THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTIONS) (CIVIL ENFORCEMENT AREA) (AMENDMENT NO. 217) ORDER 2023

BURTONS ROAD, HAMPTON HILL AREA

1. The Council of the London Borough of Richmond upon Thames on 18 October 2023 made the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Orders shall come into effect on 23 October 2023.

2. The general effect of the Orders are to make permanent the Burtons Road traffic reduction scheme, with the following restrictions :-

(a) Between 7am and 7pm, on Mondays to Fridays inclusive, there will be a prohibition of motor vehicles, except those exempted by the Council, in the following locations:-

(i) Burtons Road, eastwards from Uxbridge Road;

(ii) Burtons Road, eastwards from St James' Road;

(iii) Burtons Road, eastwards from Seymour Road;

(iv) Burtons Road, the railway bridge, west-bound;

(v) Albert Road, north-easterly from its junction with Park Road.

(b) Between 4pm and 7pm on Mondays to Fridays inclusive, introduce a banned right turn for motor vehicles proceeding south-westerly in Albert Road, into Park Road;

(c) At all times, no person shall cause or permit any vehicle to enter Queens Road at its junction with Uxbridge Road.

(d) To introduce lengths of double yellow lines ("no waiting at any time") in lengths of the following roads, Burtons Road, Queens Road, Seymour Road, at its junction with Burtons Road.

3. Copies of further details regarding the scheme: -

(a) can be inspected, quoting Reference 22/098, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays until the end a period of six weeks from the date on which the Orders were made; and

(b) may be viewed on the Council's web-site at http://www.richmond.gov.uk/public_notices.

4. If any person wishes to question the validity of this Orders or of any of their provisions on the grounds that they are not within the

powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with. that person may, within

6 weeks from the date on which the Orders were made, apply for the

purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Whitton Road, Twickenham (Reference 23/183)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Whitton Road, Twickenham.

2. The works will be carried out at night over 3 evenings Whilst the works take place no person shall cause or permit any vehicle to wait or stand in Whitton Road:

a) Night1 between its junction with Chertsey Road and a point outside No, 97 Whitton Road.

b) Night 2 From a point out 87-97 Whitton Road and a point outside 58- 60 Whitton Road.

c) Night 3 from a point outside 36-56 Whitton Road.

3. The order will come into effect 30 October 2023. The works are anticipated to be in progress at nights only from between 19.00 on 30 October and 23.00 on 01 November 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4.  An alternative route for vehicles affected by the closure will be available via Court Way. Egerton Road. Heathfield South, Whitton Road or London Road, and Chertsey Road and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

 

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)

Temporary Road Closure Victoria Road, Twickenham (Reference 23/184)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Victoria Road, Twickenham.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Victoria Road, from its junction with Haggard Road for a distance of 35 meters.

3. The order will come into effect 30 October 2023. The works are anticipated to be in progress from 30 October to 17 November 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Haggard Road, Stafford Road, Amyand Park Road and Vice Versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure

Lewis Road, Wakefield Road & Church Terrace, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in, Lewis Road, Wakefield Road, and Church Terrace.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed. wait or stand in the following Roads.

a) Church Terrace northbound/directional closure from the junction with Warrington Road to the Junction with Wakefield Road.

b) Wakefield Road from the junction with Church Terrace to Lewis Road.

c) Lewis Road from the junction with Wakefield Road to the junction with Castle Yard and 3 parking bays to be suspended outside 20-26 Lewis Road.

3. The order will come into effect 30 October 2023. The works are anticipated to be in progress from 30 October to 17 November 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via The Vineyard, Lancaster Park, The Vineyard, Halford Road, Paradise Road, and Red Lion Street.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance

purposes.

 

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6. 45, 46, 49 and 124 of,

and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to amend the parking layout outside No. 243 Stanley Road, so that 2 lengths of parking bay across crossovers are replaced with double yellow lines ("no waiting at any time").

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -

(a) can be inspected, quoting Reference 23/186, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

CROMWELL PLACE, MORTLAKE

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6. and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to upgrade an existing length of single yellow line to double yellow lines ("no waiting at any time") on the north-western side of Cromwell Place, from the western extremity, north­ eastwards for a distance of 13.9 metres.

3. Copies of the proposed Order, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Order: -
