Close, on its west side, from its western kerbline with Houndsway north for 7 metres,

(bd) Stockton Lane on its:

(i) south east side, from the projected northern property boundary line of No. 14 Stockton Lane to a point 47.5 metres south west from the projected south western kerbline of Seymour Grove,

(ii) north west side, from the projected northern property boundary line of No. 14 Stockton Lane to a point 16 metres south west from the projected south western kerbline of Seymour Grove,

(be) Surtess Street, on both sides, from the projected south-eastern kerbline of Wilberforce Avenue southeast for 8 metres

(bf) Sutherland Street, on both sides, between the projected western kerbline of Count de Burgh Terrace west for 8 metres,

(bg) The Square, on its south side, from the projected western kerbline of No. 9 The Square east for the remainder of its length,

(bh) Thoresby Road, from the projected south western kerbline of St Stephen's Road south west for 25 metres,

(bi) Turner Close, south east side and the north eastern turning head, from the projected south western property boundary line of No. 28 Turner Close north east for the remainder of its length and including the whole of the north eastern end, thereby revoking the existing 'No Waiting Monday to Friday 10am-4pm' restrictions from within that length,

(bj) Wetherby Road, on its south side, between points 15 metres west and 15 metres east from the projected centreline of Croftway, (bk) Wilberforce Avenue, on its:

(i) both sides, from the projected north-eastern kerbline of Cromer Street north east for 10 metres,

(ii) south east side, between a point 8 metres south west from the projected south western kerbline of Surtess Street and a point 8 metres north east from the projected north eastern kerbline Surtess Street,

(bl) Woodside Avenue, on both sides, from the projected western kerbline of Burnholme Drive south west for 12 metres,

2. Introducing 'No Waiting at any time' restrictions in Acaster Lane, Bishopthorpe, as follows:

(a) east side, between a points 15 (terminal point of existing 'No Waiting at any time' restrictions) and 42 metres south of the projected southern kerbline of Main Street,

(b)west side, between a points 15 (terminal point of existing 'No Waiting at any time' restrictions) and 25 metres south of the projected southern kerbline of Main Street,

3. Introducing 'No Waiting at any time' restrictions in Clifton Without, as follows:

(a) Bowland Way, on both sides, between the south eastern kerbline of Green Lane and a point 15 metres south east,

(b) Green Lane, on its south east side, between points 15 metres north east and 15 metres south west from the projected centreline of Bowland Way,

4. Introducing 'No Waiting at any time' restrictions Haxby Road, Clifton Without/New Earswick, from the projected northern kerbline of the Nestle Car Park and a point 375 metres north.

5. Introducing 'No Waiting at any time' restrictions in Copmanthorpe, as follows:

(a) Horseman Lane, on both sides, from the projected south eastern kerbline of Top Lane south east for 20 metres,

(b) Merchant Way, on both sides, from the projected south eastern kerbline of Top Lane south east for 20 metres,

(c) Top Lane, on its south eastern side, from a point 20 metres north east and 20 metres south west from the projected centreline of Horseman Lane,

6. Introducing 'No Waiting at any time' restrictions in Fulford as follows:

(a) Heslington Croft, on both sides, between the projected southern kerbline Heslington Lane and a point 12 metres south,

(b) Heslington Lane, on its south side, between points 12 metres east and 12 metres west from the projected centreline of Heslington Croft,

(c) Connaught Court, on both sides including the turning head, from the projected northern property boundary line of No. 4 Connaught Court south for the remainder of its length,

(d) Connaught Gardens, on both sides, between the projected western kerbline Connaught Court and a point 16 metres west,

7. Introducing 'No Waiting at any time' restrictions in Haxby, as follows:

(a) Kennedy Drive, on both sides between points 17 metres (terminal Point of existing 'No Waiting at any time' restrictions) and 33 metres south from the projected southern kerbline of South Lane,

(b) Oak Tree Lane, on its south side, between points 12 metres east and 12 metres west from the projected centreline of Oak Tree Court,

