(PROHIBITION OF WAITING AT ANY TIME) ORDER 2023
NOTICE is hereby given that Merthyr Tydfil County Borough Council in exercise of its powers under Sections 1(1) and 2(1) to (3) of the Road Traffic Regulation Act 1984 (“the Act”) (as amended), and all other enabling powers and after consultation with the Chief of Police in accordance with Part III of Schedule 9 of the Act proposes to make the following Order, the general effect of which is described below. The effect of the Order is as follows:-
1. No person shall cause any vehicle to wait at any time on the lengths and sides of lengths of road specified in Schedule 1.
2. Nothing in Article 1 shall render it unlawful for emergency service vehicles to wait on the lengths of roads and sides of lengths of roads specified ‘therein’ and for Medical Practitioners and Veterinary Surgeons to visit while “on call”. Vehicles are allowed to wait for the purposes of boarding, alighting, loading and unloading, building and road works, for maintenance, improvement, reconstruction, inspection or survey of the lengths of roads and sides of lengths of roads and the maintenance of essential services, weddings, funerals and the delivery of postal packets by vehicles of the service of the Post Office. Disabled persons’ vehicles displaying the relevant disabled persons badge are allowed to wait for up to three hours (with a return prohibited within one hour).
3. Documents giving more detailed particulars of the Order can be viewed at Merthyr Tydfil County Borough Council, Unit 5, Triangle Business Park, Pentrebach, Merthyr Tydfil, CF48 4TQ.
4. Objections to the Order together with the grounds on which they are made must be made in writing to the undersigned by 24th November 2023.

1. Palm Road, Gurnos
Both sides from its junction with Poplar Way for a distance of 10 metres in a westerly direction.
2. Poplar Way, Gurnos
(i) The western side from its junction with Palm Road for a distance of 10 metres in a southerly direction.
ii) The eastern side from its junction with Gurnos Shops Car Park in a southerly direction to its junction with Chestnut Way.
iii) The eastern side from its junction with Chestnut Way for a distance of 10 metres in a southerly direction.
3. Access to Gurnos Shops
Both sides from its junction with Poplar Way for a distance of 10 metres in an easterly direction.
4. Chestnut Way, Gurnos
Both sides from its junction with Poplar Way for a distance of 15 metres in an easterly direction.
5. Maple Close, Gurnos
Both sides from its junction with Gurnos Road for a distance of 10 metres in a north-easterly direction.
6. Gurnos Road
i) The north-eastern side from its junction with Maple Close for a distance of 10 metres in a north-westerly direction.
ii) The north-eastern side from its junction with Maple Close for a distance of 10 metres in a south-easterly direction.
7. Marigold Close, Gurnos
Both sides from its junction with Jasmine Close for a distance of 10 metres in a westerly direction.
8. Jasmine Close, Gurnos
(i) The western side from its junction with the southern side of Marigold Close for a distance of 20 metres in a southerly direction.
(ii)The eastern side from its junction with the northern side of Marigold Close for a distance of 45 metres in a southerly direction.
9. Penyfan View, Gurnos
(i) The northern side from its junction with Prince Charles Hospital Link Road for a distance of 20 metres in an easterly direction.
(ii) The southern side from its junction with Prince Charles Hospital Link Road for a distance of 15 metres in an easterly direction.
10. Prince Charles Hospital Link Road, Gurnos
(i)The eastern side from its junction with the northern side of Penyfan View for a distance of 10 metres in a northerly direction.
(ii)The eastern side from its junction with the southern side of Penyfan View for a distance of 20 metres in a southerly direction.
11. Lakeside Gardens, Gurnos
(i) Both sides from its junction with Gurnos Road for a distance of 10 metres in a westerly direction.
(ii)The north and north-eastern side from a point 5 metres east of the common boundary of No.s 3 and 4 in a north-westerlydirection to its junction with the spur road leading to No.s 5 to 24.
(iii) The north-eastern side from its junction with the spur road leading to No.s 5 to 24 for a distance of 15 metres in a north-westerly direction.
(iv) The south and south-western side from a point opposite 5 metres east of the common boundary of No.s 3 and 4 in a north-westerly direction to a point 15 metres north-west of its junction with the spur road leading to No.s 5 to 24.
(v) Both sides of the spur road leading to No.s 5 to 24 from its junction with the main Lakeside Gardens Road for a distance of 10 metres in an easterly direction.
12. Gurnos Road, Gurnos
(i) The western side from it junction with Lakeside Gardens for a distance of 60 metres in a northerly direction.
(ii) The western side from it junction with Lakeside Gardens for a distance of 60 metres in a southerly direction.
13. Duffryn Road, Pentrebach
The north-eastern side from a point 10 metres south-east of its junction with Plymouth Gardens to a point 7 metres north-west of its junction with Castle Street.
14. Angus Street, Troedyrhiw
Both sides from its junction with Carlton Terrace for a distance of 10 metres in a westerly direction.
15. Carlton Terrace, Troedyrhiw
(i) The western side from its junction with Angus Street for a distance of 10 metres in a northerly direction.
(ii) The western side from its junction with Angus Street for a distance of 10 metres in a southerly direction.
16. Enoch Morrell Close, Troedyrhiw
Both sides from its junction with Bridge Street for a distance of 10 metres in a northerly direction.
17. B4255 Trelewis to Bedlinog, Bedlinog
The south-western side from a point 40 metres south-east of the common boundary of No.s 15/16 Oakland Street in a south-easterly direction to its junction with Graig Cemetery Road.
18. Upper Union Street and Garden Street, Dowlais
The north-western side of Upper Union Street from a point 10 metres south-west of its junction with Market Street in a north-easterly direction extending into Garden Street to a point 10 metres north of its junction with Market Street.
19. Upper Union Street, Dowlais
The south-eastern side from its junction with Market Street for a distance of 10 metres in a south-westerly direction.
20. Garden Street, Dowlais

HYSBYSIR drwy hyn fod Cyngor Bwrdeistref Sirol Merthyr Tudful, wrth arfer ei bwerau o dan Adrannau 1(1) a 2(1) i (3) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (“y Ddeddf”) (fel y’i diwygiwyd), a’r holl bwerau galluogi eraill ac ar ôl ymgynghori â Phennaeth yr Heddlu yn unol â Rhan III o Atodlen 9 o’r Ddeddf yn cynnig gwneud y Gorchymyn canlynol: Disgrifir ei effaith gyffredinol isod.
