Temporary Prohibition of Traffic Order 2023
On 01 November 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and Part IV to Schedule 9 of the Road Traffic Regulation Act 1984, the effect of which will be to:-
1. Prohibit vehicles from entering or proceeding in the entire length of A23 London Road South, A23 Merstham High Street, A23 London Road North and D1176 London Road South (Service Road), Merstham.
2. Revoke “The Surrey County Council A23 London Road South, A23 Merstham High Street, A23 London Road North and D1176 London Road South (Service Road), Merstham Temporary Prohibition of Traffic Order 2022” in its entirety. This Traffic Order is required to enable Surrey County Council to carry out major maintenance and/or resurfacing and/or improvement works. These works are anticipated to be carried out between the hours of 8pm and 6am as soon as possible within the 18 month period of operation of this Temporary Order that commences on 04 November 2023.
Advanced warning signs will be displayed and the temporary closures will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for emergency services, pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for residents and businesses will be maintained via the vehicular diversion route:- Clockwise – A23 London Road North, A23 Brighton Road, A23 Farthing Way, A23 Brighton Road, A22 Godstone Road, A22 Caterham By Pass, A22 Godstone Hill, A22 Godstone By Pass, A25 Oxted Road, A25 Godstone High Street, A25 Godstone Green, A25 Bletchingley Road, A25 Godstone Road, A25 Bletchingley High Street, A25 Castle Street, A25 Nutfield High Street, A25 Nutfield Road, A25 Redstone Hill, A23 Princess Way and A23 London Road. Anti-Clockwise – A23 London Road, A23 Princess Way, A25 Redstone Hill, A25 Nutfield Road, A25 Nutfield High Street, A25 Castle Street, A25 Bletchingley High Street, A25 Godstone Road, A25 Bletchingley Road, A25 Godstone High Street, A25 Oxted Road, A22 Godstone By Pass, A22 Godstone Hill, A22 Caterham By Pass, A22 Godstone Road, A22 Godstone Road, A23 Brighton Road, A23 Farthing Way, A23 Brighton Road and A23 London Road North, Merstham.
Note:- D1176 London Road South daytime diversion only uses A23 London Road South – during works, no diversion. D1176 Service Road (24 hr) closure, there will be no access for residents via D1176 Service Road Junction with A23 London Road South except for residents at no 38 London Rd South and No. 1 South Close Green (rear garage access). All other residents will have to access and egress via the other D1176 Service Road junction which is also known as Grange Drive.
C62 Reigate Road, Hookwood
Temporary Prohibition of Traffic Order 2023
On 01 November 2023 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of C62 Reigate Road, Hookwood that extends from its junction with D582 Povey Cross Road, to the southern side of its junction with D586 Malcolm Gardens.
This Traffic Order is required to enable Sutton and East Surrey Water to carry out water mains connection and/or maintenance works. These works are anticipated to be carried out between the hours of 8:30am and 5pm, within 5 days of the 12 month period of operation of this Temporary Order that commences on 20 November 2023.
Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, cyclists and equestrians will be maintained at all times. Access for emergency vehicles, residents and businesses will be maintained at all times via the alternative route:- D582 Povey Cross Road, Longbridge Roundabout (A23 Brighton Road), A217 Reigate Road and C62 Reigate Road.
Mint Walk (D1347) Warlingham
Temporary Prohibition of Traffic Order 2023
On 01 November 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Mint Walk (D1347) Warlingham.
This Order is required to facilitate lead replacement works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days between the hours of 8.30am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 13 November 2023.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates on site, as will access for pedestrians and cyclists. There is no alternative route for this closure.
Townpath – The Garstons (D2571) Bookham
Temporary Prohibition of Traffic Order 2023
On 1 November 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to temporarily prohibit any person from entering or proceeding on foot or by any other means in the entire length of Townpath – The Garstons (D2571) Bookham.
This Order is required to enable Surrey County Council to carry out patching works, which is anticipated to be carried out between 8am and 4pm, as soon as possible within the 6 month period of operation of this Order which will commence on 8 November 2023. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. No sole means of access to any property will be affected. Alternative Route – D2571 The Garstons, D265 Lower Road, D2611 Middlemead Road and D2611 Middlemead Close.
C43 Leith Hill Road and D280 Pasture Wood Road, Abinger
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of:- a) C43 Leith Hill Road, Abinger. Alternative route:- Leith Hill Road, Leith Hill Lane, Abinger Road, Leith Hill Lane, Etherley Hill, Ockley Road, Holmbury Lane, Horsham Road and Pasture Wood Road. b) D280 Pasture Wood Road, Abinger. Alternative route:- Horsham Road, Felday Road, Guildford Road, Hollow Lane, Abinger Lane and Abinger Common Road.
This Traffic Order is required to enable Morrison Water Services to carry out water mains replacement and/or connection and/or maintenance works on behalf of Thames Water. These works are anticipated to be carried out between the hours of 7am and 7pm, within 6 weeks of the 12 month period of operation of this Temporary Order that commences on 04 December 2023. Advanced warning signs will be displayed and the temporary closures which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, businesses, pedestrians, cyclists and equestrians will be maintained at all times.
