What is happening?

Essex County Council

(Colchester District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment CCC No.42) Order 2023

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984. The effect of the Order:

1. To introduce 'No Waiting At Any Time' restrictions (double yellow lines) at the High Street North and Mersea Avenue junction and the area on the opposite side of the junction; at the St Peters Road and Mersea Avenue junction; at the St Peters Road and New Captains Road junction and the area on the opposite side of the junction, at the Kingsland Road and Kingsland Beach junction and the area on the opposite side of the junction, at the Kingsland Road and Kingsland Close junction and the area on the opposite side of the junction and the Kingsland Road and Goings Lane junction and the area on the opposite side of the junction.

2. To revoke 'No Waiting 8am to 6pm' (single yellow line) restriction and replace with No Waiting At Any Time' restrictions (double yellow lines) at the High Street North and Firs Chase junction and the area on the opposite side of the junction.

This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by 2019 by replacing map tile numbers TM010 130, TM010 127, TM010 122, TM005 127 and TM010 125 with revision 1.

Date of operation: The Order will come into operation on 23rd October 2023.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(School Road, Langham) (Langham 10k Race) (Special Event) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that Essex County Council in exercise of its powers under Section 16 (A-C) of the Road Traffic Regulation Act 1984 (as amended), has made the above Order to facilitate the Langham 10k Race, Special Event.

Effect of the order: To temporarily close the following length of School Road, Langham in the City of Colchester, from the junction with Moor Road east for approximately 250 metres to the Langham Community Centre entrance. This closure is to facilitate the Langham 10k Race.

Alternative route via: Park Lane, Wick Road, Moor Road and vice versa.

The closures are scheduled to commence on 24 September 2023 for 1 day between the hours of 08:00 to 12:00 (4 hours) where appropriate signs are showing and weather permitting and is required to facilitate the Langham 10k Race.

Marshalls on site will permit access for emergency vehicles and pedestrians throughout the event.

The Order will come into effect on 24 September 2023 and may continue in force for 3 days unless extended by the Secretary of State.

(Brook Street/Stour Street, Manningtree) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close that length of Brook Street, Manningtree in the District of Tendring, from a point approximately 40m south east of its junction with Station Road for a distance of approximately 20m.

2. To temporarily close that length of Stour Street, Manningtree in the District of Tendring, from its junction with Brook Street for a distance of approximately 35m.

The closures are scheduled to commence on 16th October 2023 for 3 days, or where stated on a valid permit (EP003S50-2031A/B). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while Section 50 foul water works are undertaken by Rose Builders Ltd. An alternative route is available via the following routes:

1. Clockwise: Brook Street, High Street and South Street with Access Only on Stour Street.

2. Anti-clockwise: Brook Street, Station Road, Colchester Road and Mill Hill with Access Only on Brook Street south of the closure.

The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Clarendon Way, Colchester) (Temporary Introduction of a Clearway) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in that length of Clarendon Way, Colchester in the City of Colchester, from its junction with Bloyes Mews for a distance of approximately 65m in a westerly direction. "The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time" restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The restriction is scheduled to commence on 16th October 2023 for 4 nights (19:30-05:00), or where stated on a valid permit (EP201EH2350753 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council. The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Ernest Road, Wivenhoe) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Ernest Road, Wivenhoe in the City of Colchester, from its junction with Rectory Road for a distance of approximately 30m in a westerly direction. The closure is scheduled to commence on 20th October 2023 for 1 day, or where stated on a valid permit (BC008PTMS472197A1 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole test works are undertaken by Openreach. An alternative route is available via Rectory Road, Manor Road, Harvey Road, Ernest Road and vice versa.

The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Great Tey Road, Marks Tey) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Great Tey Road, Marks Tey in the City of Colchester, from its junction with A120 for a distance of approximately 230m in a north westerly direction. The closure is scheduled to commence on 16th October 2023 for 3 days, or where stated on a valid permit (KA160LT004-E-MKSTEY - Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct installation works are undertaken by Gigaclear. An alternative route is available via A120, Salmons Lane, East Gores Road, Coggeshall Road, The Street, Brook Road, Great Tey Road and vice versa.

The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Greyhound Hill, Langham) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Greyhound Hill, Langham in the City of Colchester, from its junction with High Street to its junction with Dedham Road a distance of approximately 1245m. The closure is scheduled to commence on 16th October 2023 for 3 days, or where stated on a valid permit (EP201EH2349830 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while drainage replacement and ironworks are undertaken by Essex County Council. An alternative route is available via High Street, Old Mill Road, Dedham Road and vice versa. The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Haven Road, Colchester) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Haven Road, Colchester in the City of Colchester, From its junction with Haven Road Roundabout to its junction with Distillery Lane a distance of approximately 190m. The closure is scheduled to commence on 16th October 2023 for 1 night (21:00-05:00), or where stated on a valid permit (EP02231009493 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cherry picker works are undertaken by Essex County Council.

