RHONDDA CYNON TAFF COUNTY BOROUGH COUNCIL
(VARIOUS STREETS AND ROADS IN RHONDDA CYNON TAFF)
(REVOCATION, VARIATION AND SPEED LIMIT) ORDER 2023

NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council have made an Order under Section 1, 2, 4, 82, 83 and 84 of the Road Traffic Regulation Act 1984 (“the Act”), the Traffic Management Act 2004 and of all other enabling powers, the effect of which will be to:

1. To Revoke the Traffic Regulation Orders specified in Part 1 of Schedules 1, 2, 3, 4, 5, 6 and 8
2. To Vary the Traffic Regulation Orders specified in Part 2 of Schedules 1, 2, 3, 4, 5, 6 and 7
3. To introduce a 20mph speed limit on the roads specified in Part 3 of Schedules 1, 2 and 3
4. To introduce a 30mph speed limit on the roads specified in Part 3 of Schedules 4, 5 and 6
5. To introduce a 40mph speed limit on the roads specified in Part 3 of Schedule 7

The above proposals are necessary as part of the implementation of “The Restricted Roads (20mph Speed Limit) (Wales) Order 2022”, which comes into force on 17th September 2023.

Any road or part of a road specified to remain a 30mph Speed Limit is to be considered an exception to “The Restricted Roads (20mph Speed Limit) (Wales) Order 2022”

An exemption will be permitted for military and emergency vehicles only
The Order will come into operation 17th September 2023

Any person wishing to question the validity of the Order or of any provision contained in it on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act, 1984 or on the grounds that any requirement of that Act or of any instrument made under it had not been complied with in relation to the Order, may within six weeks from 17th September 2023 apply to the High Court for this purpose

1. That length of Park Road, Abercynon from its junction with Quartermile Bridge south eastwards to the entrance to the Abercynon Sports Centre, a distance of approximately 500 metres.

2. The Cwmbach Industrial Estate Road, Cwmbach north of the roundabout for its entire length (that runs parallel to Canal Road) including the three small exit and entrance roads. The length of this road is approximately 500 metres.

3. The Industrial Estate Road, Cwmbach south of the roundabout for its entire length (that runs parallel to A4059 Canal Road) including its access road. The length of this road is approximately 233 metres.

1. That section of the A473 Talbot Green Bypass from a point 55 metres north east of Rhiwsaeson roundabout, south westwards to a point 50 metres southwest of the roundabout to include the roundabout carriageway, a distance of approximately 150 metres

2. That section of Nant-y-Gwyddon Road B4223, Llwynypia, from its junction with the A4058 (Salem Terrace) northwards to be in line wit h the end Glyncornell Close a distance of approximately 384 metres Penrhys – Penrhys Road B4512

3. That section of Penrhys Road B4512 from ‘Our Lady of Penrhys’ roundabout in a westerly direction (down the hill) to the unnamed road / track that leads to Tyntyle Bungalow for a distance of approximately 578 metres Porth – Trehafod By-Pass / Coedcae Road at Heritage Park

4. That section of Coedcae Road (Route A4058) Trehafod, from its eastern side junction with Britannia Bridge eastwards to its junction with Trehafod By–Pass, including the roundabout carriageway, a distance of approximately 110 metres.
