What is happening?

THE SURREY COUNTY COUNCIL
White Lane (D446), Titsey BEC Hill Climb
(Temporary Prohibition of Traffic) Order 2023

On 27 September 2023 Surrey County Council made the above-mentioned Temporary Order under Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), for the purpose of holding a relevant event. The effect of the Order is to prohibit all vehicles from entering or proceeding along the entire length of White Lane (D446), Titsey. Such restriction shall also apply in relation to equestrians and to the leading or driving of horses or any other animals.

The Order is required to facilitate a one-day road cycling event known as the “BEC Hill Climb” organised by the BEC Cycling Club.

The Order will come into effect on 8 October 2023 for a period of one day but the prohibitions, which are anticipated to apply from 9am until 6pm, will only be operative while the County Council or an authorised person acting on its behalf displays the relevant traffic signs. The prohibition of traffic specified above will not apply to any pedal cycle or other vehicle being used in connection with the event.

No vehicular access to and from any premises will be affected however controlled access for pedestrians and emergency services will be maintained at all times. Emergency access for organisations responsible for dealing with the loss of supplies of gas electricity water or electronic communications apparatus to premises in the area and for the removal of any obstruction to traffic will also be maintained.

The Council are also satisfied, in accordance with subsection (3) of Section 16A of “the Act”, that the event to which the Order relates cannot be held otherwise than on a road. A copy of the proposed Order together with a plan showing the length of road to which the Order relates and diversion route, may be inspected free of charge at Warlingham Library, Shelton Avenue, Warlingham, Surrey, CR6 9NF, during normal opening hours. Headley Road (C55) Leatherhead, Temporary Prohibition of Traffic Order 2023

On 27 September 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Headley Road (C55) Leatherhead.

Alternative Route: Clay Lane, Church Lane, (B2033) Tot Hill, Leech Lane, Mill Way, Reigate Road, (A24) By-pass Road or this route in reverse.

This Order is required to facilitate pole testing works for, or on behalf of BT Openreach.

These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 10 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.

Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the operatives on site, as will access for pedestrians and cyclists.

Chipstead Lane (C139) Lower Kingswood, Temporary Prohibition of Traffic Order 2023

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Chipstead Lane (C139) Lower Kingswood which extends from its junction with Brighton Road (A217) to 50m Eastwards. Alternative Route – Brighton Road (A217), Black Horse Lane (C137), High Road (C136) and White Hill (C139).

The Order is required to allow Arc Group to carry out construction working, which is anticipated to be completed within 12 days, between 8:00am and 5:00pm, during the 12 month period of operation of this Order which will commence on 16 October 2023.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. No soul access to any property will be affected within the closure. Access for emergency vehicle, pedestrians and cyclists will be maintained at all times.

Lodge Lane (D300) South Holmwood, Temporary Prohibition of Traffic Order 2023 Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Lodge Lane (D300) South Holmwood. This Order is required to facilitate installation of new customer connection works for, or on behalf of BT Openreach.

These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 25 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. There is no alternative route for this closure.

The Street (C57) Betchworth Dorking, Temporary Prohibition of Traffic Order 2023

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of The Street (C57) Betchworth Dorking as extends from its junction with (X8213) Firs Way to its junction with (X123) Home Farm Close.

Alternative Route: The Street, Snowerhill Road, Tapners Road, Bunce Common Road, Shellwood Road, Leigh Road, Middle Street, Brockham Lane, (A25) Reigate Road, Station Road, Old Reigate Road, and The Street, or this route in reverse.

This Order is required to facilitate access to overhead cabling works for, or on behalf of BT Openreach.

These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 28 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.

Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

White Rose Lane (D3708), Working, Temporary Prohibition of Traffic Order 2023

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of White Rose Lane (D3708), Working which extends from its junction with Wendela Close (X5342) to outside of the property known as ‘12 White Rose Lane’.

Alternative Route – Heathside Road (D3709), Park Road (D3710) and Old Working Road (B382).

