What is happening?
NOTICE OF PROPOSAL HIGHWAYS ACT 1980
LANCASHIRE COUNTY COUNCIL
(MOSS HALL ROAD AND THORNEYHOLME ROAD, ACCRINGTON, HYNDBURN BOROUGH) (ROAD HUMPS)
NOTICE IS HEREBY GIVEN that in accordance with Section 90A of the Highways Act 1980, Lancashire County Council propose the following:
1. Introduce a junction table in the following location:
a) Thorneyholme Road, Accrington, from the intersection of the centreline of Thorneyholme Road and Moss Hall Road, for a distance of 13 metres in a northerly direction;
b) Thorneyholme Road, Accrington, from the intersection of the centreline of Thorneyholme Road and Moss Hall Road, for a distance of 15 metres in a southerly direction;
c) Moss Hall Road, Accrington, from the eastern kerb line of Thorneyholme Road, for a distance of 20.5 metres in a westerly direction
The junction table will have a maximum height of 75mm.
2. Introduce speed humps on the following locations:
a) Thorneyholme Road, from a point 57 metres north of its junction with the centreline of Queen’s Road for a distance of 9 metres in a northerly direction;
b) Thorneyholme Road, from a point 135 metres north of its junction with the centreline of Queen’s Road for a distance of 9 metres in a northerly direction;
c) Thorneyholme Road, from a point 46 metres south of its junction with the centreline of Ribblesdale Avenue for a distance of 9 metres in a southerly direction.
The speed humps will have a maximum height of 75mm.
A copy of the relevant notice and plan, indicating the proposal may be inspected during normal office hours at the offices of the Hyndburn Borough Council, Scaitcliffe House, Ormerod Street, Accrington, BB5 0PF, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, Fishergate, Preston PR1 8XJ, and on Lancashire County Councils Website http://www.lancashire.gov.uk/roads-parking-and-travel/roads/roadworksand-traffic-regulation-orders/permanent.aspx. Any representations or objections (specifying the grounds on which they are made) relating to the proposal must be made in writing and should be sent to The Director of Law and Governance, Lancashire County Council, P O Box 100, County Hall, Preston PR1 0LD or by e-mail to troconsultation@lancashire.gov.uk quoting ref: LSG4.AFR.894.17376 before 10 November 2023.
