What is happening?
London Borough of Merton Public Notices
(iii) Leopold Road, from the common boundary of Nos. 58a and 60 Leopold Road to Its junction with Woodside; or
(iv) Woodside, from its junction with Leopold Road south-westward to the common boundary of Nos. 108 and 109 Woodside.
2. Any designated parking place situated in any of the roads or lengths of road specified in paragraph 1 (b) above or in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of road.
3. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
7. The Order would come into force on Thursday 19th October 2023 with the works anticipated to be completed on 30th October 2023. The works would be carried out in phases and the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (COOMBE LANE. SW20) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2023
1. The Council of the London Borough of Merton hereby give notice that to Facilitate bridge maintenance using a cherry picker in Coombe Lane SW20; they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Coombe Lane and pedestrian traffic in the Coombe Lane pedestrian tunnel which links Coombe Lane with Approach Road.
2. During the works, no person would:-
(a) cause or permit any cycle to enter or proceed in the cycle track in Coombe Lane, the south side, outside Station Buildings, Nos. 5-9 Coombe Lane; or
(b) enter or proceed in the pedestrian tunnel linking Coombe Lane to Approach Road.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Pedestrians affected by the pedestrian tunnel closure should proceed via Coombe Lane, Raynes Park Bridge and Approach Road.
5. Cyclists affected by the cycle track closure should dismount and proceed on foot.
6. Nothing in the Order would apply: -
(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) to on-duty police, fire brigade or ambulance personnel, subject to site conditions.
7. The Order would come into operation on Monday 16th October 2023 and the works are anticipated to be completed by 11th December 2023. However, the Order would remain in force for a maximum period of 3 months should further works be required.

SCHEDULE
PROPOSED CARRIAGEWAY RESURFACING AND GENERAL MAINTENANCE WORKS
1984, as amended, and all other enabling powers.
2. NOTICE IS ALSO HEREBY GIVEN that the Council propose to install raised junction table extending the full width of the road to a height level with the adjacent footway and an on-off ramp gradient no steeper than 1:15 under section 90 A-F of the Highways Act 1980 at the locations specified in Schedule 1 to this Notice.
3. NOTICE IS ALSO HEREBY GIVEN that the Council, using powers under section 65 of the Highways Act 1980 propose to convert carriageway in the length of Streatham Road specified in Schedule 2 to this notice to a segregated with-flow cycle track, stepped at a height of between 50mm and 75mm and using a splayed kerb. Shared footway with cyclists would also be introduced at the following locations:-
(a) Streatham Road, the north-western footway, from a point opposite the north-eastern kerb-line of Graham Avenue north-eastward for a distance of 25 metres;
(b) Streatham Road, the south-eastern footway between Graham Avenue and the entrance to the Lidl supermarket.
NB - A mandatory cycle lane would be introduced in Streatham Road, the south-east side, between the common boundary of No. 19 Streatham Road and No. 2 Graham Avenue and the common boundary of Nos. 7 and 9 Streatham Road.
4. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Merton, after consultation with the Commissioner of Police of the Metropolis, under powers conferred by section 23 of the Road Traffic Regulation Act 1984 intend to:-
(a) introduce a zebra style pedestrian crossing outside the Lidl supermarket which would be used by cyclists and pedestrians, the centre point of which would be 23 metres north-east of the southwestern kerb-line of Graham Avenue.
The "controlled area" in which stopping, waiting and loading is prohibited at all times would apply on both the approach and exit sides of the crossing and with a maximum extent of 40 metres in total. The north-east bound extent would apply from a point 1 metre southwest of the south-western kerb-line of Graham Avenue north-eastward for a distance of 31 metres. The south-west bound extent would apply from the north-eastern kerb-line of Graham Avenue north-eastward for a distance of 31 metres.
5. The general effect of the "Waiting and Loading" Order would be to further amend the relevant Merton (Waiting and Loading Restriction) Order 1977 so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to forty minutes) would be prohibited at any time at the locations indicated in Schedule 3 to this Notice;
(b) waiting by vehicles, including for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited at any time at the locations indicated in Schedule 4 to this Notice.
6. The general effect of the "Parking Places" Order would be to:-
(a) remove the free two-hour parking place in Streatham Road, the northwest side between Graham Avenue and Manship Road;
(b) shorten the parking place in Streatham Road, the north-west side between Graham Road and Graham Avenue so that it extends from a point 2 metres south-west of a point opposite the common boundary of Nos. 13 and 15 Streatham Road north-eastward to a point 1 metre south-east of a point opposite the south-western kerb-line of Graham Avenue.
NB - The existing footway parking places in Streatham Road, the south side, outside Nos. 7 to 17 Streatham Road, would be re-aligned with no changes to lengths.
7. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of roads to which the Orders relate and details of the various safety and traffic measures can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden.
8. Any person desiring to make representations or to object to the proposed Orders, proposed raised tables, proposed pedestrian crossing or proposed cycle track should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX quoting the reference ES/Streatham/phase1 no later than 27 October 2023.
