What is happening?

A2 TRUNK ROAD – BEAN AND EBBSFLEET JUNCTION
IMPROVEMENT WORKS
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways Limited has made an Order on the A2 Trunk Road and adjoining roads in the County of Kent, under Sections 14(1)(a) and 14(5)b of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.
The effect of the Order is to authorise:-
1) the 24-hour closure subject to signage, in phased sections, of:-
(a) both carriageways of the A2 between Darenth Interchange
(M25 Junction 2) and Tollgate Interchange (A227);
(b) at Darenth Interchange (M25 Junction 2) -
i) the road connecting to the coast-bound carriageway of the A2 from the clockwise carriageway of the A282;
ii) the road leading to the coast-bound carriageway of the A2
from the roundabout;
iii) the road connecting to the anti-clockwise carriageway of the A282 from the London-bound carriageway of the A2;
iv) The road leading to the roundabout at Darenth Interchange (M25 Junction 2) from the London-bound carriageway of
the A2;
(c) all of the roads leading to and from both carriageways of the A2 at Bean Interchange (A296/B255), including the road connecting the A2 coast-bound exit slip road to the northbound carriageway of the B255, the road connecting the southbound carriageway of the B255 to the A2 London-bound entry slip road, and the A296 merge with the coast-bound carriageway of the A2;
(d) all of the roads leading to and from both carriageways of the A2
at Ebbsfleet Interchange (A2260);
(e) both roundabouts at Ebbsfleet Interchange (A2260);
(f) both carriageways of the road linking the east and west
roundabouts at Ebbsfleet Interchange (A2260);
(g) the road connecting the eastern roundabout at Ebbsfleet
Interchange (A2260) to the northbound carriageway of the B262 at Pepper Hill Interchange (B262);
(h) the roads leading to and from both carriageways of the A2 at
Pepper Hill Interchange (B262);
(i) the road leading from the coast-bound carriageway of the A2 at
Tollgate Interchange (A227); and
(j) the road leading to the London-bound carriageway of the A2 at
Tollgate Interchange (A227);
(k) the following local roads -
i) both carriageways of Bean Lane between the A296
Roundabout and Beacon Drive, including both roundabouts at Bean Interchange (B255);
ii) both carriageways of the B255 between Bean Interchange
north roundabout and Bluewater Parkway roundabout;
iii) the road connecting to the westbound carriageway of
Bluewater Parkway from the north-bound carriageway of the B255;
iv) the road connecting to the southbound carriageway of the
B255 from the east-bound carriageway of Bluewater Parkway;
v) the road connecting to the A296 roundabout from the south-bound carriageway of the B255;
vi) both carriageways of the A296 between St. James Lane/
Darenth Wood roundabout and Bean Lane/Roman Road roundabout;
vii) the eastbound carriageway of the A296 between Bean
Lane/Roman Road roundabout and its merge point with the
coast-bound A2 entry slip;
viii) both carriageways of the A2260 between the west
roundabout at Ebbsfleet Interchange (A2260) and Southfleet
Way/International Way roundabout; and
ix) both carriageways of Ackers Drive between the west
roundabout at Ebbsfleet Interchange (A2260) and the
Spring River access road;
(l) the following cycle tracks -
i) adjacent to the east-bound carriageway of the A296 and
the A2 between St. James Lane/Darenth Wood roundabout
and the traffic signal crossing at Ebbsfleet Junction west
roundabout (A2260);
ii) adjacent to the westbound carriageway of the road linking
east and west roundabouts at Ebbsfleet Interchange (B255);
and
iii) adjacent to the eastbound carriageway of the road linking
east and west roundabouts at Ebbsfleet Interchange (A2260) (from the signalled crossing), the north side of the east roundabout, and the road connecting the
eastern roundabout at Ebbsfleet Interchange (A2260) to the northbound carriageway of the B262 at Pepper Hill Interchange (B262);
(m) all of the side roads at junction with -
i) any local road referenced in 1) k) above; and
ii) the road connecting the eastern roundabout at Ebbsfleet Interchange (A2260) to the northbound carriageway of the
B262 at Pepper Hill Interchange (B262);

(n) the bus stop areas adjacent to and in the road referenced in 1)
k) i) above;
(o) the lay-by adjacent to the eastbound carriageway of the A296
between points 675 metres and 1040 metres east of Bean Lane
roundabout; and
(p) any footway, not classified as a cycle track, adjacent to the
carriageways, connecting roads, and local roads referenced in
1) a) to k) above.
