Oxford, Multiple Roads, Amendments To Speed Limit

What is happening?

OXFORDSHIRE COUNTY COUNCIL

1. (OXFORD, A4142 AND A423 EASTERN AND SOUTHERN BYPASS AND A4074 SANDFORD ON THAMES BYPASS) (50 MPH SPEED LIMIT) ORDER 20**

2. (KENNINGTON AND SOUTH HINKSEY) (SPEED LIMITS) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order - for road safety reasons as part of the Kennington A423 improvement works - is to reduce speed limits on the A423 Southern & Eastern bypass, and on some of its approaches as follows:

1. Proposed 50mph speed limit in place of the existing 70mph National speed limit:

a. A423 Southern bypass - from its junction with the A34 Hinksey Hill Interchange roundabout, eastwards to (and including) the A4144 Kennington roundabout.

b. A423 Eastern bypass - from the A4144 Kennington roundabout, south-eastwards to the existing 50mph speed limit terminal point at Heyford Hill roundabout.

2. Proposed 50mph speed limit in place of the existing 60mph National speed limit:

a. The A423 Southern bypass westbound slip road (towards Kennington) from its junction with the bypass, southwards for a distance of 50 metres,

b. Old Abingdon Road - from its junction with the A423 Southern bypass, northwards (towards Redbridge) for a distance of 25 metres.

3. Proposed 30mph speed limit in place of the existing 60mph National speed limit:

a. Old Abingdon Road - from a point 25 metres north of its junction with the A423 Southern bypass, north-eastwards to the current city 30mph speed limit terminal at Redbridge.

b. Kennington Road - from its junction with Old Abingdon Road, southwards to the current village 30mph speed limit terminal.

c. The A423 Southern bypass westbound slip road - from the existing 30mph speed limit terminal (Kennington), northwards to a point 50 metres south of its junction with the A423 Southern bypass.

The Oxfordshire County Council (Oxford, A4142 and A423 Eastern and Southern Bypass and A4074 Sandford-on-Thames Bypass) (50 Mph Speed Limit) Order 2019, and the Oxfordshire County Council (Kennington and South Hinksey) (Speed Limits) Order 2020 will be revoked/replaced as necessary.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by 3 November 2023. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
