NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(LONGMEANYGATE, MIDGE HALL LANE, ROADTRAIN AVENUE, RODDLESWORTH WAY, PARADISE LANE AND STEER STREET, LEYLAND, SOUTH RIBBLE BOROUGH) (REVOCATION, 7.5T WEIGHT RESTRICTION, BUS ONLY STREET AND PROHIBITION OF ENTRY) ORDER 202*

NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke "The Borough Council of South Ribble (Paradise Lane, Moss Side, Leyland) (Prohibition of Driving and Restriction of Use of Cycle Track) Order 1981" insofar as it relates to:
a) A prohibition of driving on Paradise Lane (cycle track), Moss Side Leyland, from a point 163 metres north of its junction with Cocker Lane to a point 348 metres approximately there from (a distance of 185 metres approximately);
b) A prohibition of driving except stage carriages, express carriages, school buses and work buses on Paradise Lane, Moss Side, Leyland, from a point 163 metres north of its junction with Cocker Lane to a point 348 metres approximately therefrom (a distance of 185 metres approximately).
2. Introduce a 7.5 tonne weight restriction, except access, in the following lengths of road:
a) Longmeanygate, Midge Hall, Leyland, from its junction with Dunkirk Lane to its junction with Reiver Road;
b) Midge Hall Lane, Midge Hall, Leyland, for its entire length;
c) Roadtrain Avenue, Moss Side, Leyland, for its entire length;
d) Roddlesworth Way, Moss Side, Leyland, from its junction with Steer Street to its junction with Osprey Place;
e) Steer Street, Moss Side, Leyland, from its junction with Roadtrain Avenue to its junction with Roddlesworth Way.
3. Introduce a bus only street, except pedal cycles, in the following lengths of road:
a) Paradise Lane, Moss Side, Leyland, southbound, from a point 22 metres south of its junction with Roddlesworth Way for a distance of 162.5 metres in a southerly direction.
b) Paradise Lane, Moss Side, Leyland, northbound, from point 184.5 metres south of its junction with Roddlesworth way for a distance if 162.5 metres in a northerly direction.
NB in accordance with Section 3(2) of the Act, the council is satisfied that for avoiding and preventing the likelihood of danger to persons or other traffic using the road to which the order relates it is requisite that the provisions of Section 3(1) of the Act should not apply to the restriction herein.
4. Introduce a prohibition of entry in Paradise Lane Moss Side, Leyland, 22 metres south of its junction with Roddlesworth Way preventing access south along Paradise Lane.

A copy of the draft Order and associated documents for proposing to make the Order may be inspected during normal office hours at the offices of South Ribble Borough Council, Civic Centre, West Paddock, Leyland, PR25 1DH, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, Fishergate, Preston PR1 8XJ, and on Lancashire County Councils Website http://www.lancashire.gov.uk/ roads-parking-and-travel/roads/roadworks-and-traffic-regulation-orders/permanent.aspx. Any representations or objections (specifying the grounds on which they are made) relating to the proposal must be made in writing and should be sent to The Director of Law and Governance, Lancashire County Council, P O Box 100, County Hall, Preston PR1 0LD or by e-mail to tro-consultation@lancashire.gov.uk quoting ref:LSG4\894. 17484\AFR before the 08 December 2023.
