What is happening?

Notice is hereby given that Manchester City Council has made the CITY OF MANCHESTER (RUSHOLME AND MOSS SIDE AREA) (PROHIBITION AND RESTRICTION OF WAITING, LIMITED WAITING PARKING PLACES, RESIDENTS PARKING, LOADING BAYS AND AMENDMENT) ORDER 2023 under the Road Traffic Regulation Act 1984. 

The effect of the Order is to introduce: 1. Permit types available are Resident; Visitor; Business; Business Visitor; Carer; and Student. Visitor Parking Permits (including single-use day visitor permits). There will be no charge for the issue of Business Visitor Parking Permits (previously £45). 

Students Parking Permits may be issued to a person who requires a vehicle to enable their studies to be undertaken, is enrolled on a course of full time education, resides during the Academic Year in a Street / property listed above and whose car is not registered to an address within any of the above lengths of any Road (please refer to the draft Order or the MCC Parking webpage for further information). Some of the parking and waiting prohibitions and restrictions have been amended from those originally advertised, following the consideration of objections and representations. These changes are reflected above. However further information is available on request. Existing Orders have been amended to be consistent with the above. 

The Order was made on 3 November 2023 and will come into operation on 20 November 2023. A copy of the made Order, copies of the Orders that have been amended and the plans may be inspected at Customer Service Centre, Ground Floor, Town Hall Extension M60 2LA (for Sat. Nav. use M2 5DB) between the hours of 9am and 4.30pm on Monday to Friday inclusive. 

Anyone wishing to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within 6 weeks from 3 November 2023 apply to the High Court for such purpose.