2) the 24-hour imposition of:-
(a) a 50-mph speed restriction on -
i) the coast-bound carriageway of the A2 between the centreline of Hawley Rd underbridge (A225) and the tip of the nosing of the exit slip at Tollgate Interchange (A227); and
ii) the London-bound carriageway of the A2 between the tip
of the nosing of the exit slip at Tollgate Interchange (A227)
and the tip of the nosing of the link to the anti-clockwise
carriageway of the A282 at Darenth Interchange (M25/A282);
iii) the connecting roads referenced in 1) a), b), c), h), i) and j)
above;
iv) the roads leading to and from the coast-bound carriageway
of the A2 at Ebbsfleet Interchange (A2260);
v) the road leading to the London-bound carriageway of the A2
at Ebbsfleet Interchange (A2260) from the Pelican Crossing;
vi) the road leading from the London-bound carriageway of the
A2 at Ebbsfleet Interchange (A2260) to the Pelican crossing;
and
vii) the road connecting the eastern roundabout at Ebbsfleet
Interchange (A2260) to the northbound carriageway of the
B262 at Pepper Hill Interchange (B262) between a point
approximately 110 metres east of the exit from Ebbsfleet east
roundabout and the B262;
(b) a 40-mph speed restriction on -
i) both (east and west) roundabouts at Ebbsfleet Interchange (A2260);
ii) both carriageways of the road connecting the roundabouts
at Ebbsfleet Interchange (A2260);
iii) the northbound carriageway of the A2260 from its exit from
the western roundabout to the existing permanent 50 mph
restriction (a distance of approximately 20 metres);
iv) the southbound carriageway of the A2260 from the existing
permanent national speed restriction to its intersection with the western roundabout (a distance of approximately 15 metres);
v) the road leading from the London-bound carriageway of the
A2 at Ebbsfleet Interchange (A2260) between the Pelican
crossing and its intersection with the west roundabout
(a distance of approximately 25 metres);
vi) the road leading to the London-bound carriageway of the
A2 at Ebbsfleet Interchange (A2260) between its exit from
the west roundabout and the Pelican crossing (a distance of
approximately 45 metres); and
vii) the road connecting the eastern roundabout at Ebbsfleet
Interchange (A2260) to the northbound carriageway of the
B262 at Pepper Hill Interchange (B262), between its exit
from the roundabout and a point approximately 110 metres
east of that exit.
3) the 24-hour imposition of a 2.5 metres lane width restriction in
the outside lane (lane 2 of 2, lane 3 of 3, and lane 4 of 4) of the
carriageways referenced in 2) a) i) - ii) above, and any connecting
roads referenced in 1) b) – j) above.
4) the 24-hour use (as a running carriageway) (and alternatively closure when the adjacent carriageway is closed) of the hard shoulder adjacent to the carriageways referenced in 2) a) i) - ii) above. 
These measures are in the interests of road safety while contractors
undertake all remaining works associated with Bean and Ebbsfleet
junctions improvement.
It is expected that the work will last for approximately 12 months
starting on or after Friday 6th October 2023.
The Order will come into force on 5th October 2023 and have a maximum duration of eighteen months, ceasing when the works are complete.
Traffic affected by the closures will be diverted using other junctions on the A2, and by using the M25/A282, A225, A226, A227, A296, A2260, B225, B262, and the estate roads (in the case of Ackers Drive). The diversion in operation will vary according to the closure in force.
Alternative provision will be given to pedestrians and cyclists wherever possible. Access to properties fronting any road mentioned above will be provided under gated control and escort.
The temporary closures, speed restrictions, lane width restrictions, use/closure of the hard shoulder, and diversion routes will be clearly indicated by traffic signs when they are in operation during the works period.
