LONDON BOROUGH OF BARNET

THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.231) ORDER 2023 THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.147) ORDER 2023

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on the 26th October 2023 the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

The general effect of the free Order will be to make permanent the provisions of The Barnet (Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions) (Amendment No.192) (Experimental) Order 2022. The general effect of the Charged-for order will be to make permanent the provisions of The Barnet (Charged-for Parking Places) (Amendment No.125) (Experimental) Order 2022. The above mentioned Orders, which all came into operation on Monday 25th July 2022, introduced on an experimental basis, the following measures below: In order to deter all-day commuter-type parking from taking place in certain lengths of road surrounding the Barnet Hospital area thus improving resident parking opportunity and reducing traffic congestion in those roads, the Council consider that it will be beneficial to introduce a scheme, on an experimental basis that will extend the Barnet Hospital 'BH' Controlled Parking Zone in roads listed under schedule 1 and 2 below and to also extend the Barnet 'C' Controlled Parking Zone in Regina Close and Elizabeth Close EN5. 1. The general effect of the Charged-for Parking Places Order will be to:

(a) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1 to this Notice.

(b) provide that the parking places referred to in (a) above will operate between 8am and 6.30pm Monday to Saturday, during which motorists will be required to have a valid 'BH' resident's permit associated with their vehicle or have a 'BH' visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(c) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 2 to this Notice.

(d) provide that the resident permit holders only 'Past this point' parking areas referred to in (c) above will operate between 8am and 6.30pm Monday to Saturday, during which motorists will be required to have a valid 'BH' permit associated with their vehicle or have a 'BH' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.

(e) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 3 to this Notice.

(f) provide that the resident permit holders only 'Past this point' parking areas referred to in (e) above will operate between 8am and 6.30pm Monday to Saturday, during which motorists will be required to have a valid 'C' permit associated with their vehicle or have a 'BH' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.

(g) introduce 'pay by phone' payment parking places with a maximum stay of 90 minutes in Bells Hill and Aitken Road EN5.

(h) provide that the parking places referred to in (g) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(i) introduce 'pay by phone' payment parking places in Wood Street EN5.

(j) provide that the parking places referred to in (i) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(k) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places in Grimsdyke Crescent, Kings Road, Cavendish Road, Elmbank Avenue, Whitings Road.

(l) provide that the parking places referred to in (k) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to have a valid 'BH' resident's permit or a business permit associated with their vehicle, or a 'BH' visitor voucher displayed in their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(m) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places with a maximum stay of 2 hours in Field End, West End Lane, Trinder Road and Quinta Drive.

(n) provide that the parking places referred to in (m) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to have a valid 'BH' resident's permit or a business permit associated with their vehicle, or a 'BH' visitor voucher displayed in their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(o) provide that residents residing in the range of addresses detailed in the Schedule 4 to this notice will be eligible to purchase 'BH' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (c) above as appropriate.

(p) provide that residents residing in the range of addresses detailed in the Schedule 5 to this notice will be eligible to purchase 'C' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (e) above as appropriate.

(q) Schedules 4 and 5 to this notice will be eligible to

purchase business permits which will enable the motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in (1a),(1k) and (1m) above.

(r) provide that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places and 'Past this point' areas during their controlled periods without need to display a permit or voucher.

2. For the parking places referred to in 1(k) above, the following tariff will apply:

Up to 30 minutes £1.28

Up to 1 hour £2.56

Up to 3 hour £5.12

Over 3 hours £8.96

3. For the parking places referred to in 1(m) above, the following tariff will apply:

Up to 30 mins £1.28

Up to 1 hour £2.56

Up to 2 hours £5.12

4. For the parking places referred to in 1(g), above, the following tariff will apply:

Up to 30 mins

£1.28 Up to 1 hour £2.56

Up to 90 mins £3.84

5. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:

(a) introduce Monday to Saturday 8am to 6.30pm waiting restrictions in the streets detailed in Schedule 1 to this notice:

(b) introduce 'At any time' waiting restrictions at the junction of Aitken Road, Barnet Road, Bells Hill, Dunster Road, Elizabeth Close, Endersby Road, Field End, Kerri Close, Pepys Crescent, Quinta Drive, Regina Close, St Stephen Road, The Croft, Well Road, Well, Approach.

(c) introduce 'At any time' waiting restrictions on certain lengths of Aitken Road, Barnet Road, Bells Hill, Dunster Road, Elizabeth Close, Endersby Road, Field End, Kerri Close, Pepys Crescent, Quinta Drive, Regina Close, St Stephen Road, The Croft, Well Road, Well, Approach.

(d) Upgrade existing lengths of 8am to 6.30pm Monday to Friday waiting restrictions on West End Lane and Bells Hill to 'at any time' waiting restrictions.

(e) Upgrade existing lengths of 8am to 6.30pm Monday to Saturday waiting restrictions on Bells Hill, Trinder Road, The Croft, Newlands Place, Whitings Road and Chesterfield Road to 'at any time' waiting restrictions.

(f) Upgrade existing lengths of 8am to Midnight Monday to Saturday waiting restrictions on Bells Hill Wood Street and West End Lane to 'at any time' waiting restrictions. Loading will be permitted in parking places referred to in 1, and on waiting restrictions referred to in 5 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

A copy of the Orders, which will come into operation on 2nd November 2023 and the Council's Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 7th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW.

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders was made, make application for the purpose to the High Court.

SCHEDULE 2 Arkley Lane (Between no.25 and the junction of Barnet Road), Arkley View, Oaklands Lane, Aitken Road, Denton Close, Escot Way North Close, Endersby Way, Hill Close, Aitken Road, Malins Road, Field End, Kerri Close, Barnet Lane (Between Cherry Tree Cottages and Trento), The Croft, Dunster Close, Newlands Place, Redwood Way, St Stephen Road, Pepys Crescent, Well Road, Well Approach.

SCHEDULE 3 Regina Close, Elizabeth Close, Queens Road.

SCHEDULE 4 Aitken Road, Arkley Lane (Odd Nos.1 to 25 including Orchard Cottage, Avebury Cottage, Little Foxes, Rocombe, The Pines, Toorak, Upland), Arkley View, Barnet Road

(Odd Nos. 15 to 69, Even Nos. No.2, No.6 to No.26, No.30 to No.32, No.36 to No.44, No.48 to No.64, no.68 to No.82), Bells Hill, Denton Close, Dunster Close, Endersby Road, Escot Way, Field End, Galley Lane (Odd Nos.1 to 43, Even Nos 2-4, and No.10 to No.42 including Morningside Lodge), Hill Close.