(c) The Village, on its south west side, between points 15 metres (terminal Point of existing 'No Waiting at anytime' restrictions) and 62 metres From the projected north western boundary line of the service road between No.'s 83 and 85,

8. Introducing 'No Waiting at any time' restrictions in Huntington as follows:

(a) Anthea Drive, on its south side, between the projected western property boundary line of No. 110 Anthea Drive and 116 Anthea Drive,

(b) Geldof Road, on both sides, between the projected northern boundary line of No. 53 Geldof Road and the projected eastern property boundary line of No. 65 Geldof Road,

(c) Link road connecting Anthea Drive and Whenby Grove, on both sides:

13. Introducing 'No Waiting at anytime' restrictions in Main Street, Wheldrake, on its north side from the projected western kerbline of Roxby Close and a point 22 metres west of the said line.

14. Introducing 'No Waiting at any time' restrictions in Wigginton, as follows:

(a) Ascot Road, on its east side, between points 12 metres north and 12 metres south from the projected centreline of Delamere Close,

(b) Delamere Close, on both sides, from the eastern kerbline of Ascot Road east for 12 metres,

(c) Kirkcroft, on its:

(i) east side, between points 15 metres north and 15 metres south from the projected centreline of Minster Close,

(ii) west side, between points 15 metres north and 15 metres south from the projected centreline of Minster View

(d) Minster Close, on both sides, from the projected eastern kerbline of Kirkcroft east for 15 metres,

(e) Minster View, on both sides, from the projected western kerbline of Kirkcroft west for 15 metres,

(f) The Village, on its north side, from the projected western kerbline of Saxford View west for 10 metres,

15. Introducing 'No Waiting from 8am-4pm Monday to Friday' restrictions in Farndale Street, York, on its south side, between the projected western property boundary line of No. 9 Farndale Street and a point 7 metres west from the projected eastern kerbline of Rosedale Street (terminal point of existing 'No Waiting 8am-6pm Monday to Friday' restrictions).

16. Introducing 'No Waiting from 8am-6pm' restrictions in Shipton Road, York, on its north western side, between the projected north western property boundary line of No. 23 Shipton Road (terminal point of existing 'No Waiting 8am-6pm Monday to Friday' restrictions) and the projected north western property boundary line of No. 26 Shipton Road.

17. Introducing 'No Waiting from 8am-9am and 3pm-4pm Monday to Friday" restrictions in Darnbrook Walk, on its:

(a) north side, from a point 27 metres east from the projected eastern kerbline of Penyghent Avenue east for the remainder of its length,

(b) south side, from a point 35 metres east from the projected eastern kerbline of Penyghent Avenue east for the remainder of its length,

18. Amending the eligibility of shared 'Pay & Display Residents Priority1 parking provision in Marygate, York, on its:

(a) north west side, between points 8 metres and 35 metres south west from the projected centreline of Hetherton Street,

(b) south east side, between points 42 metres north east and 35 metres south west from the projected centreline of Hetherton Street,

(c) south east side, between points 33 metres and 52 metres south west from the projected centreline of Hetherton Street so that the 'Pay & Display Residents Priority' parking bays are amended to provide Pay & Display Community bays available for all R12 permit holders, thereby revoking the existing eligibility for household permits only,

19. Introducing 'No Waiting from 8am-6pm' restrictions in Nunthorpe Road, on its:

(a) north east side, Between points 54 metres and 72 metres north west from the centreline of Price Street,

(b) south side, between a point 8 metres and 25 metres north west from the north western property boundary line of No. 54 Nunthorpe Road, thereby revoking the existing residents' parking bays from within those lengths.

20. Formalising existing Disabled Person's (Blue Badge) Parking Place on the north west side of Drake Street, York between points 5.5 metres (terminal point of existing 'No Waiting at any time' restrictions) 12.1 metres south east from the projected south eastern kerbline of Nunnery Lane, thereby revoking the existing residents priority parking bay restriction from within that length;

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 1st December 2023.
