1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the road or length of road described in the Schedule to this Notice.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including plans which indicate the road or length of road to which the Order relates, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Certain documents are also available for viewing at https://www.merton.gov.uk/WR2023B1.
4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WR2023B1, no later than 10 November 2023.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 16 October 2023, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the 'Free Parking Places' Order will be to:-
(a) designate a parking place on the carriageway at the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking place will operate at all times;
(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the redundant disabled persons parking places at the locations listed in Schedule 2 to this notice.
3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or increase in length existing permit only parking places following the removal of disabled parking places in certain roads.
4. A copy of each of the Orders, which will come into force on 30 October 2023, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or increase in length existing permit only parking places following the removal of disabled parking places in certain roads.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
5. 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above-mentioned Orders.
2. The general effect of the Orders would be to convert sections of existing parking places in lengths of road generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations, to facilitate proposed vehicle crossovers.
3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (HARTFIELD ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2023
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works in Hartfield Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, Mondays to Fridays between the hours of 9.30am and 4pm, in Hartfield Road, the west side, from a point opposite the common boundary of Nos. 166 and 168 Hartfield Road northward for a distance of 28.7 metres.
3. Any designated parking place situated in the length of road specified paragraph 2 above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply to: -
(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order would come into operation on Tuesday 7th November 2023 and remain in force for 6 months.
