(BLYTH FIREWORKS FESTIVAL EVENT)
TEMPORARY TRAFFIC REGULATION ORDER 2023
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A

NOTICE IS HEREBY GIVEN that Northumberland County Council (“the Council”), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 (“the Act”) and all other enabling powers, has made on the 18th October 2023 the Northumberland County Council (Blyth Fireworks Festival Event) Temporary Traffic Regulation Order 2023 (“the TTRO”).
The Council has made the TTRO for the purposes of facilitating the holding of Blyth Fireworks Festival Event (“the Event”) by restricting traffic on the following roads:
the U9525 Link Road, Blyth from it’s point outside of Broadside garage heading south for a distance of 90 metres (“Road One”);
the U9525 Link Road, Blyth from it’s junction with the B1329 heading south for a distance of 389 metres (“Road Two”);
the U9525 Links Road, Blyth from it’s point at the gable end of Broadside garage heading west for a distance of 85 metres (“Road Three”);
the U9515 Elfin Way, Blyth just covering the entrance (“Road Four”);
the A193 Links Road, Blyth for a length o 1,165 metres, the A1061 South Newsham Road for a length of 735 metres and the B1329 Links Road, Blyth for a length of 840 metres (“Road Five”); and
the A193 Links Road from Link House Farm Cottage heading in a southerly direction for a length of 760 metres (“Road Six”).
Road One, Road Two, Road Three and Road Four shall together be known as the Roads.
The TTRO shall come into force at the following times and subject to the provisions of section 16B of the Act:
In respect of the Road One 17:00 hours on 3rd November 2023 and will remain in force until 23:00 hours on 4th November 2023;
In respect of Road Two 16:00 hours on 4th November 2023 and will remain in force until 23:00 hours on 4th November 2023;
In respect of Road Three 17:00 hours on 3rd November 2023 and will remain in force until 23:00 hours on 3rd November 2023;
In respect of Road Four 16:00 hours on 4th November 2023 and will remain in force until 19:30 hours on 4th November 2023;
In respect of Road Five and the no waiting and loading at any time restriction, 8:00 hours on 4th November 2023 and will remain in force until 23:00 hours on 4th November 2023; and
In respect of Road Six and the speed restriction, 8:00 hours on 4th November 2023 and will remain in force until 23:00 hours on 4th November 2023.
There will be no alternative route available for the duration of the TTRO
All restrictions on the Roads will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a. Any activities taking place on the Roads related to the organisation and holding of the Event;
b. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c. Any vehicle being used by, or for the purposes of, the emergency services;
d. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the Roads); or
e. Pedestrian access to any premises adjoining the Roads.
