The Newham (Canning Town) (Industrial Parking Zone) Experimental Traffic Order 2023

BIDDER STREET, IVES ROAD, STEPHENSON STREET and WHARF ROAD E16

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 4 September 2023 made the above-mentioned Order under Section 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to introduce an Industrial Parking Zone (IPZ) in to the streets specified below in Canning Town. The IPZ will operate from 8am to 6.30pm on Monday to Saturday inclusive (referred to below as "the operational hours") and the provisions in the IPZ will include:

  • ‘Shared use’ parking places (permit holders (ICT) and "pay by phone" short-stay parking) in Bidder Street, Ives Road, Stephenson Street and Wharf Street;

Vehicles will be able to park in the above-mentioned roads during the operational hours without time limit if they have a valid Canning Town IPZ permit or a Business permit. Businesses can choose which permit type they need. Canning Town IPZ permits are only valid in Canning Town IPZ. Business permits are valid in permit holder only bays and ‘shared use’ bays within all IPZs and residential parking zones (RPZs).

Permits will be available to all business users and their staff within the IPZ. The permit charges are based upon CO2 emissions and the charges for both types of permit are shown below:

Vehicles without a valid permit may be left during the operational hours for a maximum period of 4 hours (no return within 1 hour). The parking charges are based upon CO2 emissions and the charges are shown below;

  • Waiting restrictions in Bidder Street, Ives Road, Stephenson Street and Wharf Street, operating ‘at any time’.

3. The Order will suspend, for the duration of the Order, the provisions of the Newham (Waiting and Loading Restriction) 2011, as amended, insofar as it relates to Bidder Street, Ives Road, Stephenson Street and Wharf Street.

4. The Order, which will come into force on 18 September 2023, and other documents giving more detailed particulars of the Order are available for inspection by appointment during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk until such time as the Order ceases to have effect.

5. Further information may be obtained by telephoning 020 3373 4282 or by emailing Bidderstreetimprovements@newham.gov.uk.

6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.

7. If the provisions of the Order continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of an Order or Orders under Section 6 of the said Act of 1984.

8. Within a period of six months –

(a) beginning with the day on which the experimental Order came into force; or

(b) if the Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force

any person may object to the making of an Order for the purpose of such indefinite continuation.

9. All objections and other representations relating to the continuation of the Order must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Transportation & Parking, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email, quoting the Order title, to: traffic.orders@newham.gov.uk

10. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
