CROYDON COUNCIL PROPOSED INTRODUCTION OF ENFORCEABLE RESTRICTED OFF-STREET PARKING AREAS FAIRFIELD HALLS ACCESS ROAD & QUEEN'S QUARTER
The Croydon (Off Street Parking Places) (No.1) Traffic Order 2023
1. NOTICE IS HEREBY GIVEN that Croydon Council on 04 September 2023 made the the above Traffic Order under Sections 32, 35, 124 of, and Parts I to IV of Schedule 9 to the Road Traffic Regulation Act, 1984 as amended and all other enabling powers.
2. The general effect of the Order would be:
(a) To designate the areas described In the Schedule to this Notice as 24-hour enforceable restricted off-street parking areas, where parking is either limited to certain users' vehicles, where specified, or completely restricted.
(b) Vehicles that are parked within a restricted off-street parking area would be liable to receive a Penalty Charge Notice.
3. Copies of the Order, which will come into operation on 11 September 2023, can be inspected from 9am to 4pm, on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made, at the Enquiry Counter, "Access Croydon" Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1EA.
4. Copies of the Order may be obtained from the Order Making Section, Parking Design, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1EA or via email from Darking.desian@crovdon.gov.uk.
5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE
Restricted Off-Street Parking Area | Description of location |
Fairfield Halls Access Road Restricted Off-Street Parking Area | The access road between Barclay Road and Fairfield Halls Underground Car Park, bounded to the east by Croydon Magistrates' Court and to the west by the Fairfield Halls. |
Queen's Quarter Restricted Off-Street Parking Area (Access formaintenance and refuse collection vehicles only) | The area comprising the former Taberner House development (Bloom House, Malcolm Wicks House, Chorus Apartments and The Fold, Croydon) and Queen's Gardens, bounded to the north by Katharine Street, to the west by Fell Road, to the east by Park Lane and to the south by Croydon Flyover. |
1. Croydon Council HEREBY GIVE NOTICE that to facilitate gas connection works, they have made an Order the effect of which will be to temporarily prohibit traffic in Beech Road and Pollards Hill North, Norbury.
2. Whilst the said works are taking place:
a) Pollards Hill North will be closed between its junction with Beech Road and the common boundary of Nos. 65 and 67 Pollards Hill North from 11 to 22 September 2023.
b) Beech Road will be closed between its junctions with Beatrice Avenue and Pollards Hill North from 25 September to 04 October 2023.
3. During the works the alternative route for traffic affected by the closure of Pollards Hill North will be via Beech Road, Norbury Court Road, Pollards Wood Road, Pollards Hill North and vice versa. The alternative routes for traffic affected by the closure of Beech Road will be via Pollards Hill North, London Road, Beatrice Avenue and vice versa, or via Norbury Court Road, Pollards Wood Road and Pollards Hill North as appropriately sign posted.
4. The Order will come into operation on the 11 September 2023, and it is anticipated that the work will be carried out as detailed above. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
5. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.
6. These restrictions shall not apply in respect of:
(a) any vehicle being used for fire brigade, ambulance, or police purposes.
(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
(c) any vehicle used to carry out the said works.

ROAD TRAFFIC REGULATION ACT. 1984. SECTION 14 AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
ROLLESTON ROAD. SOUTH CROYDON NOTICE OF TEMPORARY RESTRICTION OF TRAFFIC
1. Croydon Council HEREBY GIVES NOTICE that to facilitate main sewer patch repair works on behalf of Thames Water they have made an Order the effect of which would be to temporarily restrict traffic in Rolleston Road.
2. Whilst the said works are taking place:
a) Rolleston Road will be closed at its junction with Sanderstead Road.
b) One-way working in Bynes Road between its junction with Rolleston Road and its junction with Brighton Road will be suspended to allow two-way traffic.
3. During the closure the diversion route for vehicular traffic will be via Rolleston Road, Bynes Road, Brighton Road, Sanderstead Road and reversed, as appropriately sign-posted.
4. The Order will come into operation on 10 September 2023 and it is anticipated that the work will be carried out within approximately one day. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
5. The restrictions shall not apply in respect of:
(a) any vehicle involved in carrying out the said works.
(b) any vehicle being used for fire brigade, ambulance or police purposes.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