An alternative route is available via Whitehall Road, Old Heath Road, Wimpole Road, Barrack Street, Maudlyn Road, Hythe Quay and vice versa (with access only into Haven Road). The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Main Road, Wormingford) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Main Road, Wormingford in the City of Colchester, from its junction with Packards Lane for a distance of approximately 1230m in a northerly then north westerly direction. The closure is scheduled to commence on 19th October 2023 for 2 days, or where stated on a valid permit (EP201EH2351093 -Essex). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex. Alternative routes are available via:

1. Main Road, Sandy Hill, Lower Road, Colchester Road, Bridge Street, Church Square, High Street, Sudbury Road, St Edmunds Hill, Bures Road, Kings Hill, Cornard Road, King Street, Market Hill, Gainsborough Street, Gregory Street, Gainsborough Road, Girling Street, Newton Road, Northern Road, Assington Road, Further Street, Nayland Road, Honey Tye, Harpers Hill, Horkesley Hill, Nayland Bypass, The Causeway, Wildeve Avenue, Nayland Road Roundabout, Northern Approach Road, Via Urbis Romanae, Chariot Way Roundabout, North Station Roundabout, Bergholt Road, Braiswick.

2. (Mill Hill, Wormingford) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Hill, Wormingford in the City of Colchester, from a point approximately 90m north west of its junction with Bowdens Lane for a distance of approximately 100m in a north westerly direction. The closure is scheduled to commence on 17th October 2023 for 1 day, or where stated on a valid permit (EP201EH10003776 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while principal inspection works are undertaken by Essex County Council.

An alternative route is available via Mill Hill, Church Road, Main Road, Sandy Hill, Lower Road, Colchester Road, Bridge Street, Church Square, Nayland Road, Clicket Hill, Road from Cricket Hill Via 8600 to Nayland, Smallbridge and vice versa. The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mill Road, Fordham) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Road, Fordham in the City of Colchester, from its junction with Fossetts Lane for a distance of approximately 1020m in a south westerly then south easterly direction. The closure is scheduled to commence on 16th October 2023 for 4 days, or where stated on a valid permit (EP201EH2350716 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Fiddlers Hill, Porters Cottages, Wood Lane, Halstead Road, Fordstreet Hill, Ford Street, Colchester Road, Station Road, Bures Road, Chappel Road, Hall Road, Lower Road, Sandy Hill, Fordham Road, Wormingford Road, Plummers Road, Moat Road, Church Road and vice versa. The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Roundbush Road, Layer Marney) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Roundbush Road, Layer Marney in the City of Colchester, from a point approximately 50m north of its junction with Woodview Road for a distance of approximately 20m in a northerly direction. The closure is scheduled to commence on 16th October 2023 for 2 days, or where stated on a valid permit (AD03059597295 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while meter exchange works are undertaken by Anglian Water.

An alternative route is available via Clears Road, Winters Hill and vice versa (with access only into Stockhouse Road and Roundbush Road).

The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Straight Road/Boxted Road, Boxted) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close that length of Straight Road, Boxted in the City of Colchester, from its junction with Langham Road for a distance of approximately 2335m in a north easterly direction.

2. To temporarily close that length of Boxted Road, Boxted in the City of Colchester, from its junction with Langham Road to its junction with Northern Approach Road a distance of approximately 2320m.

The closures are scheduled to commence on 18th October 2023 for 3 days (will be carried out one at a time), or where stated on a valid permit (EP201EH2349790/790A - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while drainage replacement and ironworks are undertaken by Essex County Council. Alternative routes are available via:

1. Dedham Road, Old Mill Road, High Street, Moor Road, Langham Lane, Langham Road and vice versa.

2. Langham Road, Severalls Lane, Mill Road, Northern Approach Road and vice versa. The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(The Street/Dedham Road, Ardleigh) (Temporary Prohibition of Traffic & Introduction of a Clearway) & (Ardleigh Road/Coggeshall Road, Ardleigh) (Temporary Suspension of weight restriction) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close that length of The Street/Dedham Road, Ardleigh in the District of Tendring, from its junction with Colchester Road for a distance of approximately 360m in a north westerly direction.

2. To temporarily suspend the weight restriction in Coggeshall Road, Ardleigh in the District of Tendring from the junction with Long Road to its junction with Colchester Road as detailed in 'The Essex County Council (Various Roads at Ardleigh, Dedham and Lawford) (Prohibition of Heavy Commercial Vehicles) Order 1989'. for the duration of the above closure only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

3. To temporarily suspend the weight restriction in Ardleigh Road, Ardleigh in the District of Tendring from its junction with Long Road to its junction with Birchwood Road as detailed in 'The Essex County Council (Various Roads at Ardleigh, Dedham and Lawford) (Prohibition of Heavy Commercial Vehicles) Order 1989'. for the duration of the above closure only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

4. To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in the above length of road for the duration of the closure only.

"The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time" restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/suspensions are scheduled to commence on 18th October 2023 for 2 nights (19:30-05:00), or where stated on a valid permit (EP201EH2350941 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/suspensions are required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Harwich Road, Coggeshall Road, The Heath, Castle Hill, Crown Street, Brook Street, High Street, Colchester Road, Grove Hill, Ardleigh Road, Dedham Road and vice versa.

The Order will come into effect on 28th September 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
