What is happening?

CITY OF BRISTOL

VARIOUS ROADS, TEMPLE GATE AREA – RESERVED BUS LANES, PROHIBITED MOVEMENTS, PARKING PLACES AND WAITING PROHIBITIONS/RESTRICTIONS – TRAFFIC ORDERS

The City Council of Bristol hereby gives NOTICE that it proposes to make the following traffic orders:-

A. CAE/RGW/P–1278A – the City Council of Bristol (Colston Avenue and Rupert Street, City Centre, Central Ward, City of Bristol) (Reserved Bus Lane) Order 202–, the effect of which would be to extend the southbound bus lane in Colston Street at its southern end by 100 metres.

B. CAE/RGW/P–1278B – the City Council of Bristol (Temple Way and Victoria Street, City Centre, Central Ward, City of Bristol) (Reserved Bus Lanes) Order 202–, the effect of which would be to reduce the southbound bus lane in Victoria Street at its northern end by 260 metres.

C. CAE/RGW/P–1278C – the City Council of Bristol (Counterslip and Victoria Street, Central Ward, City of Bristol) (Prohibition of Right Turn) Order 202–, the effect of which would be to prohibit any vehicle proceeding south westbound in Counterslip to make a right turn into Victoria Street.

D. CAE/RGW/P–1278D the City Council of Bristol (Outer Zone, City of Bristol) (Controlled Parking) Order 202–, the effect of which would be:–

1. to introduce electric vehicle parking places on the south west side of Victoria Street between Temple Street and Mitchell Lane, to be used free of charge by electric vehicles that are being recharged with a maximum stay of 90 minutes and an interval before which the vehicle can be left again of 2 hours (note: although waiting in the electric vehicle parking places would be free of charge there would be a charge for use of the adjacent electric vehicle recharging point);

2. to introduce E–Taxi parking places on the south west side of Victoria Street between Temple Street and Mitchell Lane, to be used free of charge by electric vehicles which are licenced taxis or private hire vehicles that are being recharged with a maximum stay of 90 minutes and an interval before which the vehicle can be left again of 2 hours (note: although waiting in the E–Taxi parking places would be free of charge there would be a charge for use of the adjacent electric vehicle recharging point);

3. to introduce loading places in Temple Street and Victoria Street;

4. to revise the loading place on the north east side of Victoria Street;

5. to introduce disabled persons’ parking places in Mitchell Lane and Victoria Street;

6. to introduce prohibition of waiting for vehicles in Bath Street;

7. to introduce prohibition of loading/unloading for vehicles in Counterslip and St. Thomas Street East;

8. to revise prohibition of loading/unloading for vehicles in Victoria Street;

9. to introduce restriction of loading/unloading for vehicles in Redcliff Street;

10. to revise restriction of loading/unloading for vehicles in Victoria Street;

11. to revise prohibition of waiting on the footway for vehicles in Victoria Street;

12. to remove the Car Club parking place in Victoria Street, south west side;

13. to revise pay and display parking places in Mitchell Lane, south side; and

14. to remove pay and display parking places in Victoria Street, south west side.

Descriptions for existing provisions being carried forward into the proposed traffic order would be revised where proposed footway widening would affect their extents but would not affect their practical operation on site. Opportunity would also be taken to correct an anomaly between the provisions of the existing traffic order and on–site road markings/signs relating to pay and display parking in St. Thomas Street East.

The purpose of the above measures are also, in part, to facilitate the amendment of formal provision for the waiting of hackney carriages in Victoria Street, north east side between Bath Street and Counterslip, from operating between the hours of 6.30 p.m. and midnight and between the hours of midnight and 3.30 p.m. to operate at any time. To that end the Council further gives notice that it proposes to appoint the location being amended as a stand for hackney carriages pursuant to its powers under Section 63 of the Local Government (Miscellaneous Provisions) Act 1976 as amended.

The draft orders, plans and Statement of Reasons are also available to view on the Bristol City Council website at www.bristol.gov.uk/trafficorders.

How to object
Objections to the proposals, together with the grounds on which they are made must be sent in writing to TRO Comments at the undermentioned address or by e–mail to tro.comments@bristol.gov.uk quoting the relevant reference by 17th November 2023. Please include your name and address and note that all representations received may be considered in public by the City Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
