Guildford On-Street Parking Management Review – Proposed 
Amendments To The Parished Areas Within The Borough Of Guildford

NOTICE IS HEREBY GIVEN that Surrey County Council proposes to make an Order under Sections 1, 2, 4, 32, 35 and 36 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the Act’) the effect of which will be to further amend “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004”. The Order, to be known as “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No._) 202_” proposes to make the changes as described below.
The general purpose and effect of the Order will be to:
(a) introduce No Waiting At Any Time waiting restrictions, (b) introduce Limited Waiting 20 Minutes No Return Within 1 Hour parking places, (c) convert existing blue badge holders only parking place to No Waiting At Any Time double yellow lines, (d) provide that in the lengths of roads referred to in paragraph (a) above that, in respect to waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining those lengths of roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme would apply, (e) In respect to paragraph (b) above, vehicles displaying a disabled persons blue badge may wait in that parking place free of charge and without time limit, (f) In respect to paragraphs (b) above, any vehicle may wait in that parking place for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/unloading good (for a period not exceeding twenty minutes) (g) Make certain drafting amendments to The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004” which will not affect any of the measures introduced by that order, except for those provided to above in this notice.

Broadford Road, A248 (On the South side from 10m West of it’s junction with Oakdene Road to 10m East thereof). James’ Road, Peasmarsh (Both sides from it’s junction with Oakdene Road to 10m East thereof). King’s Road, Shalford (On the North side from 87m to 100m East of it’s junction with Station Road). Lower Street, Shere (On the South side from 30m to 69m west of it’s junction with Middle Street). Middle Street, Shere (Various lengths both sides from 15m north of it’s junction with Lower Street to 35m South of it’s junction with upper street). Oakdene Road (Both sides from it’s junction with Broadford Road to 10m West of it’s junction with Oakdene Place). Poplar Road, Shalford (Both sides from 15m to 45m East of it’s junction with Horsham Road). Prospect Road, Ash (Various lengths on the West side from it’s junction with Wharf Road to 15m South of it’s junction with Springfield Road). Shere Lane, Shere (East side from 60m Northeast of it’s junction with Pilgrims Way to The Square). The Square, Shere (Various lengths both sides from it’s junction with Middle Street to 10m East thereof including all sides of the inner island at that junction). Upper Street, Shere (Various lengths on the South side from 15m west of it’s junction with Middle Street to Chantry Lane). School Lane, West Horsley (From its junction with The Street to 10m East thereof). The Street, West Horsely (From 10m North of its junction with The Street to Cranmore Lane). Cranmore Lane (On the North side from its junction with The Street to 10m Northeast thereof).
Introduce Limited Waiting 20 Mins 
No Return Within One Hour 8am-8pm Parking Bays
Middle Street, Shere (On the East side from 10m to 24m South of it’s junction with Gomshall Lane).
Convert Exisiting Blue Badge Holders Only Parking Place To No Waiting At Any Time Double Yellow Lines

Middle Street, Shere (On the East side from 34m to 41m South of its junction with Gomshall Lane).

Guildford On-Street Parking Management Review – Proposed Amendments To The Guildford Town Area Outside Of The Guildford Town Centre Controlled Parking Zone

(a) amend and revoke some of the existing parking controls, (b) introduce new At Any Time waiting restrictions, (c) introduce a formalised disabled persons (blue badge holders) only parking place for use by any disabled person holding a blue badge free of charge and without time limit; (d) provide that in the lengths of roads referred to in paragraph (a) above that, in respect to waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining those lengths of roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme would apply. In respect to paragraph (c) above, vehicles displaying a disabled persons blue badge may wait in that parking place free of charge and without time limit. (e) In respect to paragraph (c) any vehicle may wait in that parking place for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/ unloading goods (for a period not exceeding twenty minutes) (f) Amend the order as a TECHNICALITY so that it reflects the restrictions present in Woodruff Avenue and Charlock Way without making any actual changes to the controls in-situ. (g) Make certain drafting amendments to The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting Restrictions Street Parking Places and Revocation) Order 2004 which will not affect any of the measures introduced by that order, except those provided to above in this notice.

(Various lengths on the North and East sides from the Roundabout to 10m South of it’s junction with Beach Grove)
Beech Grove (Various lengths, both sides, from the eastern turning circle to the western turning circle). Burpham Lane (From 20m to 40m Southwest of its junction with Clay Lane). Cherry Tree Avenue (On the Eastern side from 10m North of its junction with Ashenden Road to 15m South of its junction with Beech Grove). Foxburrows Avenue (Various lengths both sides from 15m North of its junction with Southway to 15m West of it’s junction with Woodside Road). 
Sutherland Drive (On the East side from its junction with Weylea Avenue to 10m North thereof). Weylea Avenue (Various lengths both sides from the London Road roundabout to 10m North of its junction with Sutherland Drive). Woodruff Avenue (Various length both sides from London Road roundabout to 5m Northwest of its junction with George Abbott School) Remove Exisiting No Waiting At Any Time Double Yellow Lines Down Road (On the East side from 14m to 9m North of the turning circle).
Introduce Blue Badge Holders Only Parking Place
Foxburrows Avenue (On the East side from 10m to 16.6m South of the junction with Derby Road).
Remove The Exisiting Advisory Blue Badge Parking Place Foxburrows Avenue (On the West side from 10m to 16.6m South of its junction with Derby Road).

Proposed Amendments To The Controlled Parking Zone In The Borough of Guildford
NOTICE IS HEREBY GIVEN that Surrey County Council proposes to make an Order under Sections 1(1), 2(1) to 3 and 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the Act’) the effect of which will be to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009”. The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No._) 20__” which proposes to make the changes as described below.
The general purpose and effect of the Order will be to:
(a) amend and revoke some of the existing parking controls, (b) increase the maximum stay from 2 hours to 3 hours in the existing pay and display only parking place in Millmead, (all the existing time limits (except as provided above), charges and conditions of use will remain without change), (c) introduce No Waiting At Any Time double yellow lines, (d) convert some existing shared use parking space to permit only parking spaces, (e) convert existing No Waiting At Any Time to Permit Holders Only parking spaces, (f) Introduce various formalised Blue Badge Holders (Disabled Persons) Only Parking Places. (g) In respect to paragraphs (d) to (f) above, disabled persons blue badge may wait in those parking places free of charge and without time limit. (h) In respect to paragraphs (d) to (f) above, any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/unloading goods (for a period not exceeding twenty minutes). (I) in respect of the proposed No Waiting Restrictions referred to above, provide that the usual exemptions in respect of loading and unloading vehicles, boarding and alighting form vehicles, using vehicles for works on or adjoining the affected lengths of roads, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue badge” Scheme would apply; (j) Make certain drafting amendments to The Surrey County Council Various Roads in the Borough of Guilford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009 (“the Order of 2009”) (as amended) which will not affect any of the measures introduced by that order, except for those provided above in this notice.
