What is happening?

HERTFORDSHIRE COUNTY COUNCIL:

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN B1004 WARE ROAD AND BELL LANE, WIDFORD) ORDER 2023
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads (“the Roads”), except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
1. that length of B1004 Ware Road, Widford from its junction with Benningfield Road south westwards to its junction with Bell Lane, a distance of approximately 202m.
An alternative route will be via B1004 Widford Road, B180 (Hunsdon Road/ Widford Road/ High Road/Stanstead Road/Hunsdon Road), B181 (Roydon Road/High Street/Station Road), A1170 (Pepper Hill/Amwell Hill/London Road/Viaduct Road/Bridge Foot) and B1004 (Star Street/Widbury Hill/Ware Road/Widford Road).
2. that length of Bell Lane, Widford from its junction with B180 Hunsdon Road north westwards and south westwards to its junction with B1004 Ware Road, a distance of approximately 215m.
An alternative route will be via B180 Hunsdon Road, Abbotts Lane and B1004 Ware Road.
The Order is needed because works are proposed to be executed on or near the Roads.
If the Order is made, it shall come into force on 30 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads.

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN B156 STATION ROAD, CUFFLEY/B156 CUFFLEY HILL, GOFFS OAK) ORDER 2023
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of B156 Station Road, Cuffley/B156 Cuffley Hill, Goffs Oak from its junction with B156 Northaw Road East north eastwards to its junction with Newgatestreet Road, a distance of approximately 1874m (“the length of Roads”), except for access.
An alternative route will be via B156 (Northaw Road East/Northaw Road West/Judges Hill/ Coopers Lane/The Causeway), A1000 High Street, A111 Southgate Road, the M25, A10 (unnamed road), B197 LieutenantEllis Way and B156 Goffs Lane or via B156 (Northaw Road East/Northaw Road West/Judges Hill/Coopers Lane/The Causeway), A1000 High Street, A111 Southgate Road, A1005 (The Ridgeway/unnamed road), A110 (Windmill Hill/Church Street/The Town/ Southbury Road), A10 (unnamed road/ Great Cambridge Road/unnamed road), High Street, A111 Southgate Road, the M25, A10 (unnamed road), B197 Lieutenant Ellis Way and B156 Goffs Lane or via B156 Goffs Lane, B198 Lieutenant Ellis Way, A10 (unnamed road/ Great Cambridge Road/unnamed road), A110 Southbury Road, London Road, Cecil Road, A110 Windmill Hill, A1005 (unnamed road/The Ridgeway), A111 Southgate Road, A1000 High Street and B156 (The Causeway/Coopers Lane/ Judges Hill/Northaw Road West/Northaw Road East).
ADDITIONALLY all vehicles are prohibited from waiting at any time on both sides of this length of Roads whilst works are in progress.
The Order is needed because works are proposed to be executed on or near the length of Roads.
If the Order is made, it shall come into force on 29 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the length of Roads.

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN OLD HALL GREEN, GREAT HORMEAD, BUNTINGFORD AND GREAT MUNDEN) ORDER 2023
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads (“the Roads”), except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
1. that length of Beggarmans Lane, Old Hall Green from its junction with C95 (unnamed road) south westwards for a distance of approximately 873m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
2. that length of Horseshoe Hill/Horseshoe Lane, Great Hormead from its junction with B1038 (unnamed road) south eastwards and south westwards to its junction with Worsted Lane, a distance of approximately 865m.
An alternative route will be via B1038 (unnamed road), B1368 (unnamed road) and Worsted Lane.
3. that length of Market Hill, Buntingford from its southernmost junction with B1038 High Street south westwards, north westwards and north eastwards to its northernmost junction with B1038 High Street, a distance of approximately 97m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
4. that length of Norfolk Road, Buntingford from its junction with High Street south westwards to its junction with Bowling Green Lane, a distance of approximately 170m.
An alternative route will be via High Street, B1038 Baldock Road and Bowling Green Lane.
5. that length of Union Terrace, Buntingford from its junction with B1038 Hare Street Road north eastwards to its junction with The Tannery, a distance of approximately 62m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
6. that length of Willow Close, Great Hormead from its junction with Horseshoe Hill south eastwards and clockwise for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
7. that length of Stockalls Lane, Great Munden from its junction with C95 (unnamed road) north westwards, north eastwards and north westwards to its junction with C16 Great Munden, a distance of approximately 1926m.
An alternative route will be via C95 (unnamed road), Mill Lane, Munden Road and C16 Great Munden.
The Order is needed because works are proposed to be executed on or near the Roads.
The Order has been made and shall come into force on 13 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads.

(TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN VARIOUS ROADS IN HERTFORD) ORDER 2023
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect on the following lengths of roads (“the Roads”) will be:-
1. To prohibit all vehicular traffic from using the following lengths of Roads, except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
a) that length of Market Street/Salisbury Square/Maidenhead Street, Hertford from its easternmost junction with Fore Street north westwards to its junction with Bull Plain, a distance of approximately 68m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
b) that length of Parliament Square/Fore Street, Hertford from its junction with B158 Parliament Square north eastwards to its junction with South Street, a distance of approximately 324m.
An alternative route will be via B158 (Parliament Square/Castle Street), A414 Gascoyne Way, A119 Ware Road, Mill Road, Railway Street and South Street.
c) that length of Railway Street, Hertford from its junction with Fore Street north westwards and north eastwards to its junction with Bircherley Street, a distance of approximately 156m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.