D2601 Poplar Road, Leatherhead
Temporary Prohibition of Waiting Order 2023
Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting by vehicles at any time on either side of the carriageway in that length of D2601 Poplar Road, Leatherhead that extends from the south-western property boundary of “No.11 Poplar Road”, to the south-eastern property boundary of “No.31 Poplar Road”. Note:- The disabled parking bay outside “No.27 Poplar Road shall be suspended.
This Traffic Order is required by BT Openreach to enable access to structures and/or to carry out repairs and/or maintenance works. These works are anticipated to be completed between the hours of 9:30am and 3:30pm within 1 day of the 12 month period of operation of this Order which commences on 06 December 2023.
The temporary waiting restrictions will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force.
Stanley Street (D1397) Caterham
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Stanley Street (D1397) Caterham as extends from its junction with (D1397) Coulsdon Road to its junction with the access to the rear of properties 1-12 Stanley Street. There is no applicable alternative route. The Order is required to allow new mains water connection works to be carried out by, or on behalf of SES Water within the length of road described in this notice.
These works are anticipated to be carried out as soon as possible over 5 days between the hours of 8.30am and 5pm within the 12-month period of operation of the Temporary Order that commences on 04 December 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Access for the emergency services in an emergency situation only will be maintained via road plates.
Various Roads in Reigate and Banstead
Temporary Prohibition of Traffic Order (No.4) 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice.
This Order, which will commence on 28 November 2023 for a period of 18 months is required because works are being or are proposed to be executed on or near the said roads, to be carried out by or on behalf of Surrey County Council, including but not limited to: carriageway/footway patching and/or carriageway/footway surface dressing and/or carriageway/footway resurfacing, footway slurry works, and/or major highway maintenance works. Advanced warning signs will be displayed; and the temporary closure will only operate when the relevant traffic signs are displayed.
Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents and businesses will be maintained only when safe to do so, if necessary, via the diversion route. During certain phases of the works, vehicular access to premises may be restricted, when this is the case such restriction of access will apply for no more than eight hours within any 24-hour period.
Schedule
(a) The entire length of Bunbury Way (D1190) Epsom Downs. There is no alternative route for this closure.
(b) The entire length of Yew Tree Bottom Road (B284) Epsom Downs. Alternative Route: (B284) Burgh Heath Road, (B291) Fir Tree Road, and (A240) Reigate Road.
(c) The entire length of New Road (B290) Tadworth. Alternative Route: (B2220) Tadworth Street, (A217) Brighton Road, and (B2032) Dorking Road.
Blackberry Lane (D412) Lingfield
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Blackberry Lane (D412) Lingfield which extends from its junction with Blackberry Road and the northern property boundary of “The Laurels”.
This Order is required to enable BT to carry out telecommunication works, which is anticipated to be completed within 1 day, between 8.30am and 430pm, during the 12 month period of operation of this Order which will commence on 22 November 2023. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access for emergency vehicles these properties will be maintained at all times, as will access for pedestrians and cyclists. Alternative Route – Blackberry Road, Felcourt Road, Blackberry Lane and vice versa.
Redehall Road (C67) Smallfield
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in that length of Redehall Road (C67) Smallfield which extends from its junction with Cross Lane to its junction with Broadbridge Lane, and any parts thereof; and (b) suspend “The Surrey County Council Various Roads in the District of Tandridge Temporary Prohibition of Traffic Order (No.10) 2022” insofar as it relates to the length of Redehall Road specified in sub-paragraph (a) above only.
This Order is required to enable SES Water to facilitate water connection works and/or water works, which is anticipated to be completed within 5 days, between 8.30am and 5pm, during the 12 month period of operation of this Order which will commence on 20 November 2023. Advanced warning signs will be displayed and the temporary closure and suspension, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access to premises within the affected length of road, including access for pedestrians and cyclists, will be maintained at all times. Access for emergency service vehicles will be maintained via the signed diversion route. Alternative Route – Effingham Road, West Park Road, Bones Lane, Croydon Barn Lane, Smallfield Road and Hill Road or vice versa.
Highland Road (D551) Beare Green
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Highland Road (D551) Beare Green which extends from its junction with Woodside Road to the property boundary line between the properties known as Campden and Hartland.
This Order is required to enable UKPN to facilitate connection works and/or electrical works, which is anticipated to be completed within 5 days, between 8am and 5pm, during the 12 month period of operation of this Order which will commence on 20 November 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road and emergency service vehicles will be maintained via the signed diversion route, however in an emergency situation only, road plates may be placed on the road to allow access. Alternative Route – Woodside Road, Leith Road, Springwell Road and Highland Road or vice versa.
Honeycrock Lane (C65) Salfords
Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Honeycrock Lane (C65) Salfords which extends from its junction with A23 Brighton Road eastwards for a distance of 35m. This Order is required to enable BT to carry out telecommunication works, which is anticipated to be completed within 1 day, between 8.30am and 3.30pm, during the 12 month period of operation of this Order which will commence on 22 November 2023.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access for emergency vehicles these properties will be maintained at all times, as will access for pedestrians and cyclists. Alternative Route – Brighton Road, Horley Road, Three Arch Road and Masons Bridge Road.
