What is happening?
PREMIWM TRETH CYNGOR AR GARTREFI GWAG HIRDYMOR AC AIL GARTREFI
Yng nghyfarfod y Cyngor Llawn ar 5 Medi 2023 cytunodd aelodau etholedig o Gyngor Sir Ddinbych i gynyddu premiwm Treth y Cyngor ar Eiddo Gwag Hirdymor ac Ail Gartrefi fel a ganlyn:-
1. 0 1 Ebrill 2024: codir 100% dros y ffi safonol ar bob cartref gwag hirdymor ac ail gartref yn Sir Ddinbych.
2. O 1 Ebrill 2025: codir 150% dros y ffi safonol ar bob cartref gwag hirdymor ac ail gartref yn Sir Ddinbych.
3. O 1 Ebrill 2024: codir 50% yn ychwanegol dros y cynnydd arfaethedig ar yr holl gartrefi gwag hirdymor sydd wedi bod yn wag am gyfnod parhaus o bum mlynedd neu fwy. Mae hyn yn golygu y bydd y ffi ar gyfer eiddo fel hyn yn 150% dros y ffi safonol o 1 Ebrill 2024, a 200% dros y ffi safonol o 1 Ebrill 2025.
4. Mae unrhyw gyllid ychwanegol sy'n cael ei gynhyrchu'n cael ei ddyrannu ar gyfer cymunedau lleol, cyfleusterau ac i fynd i'r afael a digartrefedd.
Rhoddwyd pwerau i'r Cynghorau yng Nghymru i godi hyd at 300% ychwanegol o Dreth y Cyngor ar berchnogion cartrefl sydd a chartrefi gwag hirdymor ac ail gartrefi. Mae Llywodraeth Cymru wedi cyflwyno'r pwerau newydd hyn i helpu Cynghorau i annog perchnogion cartrefi i beidio a gadael eu heiddo'n wag a heb rywun yn byw ynddynt yn ddiangen am gyfnodau maith er mwyn defnyddio cartrefi gwag hirdymor ac ail gartrefi eto er budd y gymuned a'r economi leol.
Mae cartref gwag hirdymor yn annedd (eiddo domestig wedi'i ddylunio ar gyfer byw ynddo) sy'n parhau'n wag a heb ei ddodrefnu i raddau helaeth am gyfnod parhaus o o leiaf 1 flwyddyn.
Ail gartref yw annedd (eiddo domestig wedi'i ddylunio ar gyfer byw ynddo) sy'n eiddo wedi'i ddodrefnu i raddau helaeth ac nad yw'n unig neu brif breswylfa unigolyn.
Rydym yn croesawu gohebiaeth yn Gymraeg. Ni fydd unrhyw oedi with ymateb i ohebiaeth a dderbyniwyd yn Gymraeg.
COUNCIL TAX PREMIUM ON LONG TERM EMPTY HOMES AND SECOND HOMES
At a meeting of Full Council on 5th September 2023 elected members from Denbighshire County Council agreed to increase the Council Tax premium on Long Term Empty Homes and Second Homes as follows:-
1. From 1st April 2024: all long-term empty homes and second homes in Denbighshire will be charged 100% over the standard charge.
2. From 1st April 2025: all long-term empty homes and second homes in Denbighshire will be charged 150% over the standard charge.
3. From 1st April 2024: all long-term empty homes which have been empty for a continuous period of 5 years or longer will be charged an additional 50% over the proposed increases. This means the charge for these properties will be 150% over the standard charge from 1st April 2024, and 200% over the standard charge from 1st April 2025.
4. Any extra funding generated is allocated for local communities, amenities and to tackle homelessness.
Councils in Wales were given the powers to charge homeowners up to 300% extra Council Tax on long-term empty homes and second homes. Welsh Government has introduced these new powers to help Councils to encourage homeowners to not unnecessarily leave their properties empty and unoccupied for long periods of time and to bring long-term empty and second homes back into use Tor the benefit of the local community and economy.
A long-term empty home is a dwelling (a domestic property designed to be lived in) that remains unoccupied and substantially unfurnished for a continuous period of at least 1 year.
A second home is a dwelling (a domestic property designed to be lived in) that is a substantially furnished property and not a person's sole or main residence.
