TEMPORARY TRAFFIC REGULATION ORDER 2023

NOTICE IS HEREBY GIVEN that Northumberland County Council have made an Order which will temporarily close the lengths of roads and footways described below and which will further implement one-way restrictions and no waiting and loading parking restrictions on those lengths of roads also described below, in Blyth in the County of Northumberland.
The Order is to be effective from the 23rd October 2023 until the 29th November 2024.
The road and footway closures will be done in 5 Phases as shown below, as each phase is completed then the works and closures will move to the next phase until completion, appropriate signage will confirm the works and closures as the project progresses. The Phases of works to the roads are shown on the plans annexed to the Order and as shown highlighted in red on the plans.
Phase 1
The B1328 Bridge Street from its junction with Percy Street heading west for a distance of 94 metres.
The alternative route will be via the B1329 Inner Relief Road, Regent Street, Hodgsons Road, the A193 Cowpen Road, theB1328 Waterloo Road and vice versa.
The U9724 Percy Street from its junction with Bridge Street heading south for a distance of 40 metres.
The alternative route will be via the U9724 Percy Street, the U9724 Carlton Street, Beaconsfield Street, the C412 Plessey Road, Wellington Street to the B1329 Bridge Street, Regent Street and vice versa.
The U9513 Stanley Street from its junction with Bridge Street heading south for a distance of 35 metres.
There is no alternative route for vehicular traffic.
The U9513, the U9514 Stanley Street, Percy Back Lane from its junction with Bridge Street heading south for a distance of 22 metres.
The alternative route will be via the U9513 Stanley Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street, Inner Relief Road, Regent Street, Hodgsons Street, the A193 Cowpen Road, Renwick Road, Broadway, the B1327 Plessey Road, the U9724 Park Road, the B1329 Ridley Avenue, the C412 Wellington Street, Plessey Street, the U9513 Stanley Street and vice versa.
The U9513 Beaconsfield Stanley Back Lane from its junction with Bridge Street heading south for a distance of 22 metres.
The alternative route will be via the U9513 Stanley Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street, Inner Relief Road, Regent Street, Hodgsons Street, the A193 Cowpen Road, Renwick Road, Broadway, the B1327 Plessey Road, the U9724 Park Road, the B1329 Ridley Avenue, the C412 Wellington Street, Plessy Street, the U9513 Stanley Street and vice versa.
Phase 2
The B1328 Bridge Street from its junction with Post Office Street heading west for a distance of 53 metres.
The alternative route will be via the B1329 Inner Relief Road, Regent Street, Hodgsons Road, the A193 Cowpen Road, the B1328 Waterloo Road and vice versa.
The U9503 Post Office Street from its junction with the B1329 Bridge Street heading north for a distance of 20 metres.
There is no alternative route for vehicular traffic.
The U9513 Beaconsfield Stanley Back Lane from its junction with Bridge Street heading south for a distance of 22 metres.
The alternative route will be via the U9513 Stanley Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street, Inner Relief Road, Regent Street, Hodgsons Street, the A193 Cowpen Road, Renwick Road, Broadway, the B1327 Plessey Road, the U9724 Park Road, the B1329 Ridley Avenue, the C412 Wellington Street, Plessy Street, U9513 Stanley Street and vice versa.
Phase 3
The B1328 Bridge Street from its junction with Union Street heading west for a distance of 64 metres.
The alternative route will be via the B1329 Inner Relief Road, Regent Street, Hodgsons Road, the A193 Cowpen Road, the B1328 Waterloo Road and vice versa.
The U1327 Union Street from its point 25 metres south of its junction with the U9503 Rink Street heading south for a distance of 80 metres.
The alternative route will be via the B1327 Union Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street and vice versa.
The U9511 Parsons Street from its junction with the B1329 Bridge Street heading south for a distance of 45 metres.
The alternative route will be via the B1327 Union Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street and vice versa.
Phase 4
The B1328 Bridge Street from its junction with Havelock Street heading west for a distance of 43 metres.
