ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (THE BROADWAY. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2023

1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 247 The Broadway, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in The Broadway.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in The Broadway, both sides, between the eastern boundary of No. 241 The Broadway and a point 7.9 metres west of the western boundary of No. 244 The Broadway.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or

(b) to anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or Civil Enforcement Officer; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;

(d) on Sundays, to any vehicles used by parishioners attending a Sunday service at Holy Trinity Church, The Broadway.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The Order will come into operation on Friday 3rd November 2023 will remain in force until 22nd December 2023.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order would be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedule to this notice;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify that the parking places in the controlled parking zones referred to in the Schedule to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.

3. The general effect of the 'Parking Places Amendment' Orders would be to remove an existing length of parking place in the lengths of road listed in the Schedule to this notice to accommodate the introduction of a parking place designated for electric vehicle charging.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ EV/2023/batch9, no later than 24 November 2023.

TOLVERNE ROAD, SW20; the north-east side, from a point 8.8 metres south-east of the north-western flank wall of Lantern Methodist Church, south-eastward for a distance of 5.2 metres.