SANDERSTEAD ROAD. SOUTH CROYDON
TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate railway bridge chevron installation works, they have made an Order the effect of which would be to temporarily restrict vehicular traffic movements in Sanderstead Road, South Croydon.
2. Whilst the said works are taking place, Sanderstead Road will be closed either side of the railway bridge, between the north-western boundary of Vantage Point, No. 174 Sanderstead Road, and the common boundary of Nos. 203 and 205 Sanderstead Road.
3. During the closure the alternative route for diverted traffic will be via Sanderstead Road, Brighton Road, Selsdon Road, Upper Selsdon Road, Addington Road, Sanderstead Hill and reversed, as appropriately signposted. Access for residents will be maintained.
4. The restriction shall not apply in respect of:
(a) any vehicle involved in carrying out the said work.
(b) any vehicle being used for fire brigade, ambulance, or police purposes.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
5. The Order will come into operation on 13 September 2023 and it is anticipated that the work will be carried out over two nights between 10pm and 5am. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The restriction will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.

THE BRIDLE ROAD. PURLEY
TEMPORARY PROHIBITION OF TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate gas connection works by SGN, they have made an Order the effect of which would be to temporarily prohibit traffic movements in The Bridle Road, Purley.
2. Whilst the said works are taking place The Bridle Road will be closed at its junction with Foxley Lane.
3. During the closure the diversion routes for vehicular traffic will be via Foxley Lane, Peaks Hill Rise, Peaks Hill and Plough Lane and reversed, or via Foxley Lane, Plough Lane and vice versa, as appropriately signed. Residents' access will be maintained.
4. The Order will come into operation on 08 September 2023, and it is anticipated that the works will be completed on 22 September 2023. However, the Order will remain in force for 18 months to be reintroduced should further works be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.
5. These restrictions shall not apply in respect of:
(a) any vehicle involved in carrying out the said works.
(b) any vehicle being used for fire brigade, ambulance, or police purposes.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

BANSTEAD ROAD. PURLEY TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate works to install a new gas main by SGN, they intend to make an Order the effect of which will be to temporarily prohibit traffic in Banstead Road, Purley.
2. Whilst the said works are taking place Banstead Road will be closed in two phases as detailed in the Schedule to this Notice.
3. Whilst the closure is in force, the diversion route for traffic will be via Purley Way, Croydon Road, Manor Road, Woodcote Road, as appropriately sign-posted.
4. The Order will come into operation on 23 September 2023, and it is anticipated that the works will be completed on 01 October 2023. However, the Order will remain in force for 18 months to be reintroduced should further works be required.
5. These restrictions shall not apply in respect of:
(a) any vehicle involved in carrying out the said works.
(b) any vehicle being used for fire brigade, ambulance, or police purposes.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

MERSHAM ROAD. THORNTON HEATH
TEMPORARY PROHIBITION OF PARKING
1. Croydon Council HEREBY GIVE NOTICE that to facilitate Openreach works to an underground structure, they intend to make an Order the effect of which would be to temporarily prohibit parking in Mersham Road, Thornton Heath.
2. Whilst the said works are taking place, parking will be suspended on both sides of Mersham Road outside Nos. 121 to 143 and waiting and loading restrictions will apply at any time.
3. The Order will come into operation on 26 September 2023, and it is anticipated that the works will be completed on 29 September 2023. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.
4. The restrictions shall not apply in respect of:
(a) any vehicle being used for fire brigade, ambulance, or police purposes.
(b) any vehicle being used to carry out the said works.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
1. Croydon Council HEREBY GIVE NOTICE that to facilitate joint box installation works, they intend to make an Order the effect of which would be to temporarily restrict vehicular traffic movements in Price Road, Croydon.
2. Whilst the said works are taking place, the carriageway will be closed outside No. 5 Price Road.
3. During the closure the alternative route for diverted traffic will be via Violet Lane, Denning Avenue, Hillside Road and vice versa. Access for residents will be maintained by Traffic Management Officers on site.
4. The restriction shall not apply in respect of:
(a) any vehicle involved in carrying out the said work.
(b) any vehicle being used for fire brigade, ambulance, or police purposes.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
5. The Order will come into operation on 28 September 2023, and it is anticipated that the work will be carried out in one day. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The restriction will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.
