NOTICE IS HEREBY GIVEN that Croydon Council on 16 October 2023 made the above Traffic Orders under section 6 of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

  • The general effect of the Orders will be to:

  • Revoke the disabled parking places in the vicinity of No. 4 Broad Green Avenue, Croydon, No. 354 Brigstock Road, Thornton Heath, No. 37 Clarence Road, Croydon, No. 22 Helder Street, South Croydon, No. 114 Homestead Way, New Addington, No. 59 Lebanon Road, Croydon, No. 7/9 Little Roke Avenue, Kenley, No. 175 Oak Avenue, Croydon, No. 36 Selhurst Place, South Norwood, Sunderland Court, No. 2 Norbury Avenue, Thornton Heath, No. 1 Warwick Road, Thornton Heath, No. 98 Windsor Road, Thornton Heath, and No. 3 Wyvern Road, Purley.

  • Amend the map-based tiles to the Schedule attached to the above Orders to accurately represent the new parking arrangements as they exist on site.

    1. Copies of the Orders, which will come into operation on 23 October 2023 and of all associated Orders can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made by appointment with the Parking Design Team, at Bernard Wetherill House, 8 Mint Walk, Croydon, CR0 1EA (telephone 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further informationcan be requested by email to Parking.Design@croydon.gov.uk.

3. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

    1. NOTICE IS HEREBY GIVEN that the London Borough of Croydon on the 16 October 2023 made the above-mentioned Orders under Sections 6 and 124 of Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. (a) The general effect of the Orders will be to make permanent the existing experimental prohibitions on any motorised vehicle entering the streets/sections of streets listed below during the periods between 8am and 9.30am and 2pm and 4pm, Monday to Friday, with an exemption for those holding a valid permit in relation to the pedestrian zone in that street/section of street, issued by the Council. Note: Residents and businesses of streets accessed only from the streets listed below would be eligible for exemption permits.

    (b) The general effect of the Orders will also be to amend the map-based tiles to the Schedules attached to the above Orders to accurately represent the permanent traffic arrangements as they exist on site.

    (c) The restrictions will not apply to vehicles being used for police, ambulance, or fire service purposes, to liveried vehicles providing a universal postal service or to vehicles in the service of the local authority being used in pursuance of statutory powers or duties.

    3. Copies of the Orders, which will come into operation on 24 October 2023, and of the Council's statement of reasons for proposing the schemes and of the plans which indicate the lengths of road to which the schemes relate, can be inspected by appointment with the Parking Design Team from 9am to 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, at the "Access Croydon" Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. Copies of the Order may also be obtained from the Parking Design Team (parking.design@croydon.gov.uk).

    4.     THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

    BRAFFERTON ROAD & TANFIELD ROAD, CROYDON

    TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC

      1. Croydon Council HEREBY GIVE NOTICE that to facilitate water service pipe works by Thames Water, they have made an Order the effect of which would be to temporarily restrict vehicular traffic movements in Brafferton Road and Tanfield Road, Croydon.

    2. Whilst the said works are taking place:

    a) Brafferton Road will be closed at its junction with Southbridge Road.

    b) Tanfield Road will be closed at its south-eastern most junction with Southbridge Road (adjacent to Bramley Hill).

    • During the closures the alternative route for traffic will be via Tanfield Road, Southbridge Road and vice versa.

    • The Order will come into operation on the 23 October 2023, and it is anticipated that the work will be carried out in five days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

    • The restriction shall not apply in respect of:

    • any vehicle involved in carrying out the said works.

    • any vehicle being used for fire brigade, ambulance, or police purposes.

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

    COOMBE LANE, CROYDON

    TEMPORARY RESTRICTION OF TRAFFIC

    1. Croydon Council HEREBY GIVES NOTICE that to facilitate tram-related re-surfacing works on behalf of TfL, they have made an Order the effect of which would be to temporarily restrict traffic in Coombe Lane, Croydon.

    2. Whilst the said works are taking place:

    a) The carriageway of Coombe Lane will be closed north-west bound between its junctions with Shirley Hills Road and Ballards Way.

    b) The south-eastern footway of Coombe Lane will be closed between its junction with Ballards Way and the pedestrian crossing adjacent to the tram line.

    c) Vehicles proceeding in Shirley Hills Road will be banned from turning right into Coombe Lane.

    3. During the closure, the alternative route for vehicular traffic will be via Gravel Hill, as appropriately sign-posted. Pedestrians will be directed to the opposite footway via a temporary crossing point.

    4. The Order will come into operation on 21 October 2023, and it is anticipated that the works will take place overnight and be completed by 5.30am on 22 October. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

    5. The restriction will not apply in respect of:

    • any vehicle involved in carrying out the said works.

    • any vehicle being used for fire brigade, ambulance, or police purposes.

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    TEMPORARY PROHIBITION OF TRAFFIC

    1. Croydon Council HEREBY GIVE NOTICE that to facilitate water service pipe works on behalf of Thames Water, they have made an Order the effect of which would be to temporarily prohibit traffic and parking in Ferndale Road, South Norwood.

