What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

ROAD TRAFFIC REGULATION ACT 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Order on 30 October 2023 The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 3) Order 2023 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The principal objectives of the proposed Order are to introduce/ amend parking restrictions.

3. The general effect of the Order will be to: -

(a) introduce no waiting and no loading/unloading operating 'at any time" in:-

  • Avenue Road in the turning heads adjacent to Nos. 59 and 66

  • Bishops Hall around its western extremity

(b) introduce waiting restrictions operating 'at any time' (double yellow lines) in:-

  • Avondale Avenue at its junction with Fullbrooks Avenue

  • Bond Road at its junction with Tolworth Park Road and outside No. 27

  • Borough Road outside St George Greek Orthodox Church to No. 18

  • Buxton Drive at its junction with Bakewell Way and Cromford Road

  • Cambridge Avenue at its junction with Ely Close

  • Cromford Way at its junction with Buxton Drive, Darley Drive and Matlock Way

  • Fairoak Lane at its junction with Woodview

  • Langley Grove at its junction with Carlton Road

  • Mount Pleasant Road opposite its junction with Rosemont Road, outside Nos. 58 to 60, 63 to 65, 71 to 75 and 76 to 80

  • South Lane at its junctions with Amberwood Rise, Glebe Gardens, Green Lane, adjacent to No. 3 Sheephouse Way and outside Nos. 126 and 128

  • South Park Grove at its junction with Franks Avenue, Potters Grove

  • The Triangle outside Catholic Church of St Pius

(c) extend waiting restrictions (single Yellow Lines) operating Monday to Friday 8 to 9.30 am and 2 to 3.30pm between 2 January and 31 July and 1 September and 24 December opposite No. 58 Grand Avenue

(d) remove an existing permit parking bay and extend waiting restrictions (single Yellow Lines) operating Monday to Saturday 8am to 6.30pm in Oak Hill Grove adjacent to No. 18 Walpole Road

(e) remove an existing permit parking bay and extend waiting restrictions (single Yellow Lines) operating Monday to Saturday 8.30am to 10.30pm and Sunday 11.00am to 10.30pm in East Road outside No. 5

(f) Thames Street (on the west side, outside Nos. 29 to 31), to amend the times of an existing 'goods vehicles loading only' and Disabled Persons parking place; for the loading & unloading of goods vehicles only between 8am and 10am, maximum stay 30 minutes, no return within 1 hour; and for disabled persons between 10am and 5pm, maximum stay 4 hours, no return within 1 hour.

NOTE: The restrictions proposed on 2 October 2023 for the following locations have been withdrawn:

introduce waiting restrictions operating 'at any time' (double yellow lines) in:-

  • Cambridge Road between Waters Road and Kingston Road in place of existing single yellow line

  • Grosvenor Gardens outside Nos. 9 to 11a

  • Kingston Road between Cambridge Road and California Road in place of existing single yellow line

  • Pembury Avenue outside Nos. 27 to 47

4. Copies of the Order which will come into force 6 November 2023, the Council's Statement of Reasons for making the Order and plans showing the location and the effect of the Order may be inspected as follows: -

(a) online at https://www.kingston.gov.uk/unmade-traffic-management-orders selecting reference MapKing0078 - Yellow Line Batch

(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive

(c) Council libraries; and

(d) copies of the made Order and plan can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays); or

(e) by emailing tmo@kingston.gov.uk please quote ref MapKing0078.

5. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
