Speed Limits Traffic Regulation Order 2023

NOTICE is hereby given that Caerphilly County Borough Council in exercise of their powers under the Road Traffic Regulation Act 1984 and all other enabling powers and after consulting with the Chief Officer of Police have made an order the effect of which is: -

As a result of Welsh Government’s new legislation to change the default speed limit on restricted roads in Wales from 30mph to 20mph on the 17th September 2023, this order will retain 30mph speed limits along the following restricted roads.

Aberbargoed and Bargoed Angel Way Link Road from Commercial Street, Aberbargoed to Morrisons traffic signals (including roundabout and A469 approach arms)
Aberbargoed and Bargoed Angel Way Link Road between Aberbargoed roundabout and Britannia roundabout (including both roundabouts)
Aberbargoed and Bargoed, Cefn Fforest and Pengam A4049 Pengam Road from Britannia roundabout to south of Britannia Terrace

The speed limits are also being amended to 40mph to improve road safety at the following locations.

Aberbargoed and Bargoed, Darren Valley, New Tredegar A469 Bargoed to Brithdir – New 40mph speed limit between the existing 40mph speed limits at Factory Road, Bargoed and Brithdir
Argoed A4048 North of Hollybush – Reduction in length of existing 30mph speed limit and introduction of a new 40mph speed limit buffer
St Cattwg B4254 Gelligaer Road (between Gelligaer and Nelson) – New 40mph speed limit between the existing 30mph speed limit at Gelligaer and the national speed limit to the
east of the Reed Beds.
Nelson, Ystrad Mynach A472 Nelson to Tredomen – New 40mph speed limit between Nelson roundabout (B4255 Caerphilly Road junction) and the existing 30mph speed limit at Tredomen

The Order shall come into operation on 17th September 2023.

A copy of the Order as made, plans showing the parts of the highway affected and a statement of the traffic authority’s reasons for making the Order can be viewed at www.caerphilly.gov.uk/TrafficRegulationsOrders and may also be inspected free of charge by appointment at Caerphilly County Borough Council Legal Services, Penallta House, Tredomen Park, Ystrad Mynach, Hengoed, CF82 7PG between the hours of 09:00 and 17:00 Monday to Friday (excluding bank holidays and public holidays) from 12/09/2023 to 24/10/2023 quoting reference SC/5010726.

If you wish to question the validity of the Order or of any of the provisions in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 on the grounds that any requirement of that Act made under it has not been complied with in relation to the Order you may within six weeks of the date hereof apply to the Court for this purpose.