    2. Whilst the said works are taking place Ferndale Road will be closed between its junction with Portland Road and the common boundary of Nos. 24 and 26 Ferndale Road.

    3. During the closure, the diversion routes for vehicular traffic will be via Portland Road, Sandown Road, and Albert Road, or via Portland Road, Belmont Road, and Albert Road.

    4. The Order will come into operation on 23 October 2023, and it is anticipated that the work will be carried out within three days. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.

    5. These restrictions shall not apply in respect of:

    • any person or vehicle involved in carrying out the said works.

    • any vehicle being used for fire brigade, ambulance, or police purposes.

    (c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    TEMPORARY PROHIBITION OF TRAFFIC

    1. Croydon Council HEREBY GIVE NOTICE that to facilitate water service pipe works on behalf of Thames Water, they have made an Order the effect of which would be to temporarily prohibit Traffic in Leander Road, Thornton Heath.

    2. Whilst the said works are taking place, the carriageway and the south-eastern footway of Leander Road will be closed outside Nos. 25 to 33 Leander Road.

    3. During the closure, the diversion route for vehicular traffic will be via London Road, Headcorn Road, Leander Road and reversed, or via Goldwell Road, London Road, Leander Road and reversed. Pedestrians will be directed to the opposite footway.

    4. The Order will come into operation on 23 October 2023, and it is anticipated that the works will be carried out within five days. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.

    5. These restrictions shall not apply in respect of:

    • any vehicle involved in carrying out the said works.

    • any vehicle being used for fire brigade, ambulance, or police purposes.

    TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

    1. Croydon Council, HEREBY GIVE NOTICE that to facilitate works to install a new water service on behalf of SES Water, they have made an Order the effect of which will be to temporarily prohibit traffic movements in Old Farleigh Road.

    2. Whilst the said works are taking place Old Farleigh Road will be closed between its junction with Addington Road and the common boundary of Nos. 4 and 6 Old Farleigh Road.

    3. During the closure the alternative route for traffic will be via Addington Road, Selsdon Park Road, Featherbed Lane, Fairchildes Road, Chelsham Court Road, Beech Farm Road, Limpsfield Road, Chelsham Road, Sunny Bank, Farleigh Road, Old Fairleigh Road and vice versa.

    4. The Order will come into operation on 21 October 2023, and it is anticipated that the works will be completed on 29 October 2023. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

    5. The restriction will only apply during such times and to such extent as shall from time to time be indicated by traffic signs prescribed by the Traffic Signs, Regulations and General Directions 2016.

    6. The restriction shall not apply in respect of:

    • a vehicle being used to carry out the said work.

    • a vehicle being used for fire brigade, ambulance, or police purposes.

    • anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    TEMPORARY PROHIBITION OF TRAFFIC

    PURLEY WAY, CROYDON (VALLEY PARK EXIT)

        1. Croydon Council, HEREBY GIVE NOTICE that to facilitate the construction of a retaining wall, they have made an Order the effect of which would be to temporarily restrict traffic in the Valley Park exit road off the A23 Purley Way, which gives access to Ampere Way.

        1. Whilst the said works are taking place the Valley Park exit off Purley Way will be closed between its junctions with Purley Way and Ampere Way.

        1. During the closure the diversion route for traffic will be via Purley Way, Beddington Farm Road and Ampere Way as appropriately sign-posted.

        1. The Order will come into operation on the 23 October 2023, and it is anticipated that the works will be carried out overnight on weeknights between 9pm and 5am and completed on 13 November 2023. However, the Order will remain in force for a maximum duration of 18 months to be reintroduced should further work be required. The prohibition will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

    5. These restrictions shall not apply in respect of:

    (a) A vehicle involved in the said work.

    (b) A vehicle being used for fire brigade, ambulance, or police purposes.

    (c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    WELLESLEY ROAD & BEDFORD PARK, CROYDON

    TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

    1. Croydon Council HEREBY GIVE NOTICE that to facilitate manhole chamber survey works in the tramway by FM Conway, they intend to make an Order the effect of which will be to temporarily restrict traffic in Wellesley Road and Bedford Park, Croydon.

    2. Whilst the said works are taking place:

    a) Vehicles proceeding in Wellesley Road will be banned from turning right into Bedford Park.

    b) The dedicated right-hand turn lane on the west side of Wellesley Road will be closed between a point opposite the junction with Station Road and the junction with Bedford Park.

    3. Whilst the restrictions are in force the diversion route for vehicular traffic will be to continue northwards along Wellesley Road at its junction with Poplar Walk, following the one-way system around Newgate to Wellesley Road (southbound) and Bedford Park.

    4. The restrictions shall not apply in respect of:

    (a) any vehicle involved in carrying out the said work.

    • any vehicle being used for fire brigade, ambulance, or police purposes.

    • anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    5. The Order will come into operation on 06 November 2023, and it is anticipated that the works will be carried out overnight between 1am and 4am. However, the Order will remain in force for 18 months to be re-introduced should further work be required.
