What is happening?

Hysbysir Drwy Hyn Bod Cyngor Sir Fynwy, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 
1.  Daeth y Gorchymyn i rym ar 25ain Medi 2023 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Rhagwelwyd i’r gwaith cael ei gwblhau rhwng 25ain Medi 2023 a’r 26ain Medi 2023, gan weithredu rhwng 09:30 a 15:30. 
2.  Roedd angen y Gorchymyn er mwyn caniatáu BT i wneud gwaith mewn modd diogel yn y lleoliad. Cedwir mynediad rhesymol ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol/heolydd ar gau. 
3.  Effaith y Gorchymyn oedd cau dros dro rhan o’r Hen Ffordd, Earlswood, Sir o’r gyffordd gyda Heol Bluebell am ~0.70km mewn cyfeiriad gorllewinol.  4.  Roedd yna lwybr dargyfeirio fel a ganlyn: B4235, R121 Heol Buckwell i Gapel Bedyddwyr Gaerllwyd, R121 Heol Brynbuga i Heol Buckwell, Heol Brynbuga, yr Hen Ffordd ac i’r gwrthwyneb. 
5.  Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro Hen Ffordd, Earlswood, Sir Fynwy, 2023. 
6.  Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.  Dyddiad: 20fed Medi 2023  Mark Hand Pennaeth Creu Lleoedd, Adfywio, Priffyrdd a Llifogydd  Cyngor Sir Fynwy Blwch SP 106 Cil-y-coed Sir Fynwy NP26 9AN 
Monmouthshire County Council Temporary Traffic Regulation Notice Section 14 - Road Traffic Regulation Act 1984  Monmouthshire County Council (Old Road, Earlswood, Monmouthshire)Temporary Traffic Regulation Notice 2023 
Notice Is Hereby Given That Monmouthshire County Council of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Has made an order pursuant to the powers conferred by Section 14(1)(a)of the Road Traffic Regulation Act 1984: 
1.  The Order came into operation on the 25th September 2023 and will continue to be in force for a period not exceeding 18 months or untilthe works which it is proposed to carry out have been completed,whichever is the earlier. It is anticipated that the works will becompleted between 25th September 2023 and 26th September2023, operating between 09:30-15:30. 
2.  The order was necessary for BT works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure. 
3.  The effect of the order was to temporarily close a section of Old Road, Earlswood, Monmouthshire, from its junction with Bluebell Road for~0.70km in a westerly direction. 
4.  A signed diversionary route was in place as follows:- B4235, R121 Buckwell Road to Gaerllwyd Baptist Chapel, R121 Usk Road toBuckwell Road, Usk Road, Old Road and vice versa. 
5.  This order may be cited as the Old Road, Earlswood, Monmouthshire Temporary Traffic Regulation Order 2023 
6.  By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed underSection 14 of the Act shall be guilty of an offence.