The Order is required to allow Cappagh to carry out Sewer works which is anticipated to be completed within 1 day, between 7:00am and 5:00pm, during the 12 month period of operation of this Order which will commence on 20 October 2023.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access for emergency vehicles and residents will be maintained with in the closure.

Baxter Avenue (D1264) Redhill, Temporary Prohibition of Traffic Order 2023

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Baxter Avenue (D1264) Redhill which extends from its junction with Fairfax Avenue (D1264) to outside of the property number 7. Alternative Route – Fairfax Avenue (D1264).

The Order is required to allow Thames Water to carry out water works which is anticipated to be completed within 12 days, between 8:00am and 6:00pm, during the 12 month period of operation of this Order which will commence on 23 October 2023.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. No soul access to any property will be affected within the closure. Access for emergency vehicle, pedestrians and cyclists will be maintained at all times.

Church Road (D341) Horley, Temporary Prohibition of Traffic Order (No.2) 2023

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Church Road (D341) Horley as extends from its junction with (D341) Ringley Avenue to its junction with (X9373) Astor Gardens. Alternative Route: Ringley Avenue, Massetts Road, The Avenue, (A23) Brighton Road, and Church Road, or this route in reverse.

This Order is required to facilitate installation of new telegraph pole works for, or on behalf of BT Openreach.

These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 26 October 2023.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Greenfields Road (D572) Horley, Temporary Traffic Management Order 2023

Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) and 14 (7) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily –

(a) prohibit vehicles from entering or proceeding in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.17 and No.19 Greenfields Road; and

b) prohibit vehicles from waiting, loading, and unloading at any time in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.17 and No.19 Greenfields Road

(c) Suspend “The Surrey County Council Meath Green Lane (D334) Horley and Greenfields Road (D572) Horley insofar as it relates to that length of Greenfields
Road (D572) Horley specified in part (a) of this Notice.

(d) Suspend “The Surrey County Council (Various Roads in Reigate and
Banstead) (Revocation and Consolidation of Waiting, Loading and Unloading
Prohibition and Restriction) Order 2013” as amended.

(e) Suspend “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013” as amended. This Order is required to allow installation of modular buildings via mobile crane works, to be carried out by, or on behalf of Nationwide Traffic Solutions within the length of road described in this notice. These works are anticipated to be carried out over 2 days between the hours of 7am and 5pm within the 12 month period of operation of the Temporary Order that commences on 24 October 2023.

Advanced warning signs will be displayed, and the temporary restrictions and the suspensions of the Orders will only operate when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. For subparagraph (a) above: Access for emergency services, pedestrians, and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for residents and businesses and all vehicular traffic will be required to use the signed diversion route.

The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. Alternative Route: Meath Green Lane, Horley Row, Wellington Way, and Kingsley Road, or this route in reverse.

For sub-paragraphs (b) and (c) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Footpath No. 99 (Reigate), Public Path Diversion Order 2023

The above Order, made on 14th September 2023 under section 119 of the Highways Act 1980 and section 53A (2) of the Wildlife and Countryside Act 1981 will if confirmed, divert Footpath No 99 (Reigate) from Point ‘B’ (Grid Ref 529896 154742) in a northerly direction for 21 metres to Point ‘C’ (Grid Ref 529896 154762) then in an easterly direction for 30 metres to point ‘A’ (Grid Ref 529926 154763) as shown on Drawing No. 3/1/37/H85. Total distance B – C – A 51 metres. The footpath to have a width of 2 metres.

Any representations or objections to the Order must be sent in writing to Countryside Access quoting reference DW/AKW/3/1/37 at Surrey County Council, Whitebeam Lodge, Merrow Depot, Merrow Lane, Guildford GU4 7BQ by 30th October 2023.

Please state the grounds on which they are made. If no representations or objections are duly made, or if any so made are withdrawn, Surrey County Council may confirm the Order as an unopposed Order. Any representations not withdrawn will be sent with the Order to the Secretary of State for the Environment, Food and Rural Affairs for confirmation.