2. To prohibit all vehicles from waiting at any time on both sides of the following lengths of Roads, whilst signs are in place:-
a) that length of Bell Lane, Hertford from its junction with Fore Street south westwards for its entire length.
b) that length of Church Street, Hertford from its junction with Fore Street south eastwards for its entire length.
c) that length of Bull Plain, Hertford from its junction with Maidenhead Street north westwards to a point in line with the western boundary of No.27 Bull Plain, a distance of approximately 101m.
d) that length of Market Place, Hertford from its westernmost junction with Fore Street north westwards and north eastwards for a distance of approximately 97m.
The Order is needed because works are proposed to be executed on or near the Roads.
If the Order is made, it shall come into force on 13 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads.

(TEMPORARY CLOSING OF THE STREET, LITTLE HORMEAD) ORDER 2023
NOTICE is given that the Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of The Street, Little Hormead from a point 520m east of its junction with Worsted Lane south eastwards for a distance of approximately 120m (“the Road”), except for access.
An alternative route will be via The Street, Worsted Lane, B1368 (unnamed road), B1038 (unnamed road/Conduit Lane/Pump Hill), C15 (unnamed road), Ginns Road, The Wash and The Street.
The Order is needed because tree cutting works are proposed to be executed near the Road.
The Order has been made and shall come into force on 14 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

(TEMPORARY CLOSING OF GILSTON LANE, GILSTON) ORDER NO.2 2023
NOTICE is given that the Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Gilston Lane, Gilston from its junction with Pye Corner north westwards for a distance of approximately 550m (“the Road”).
An alternative route will be via Pye Corner, High Wych Road, High Wych Lane, Bakers Lane, 3U172 (unnamed road) and Gilston Lane.
The Order is needed because tree cutting works are proposed to be executed near the Road.
The Order has been made and shall come into force on 14 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

(TEMPORARY TRAFFIC MANAGEMENT MEASURES ON B198 COLLEGE ROAD, CHESHUNT) ORDER 2023
NOTICE is given that Hertfordshire County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect on the following lengths of road (“the lengths of Road”) will be:-

1. To prohibit all vehicular traffic from using the westbound carriageway of B198 College Road, Cheshunt from its junction with the B176 Turners Hill roundabout north westwards for a distance of approximately 40m.
An alternative route will be via B176 (Turners Hill/High Street/Cheshunt Wash/Halfhide Lane), A10 Great Cambridge Road and B198 College Road.

2. To temporarily suspend the existing disabled persons’ parking bay situated on the south side of B198 College Road, Cheshunt from a point in line with the western boundary of No.8 College Road south eastwards for a distance of approximately 7m, whilst works are in progress.
The Order is needed because gas service connection works are proposed to be executed on or near the lengths of Road.
The Order has been made and shall come into force on 13 November 2023 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the lengths of Road.

THE HERTFORDSHIRE (B1000 WELWYN ROAD, HERTFORD) (30 MPH SPEED LIMIT) ORDER 2023
NOTICE is given that the Hertfordshire County Council in order to improve road safety proposes under the Road Traffic Regulation Act 1984 to introduce an extension to the existing 30 mph speed limit on part of Welwyn Road, Hertford as specified in the Schedule to this Notice. THE HERTFORDSHIRE (GRAILANDS AND CARTERS LEYS, BISHOP’S STORTFORD) (RESTRICTION OF WAITING) ORDER 2022
NOTICE is given that the Hertfordshire County Council has made an Order under the Road Traffic Regulation Act 1984 to introduce waiting restrictions in parts of Bishop’s Stortford as specified in the Schedules to this Notice. 
The Order will come into effect on Monday 13 November 2023. THE HERTFORDSHIRE (HERTFORD TOWN CENTRE) (RESTRICTED PARKING ZONE) ORDER 2023
NOTICE is given that the Hertfordshire County Council has made Orders under the Road Traffic Regulation Act 1984 to introduce a Prohibition of Motor Vehicles and a Restricted Parking Zone in Hertford as specified in the Schedules to this Notice. The Orders make permanent the previous experimental restrictions introduced in May 2022 and will come into effect on Sunday 12 November 2023.

SCHEDULE 1: Prohibition of Motor Vehicles affecting Fore Street, between its junction The Wash and its junction with Bell Lane. The Order will prohibit all motor vehicles from entering or being in the restricted area at any time. Exemptions will apply in respect of Permit holders for the purpose of vehicular access to parking on private land, where such access is only available via the restricted area, emergency service vehicles, vehicles used for highway maintenance, vehicles used by Statutory Authorities pursuant to their statutory duties and postal deliveries. The Order will also amend the current One-Way Street Except Buses in Fore Street. That section of Fore Street between the eastern section of Market Place and Bell Lane will become two way traffic, providing access to Church Lane, Bell Lane and Market Place (to the rear of Shire Hall) through entry into the Town Centre via Bluecoats Roundabout. Bus Services where affected, will enter and exit the Town Centre via Bluecoats Roundabout and Gascoyne Way. 

SCHEDULE 2: Restricted Parking Zone affecting Fore Street, Market Place, Market Street, Salisbury Square and parts of Bell Lane, Church Street and Railway Street – implementing No waiting/no loading at any time except as signed in marked bays. Marked bays will provide –
• Disabled Persons Vehicles Parking Bays – effective at all times.
• Loading Bays in Fore street – effective between 8:00am and 6:00pm Monday to Saturday inclusive reverting to free parking at other times.
• Loading Bays in Fore Street, Market Place, Market Street, Salisbury Square and Railway Street – effective at all times
• Goods Vehicle Parking Bays in Fore Street – effective 8:00am to 6:00pm Monday to Saturday inclusive.
• Taxi clearways in Fore Street – effective 6:00pm to 8:00am Monday to Saturday inclusive.
• Parking bay in Fore Street – effective 8:00am to 6:00pm Monday to Saturday inclusive, with a maximum stay of 30 minutes and no return within 1 hour, reverting to free parking at other times.
