What is happening?
KIRKLEES COUNCIL
(TRAFFIC REGULATION) (NO. 23) ORDER 2022
BLACKMOORFOOT ROAD, DRYCLOUGH AVENUE, DRYCLOUGH ROAD, FOSTER AVENUE, TOM LANE, CROSLAND MOOR, HUDDERSFIELD
The Council of the Borough of Kirklees has made the above Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects lengths of road in the Huddersfield area of the Kirklees district, will be to:
(i) Prohibit the waiting at any time on the following lengths of road:-
1. Blackmoorfoot Road, Crosland Moor, Huddersfield
a) North-west side from the extended south-eastern junction of Tom Lane for a distance of 52 metres in a south-westerly direction
b) North-west side from the extended north-eastern junction of Gramfield Road for a distance of 54 metres in a north-easterly direction
c) South-east side from its junction with Dryclough Road to its junction with William Horsfall Street
d) South-east side from the extended north-eastern junction with Dryclough Road for a distance of 47 metres in a north-easterly direction
e) North-west side from its junction with Tom Lane to its junction with Gramfield Road
2. Dryclough Avenue, Crosland Moor, Huddersfield Both sides from its junction with Dryclough Road for a distance of 11 metres in a south-westerly direction
3. Dryclough Road, Crosland Moor, Huddersfield
a) North-east side from the extended north-eastern junction of Blackmoorfoot Road for a distance of 17 metres in a south-easterly direction
b) South-west side from the extended south-western junction of Blackmoorfoot Road for a distance of 26 metres in a south-easterly direction
c) South-west side from the extended south-eastern junction of Dryclough Avenue for a distance of 41 metres in a south-easterly direction
d) South-west side from the extended north-western junction of Dryclough Avenue for a distance of 12 metres in a north-westerly direction
e) South-west side from its junction with Foster Avenue for a distance of 11 metres in a north-westerly direction
f) South-west side from its junction with Foster Avenue for a distance of 11 metres in a south-easterly direction
4. Foster Avenue, Crosland Moor, Huddersfield Both sides from its junction with Dryclough Road for a distance of 11 metres in a south-westerly direction
5. Tom Lane, Crosland Moor, Huddersfield
a) North side from its junction with Blackmoorfoot Road for a distance of 25 metres in a westerly direction
b) South side from its junction with Blackmoorfoot Road for a distance of 34 metres in a westerly direction
(ii) Prohibit the waiting, loading and unloading of vehicles during the times and days specified on the following lengths of road marked with “School Keep Clear” markings:-
1. Dryclough Road, Crosland Moor, Huddersfield North-east side from a point 30 metres south-east of its extended southeastern junction with Wellfield Bank for a distance of 31 metres in a southeasterly direction Monday to Friday, between 8:00am to 9:30am and 14:30pm to 16:00pm, on entrance markings
(iii) Revoke items in the Kirklees Council (Traffic Regulation) (Huddersfield Area) (Consolidation) Order 2017, which will be redundant when certain parts of the restrictions referred to above are introduced.
This Order was made on 29 August 2023 and will take effect on 08 September 2023.

Any person wishing to challenge the Order on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 or that any requirements of that, or of any instrument made under it, have not been complied with may apply to the High Court within six weeks following 08 September 2023.
