NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, LYTHAM ST ANNES, FYLDE BOROUGH) (MOTOR CARAVAN RESTRICTED WAITING, BUS ONLY LIMITED WAITING, AND VARIOUS PARKING RESTRICTIONS) ORDER 202*
NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Fylde Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Items (167)(iii), (228)a), (228)b)(iv) and (228)c)(iii) of Schedule 10.01;
ii. Item (4) of Schedule 11.017;
iii. Item (2) of Schedule 12.100;
iv. Items (6)a) and (6)b) of Schedule 13.01.
b) The "Lancashire County Council (Inner Promenade, Lytham, Fylde Borough) (Revocation and Limited Waiting) Order 2015" insofar as it relates to Item 2. of Schedule 3.
2. Introduce a prohibition of waiting in the following lengths of road:
a) North Promenade, Lytham St Annes, the south west side, from a point 63 metres north west of its junction with the Centreline of St Annes Road West for a distance of 43.5 metres in a north westerly direction;
b) North Promenade, Lytham St Annes, the south west side, from its junction with the Centreline of St Annes Road West for a distance of 39 metres in a north westerly direction;
c) South Promenade, Lytham St Annes, both sides, from a point 315 metres south east of its junction with the Centreline of St Annes Road West to a point 29 metres south east of its junction with the Centreline of East Bank Road;
d) South Promenade, Lytham St Annes, both sides, from its junction with the Centreline of St Annes Road West for a distance of 49 metres in a south easterly direction.
3. Introduce a prohibition of loading and unloading in the following lengths of road:
a) North Promenade, Lytham St Annes, the south west side, from a point 63 metres northwest of its junction with the Centreline of St Annes Road West for a distance of 16 metres in a north westerly direction;
b) North Promenade, Lytham St Annes, the south west side, from its junction with the Centreline of St Annes Road West for a distance of 39 metres in a north westerly direction;
c) South Promenade, Lytham, St Annes, both sides, from its junction with the Centreline of St Annes Road West for a distance of 49 metres in a south easterly direction;
d) St Annes Road West, Lytham St Annes, the north west side, from its junction with the Centreline of North Promenade to its junction with the Centreline of Clifton Drive North;
e) St Annes Road West, Lytham St Annes, the south east side, from its junction with the Centreline of Clifton Drive South to its junction with the Centreline of South Promenade.
4. Introduce a restriction of waiting 9am to 10pm in the following lengths of road:
a) South Promenade, Lytham St Annes, the north east side, from a point 49 metres south east of its junction with the Centreline of St Annes Road West for a distance of 266 metres in a south easterly direction;
b) South Promenade, Lytham St Annes, the north east side, from a point 29 metres south east of its junction with the centreline of East Bank Road to its junction with the centreline of Fairhaven Road.
5. Introduce a restriction of waiting for motor caravans 6pm to midnight, and midnight to 8am in the following lengths of road:
a) Ansdell Road South, Lytham St Annes, both sides, from its junction with the Centreline of Clifton Drive to its centreline junction with Inner Promenade;
b) Inner Promenade, Lytham St Annes, both sides, for its entire length;
c) South Promenade, Lytham St Annes, both sides, for its entire length;
d) North Promenade, Lytham St Annes, both sides, for its entire length;
e) Todmorden Road, Lytham St Annes, both sides, for its entire length;
f) King Edward Avenue, Lytham St Annes, both sides, for its entire length;
g) Fairlawn Road, Lytham St Annes, both sides, for its entire length;
h) Seafield Road, Lytham St Annes, both sides, for its entire length.
6. Introduce a limited waiting parking place for 2 hours with no return within 2 hours 8am to 6pm in the following lengths of road:
a) South Promenade, Lytham St Annes, the south west side, from a point 127 metres south east of its junction with the Centreline of St Annes Road West for a distance of 188 metres in a south easterly direction;
b) South Promenade, Lytham St Annes, the south west side, from a point 29 metres south east of its junction with the Centreline of East Bank Road for a distance of 90.5 metres in a south easterly direction;
c) South Promenade, Lytham St Annes, the south west side, from a point 122.5 metres south east of its junction with the Centreline of East Bank Road for a distance of 172 metres in a south easterly direction;
d) South Promenade, Lytham St Annes, the south west side, from a point 297.5 metres south east of its junction with the Centreline of East Bank Road for a distance of 139.5 metres in a south easterly direction;
e) South Promenade, Lytham St Annes, the south west side, from a point 49 metres south east of its junction with the Centreline of St Annes Road West for a distance of 59 metres in a south easterly direction.
7. Introduce a limited waiting parking place for 4 hours with no return within 2 hours 8am – 6pm in the following lengths of road:
a) Inner Promenade, Lytham St Annes, the south side, from a point 22.5 metres west of its junction with the projected centreline of Miletas Place for a distance of 29 metres in a westerly direction;
b) Inner Promenade, Lytham St Annes, the south side, from a point 60.5 metre west of its junction with the projected centreline of Lake Road for a distance of 50 metres in a westerly direction;
c) Inner Promenade, Lytham St Annes, the south side, from a point 69.5 metres west of its junction with the projected centreline of Marine Drive for a distance of 208 metres in a westerly direction;
d) Inner Promenade, Lytham St Annes, the south side, from a point 58 metres west of its junction with the projected centreline of Miletas Place for a distance of 357 metres in a westerly direction.
8. Introduce a bus only limited waiting parking place for 15 minutes with no return within 30 minutes in North Promenade, Lytham St Annes, the south west side, from a point 39 metres north west of its junction with the Centreline of St Annes Road West for a distance of 24 metres in a north westerly direction.