The B1328 Waterloo Road from Bridge Street heading west for a distance of 20 metres.
The alternative route will be via the B1329 Inner Relief Road, Regent Street, Hodgsons Road, the A193 Cowpen Road, the B1328 Waterloo Road and vice versa.
The U9511 The Arcade for its entire length.
There is no alternative route for vehicular traffic.
Phase 5:-
The B1328 Bridge Street from its junction with the B1329 Inner Relief Road heading west for a distance of 63 metres.
The alternative route will be via the B1329 Inner Relief Road, Regent Street, Hodgsons Road, the A193 Cowpen Road, the B1328 Waterloo Road and vice versa.
The alternative route for Arriva buses only will be via the B1327 Union Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street.
The U9724 Percy Street from its junction with Bridge Street heading south for a distance of 40 metres.
The alternative route will be via the U9724 Percy Street, the U9724 Carlton Street, Beaconsfield Street, the C412 Plessey Road, Wellington Street to B1329 Bridge Street, Regent Street and vice versa.
The U9511 Havelock Street from its junction with the B1329 Bridge Street heading south for a distance of 45 metres.
The alternative route will be via the B1327 Union Street, the C412 Plessey Road, Wellington Street, the B1329 Bridge Street and vice versa.
FOOTWAY CLOSURES:
Pedestrian alternative routes for all footway closures will be via barriered footways erected in the carriageway adjacent to the footway closed during each specific phase of the works.
Phase 1:
The B1328 Bridge Street north side footway from its junction with the B1329 Inner Relief Road heading west for a distance of 56 metres.
The B1328 Bridge Street south side footway from its junction with Percy Street to its junction with Stanley Street Percy Back Lane for a distance of 25 metres.
The B1328 Bridge Street south side footway from its junction with Stanley Street Percy Back Lane heading west for a distance of 57 metres.
The U9724 Percy Street west side footway from its junction with Bridge Street heading south for a distance of 55 metres.
The U9513 U9514 Stanley Street Percy Back Lane west side footway from its junction with Bridge Street heading south for a distance of 22 metres.
The U9513 U9514 Stanley Street Percy Back Lane east side footway from its junction with Bridge Street heading south for a distance of 22 metres.

Phase 5
The B1328 Bridge Street north side footway from its junction with the B1329 Inner Relief Road heading west for a distance of 160 metres.
The B1328 Bridge Street south side footway from the gable end of 46 - 50 Bridge Street heading west for a distance of 90 metres.
ONE-WAY RESTRICTION
When Phase(s) 1,2,3,4 & 5 of the road closure are in place a one-way restriction will be in operation and all taxis, buses and deliveries will be required to travel in a northbound direction via the U9503 Post Office Street, the U9503 Rink Street from its junction with the B1327 Union Street heading east for a length of 30 metres, the B1327 Union Street for a distance of 80 metres. This will be in operation 24 hours per day every day. For the avoidance of doubt, in the interests of safety there may be alternative one way restrictions introduced during the phases of work which will be sign posted in advance of their introduction.
NO WAITING AND LOADING PARKING RESTRICTIONS:
During each phase of works, a specific no waiting and no loading parking restriction at any time will come into force except for taxis on the road described below. Following completion of each phase, the no waiting and loading parking restriction at any time except for taxis will be lifted.
Phase 1
The B1328 Bridge Street south side from number 18 to 20 for a length of 35 metres.
Phase 2, 3 & 4
The B1328 Bridge Street north side from number 29 to 39 for a length of 26 metres.
Phase 5
The B1328 Bridge Street south side from number 4 to 10 for a length of 35 metres.
This Order will hereby temporarily suspend all current traffic regulation orders or sections of relevant traffic regulation orders detailing waiting, loading and parking places on the lengths of highway specified in this Order namely:
B1328 Bridge Street from number 18 to 20 for a length of 35 metres
B1328 Bridge Street from number 29 to 39 for a length of 26 metres,
B1328 Bridge Street from number 4 to 10 for a length of 35 metres
