What is happening?

LOCAL GOVERNMENT ACT 1972 SECTION 123 (1) AND (2A)
NOTICE OF INTENDED DISPOSAL OF OPEN SPACE LAND

Notice is hereby given that the Council of the City of Coventry, in exercise of their powers under section 123 of the Local Government Act 1972 (as amended) intends to grant a lease of open space land of the following land for a term of 10 years: Playing field at Land at rear of Owenford Road Radford Coventry Copies of the plan may be inspected free of charge at the following locations: Reception Desk, Council House, Earl Street, Coventry, CV1 5RR during normal office hours.

TEMPORARY TRAFFIC ARRANGEMENTS
CITY OF COVENTRY (COVENTRY’S BIG HISTORIC BIKE RIDE) 2023

Coventry City Council (“the Council”), under Section 16A of the Road Traffic Regulation Act 1984, has made a temporary Order to enable Coventry’s Big Historic Bike Ride (“the Event”) to take place safely.

The Order will be in effect from 07:00 hours until 18:00 hours on Sunday 10th September 2023.

The effect of the Order will be to prohibit all vehicles from:-

(a) entering or proceeding along the lengths of roads specified in the Schedule below and/or
(b) waiting, loading/unloading, or proceeding on the roads or lengths of roads listed in the Schedule below

The Order would also have the following effects which may apply on site when deemed necessary:

(a) Taxi rank on Greyfriars Lane will be suspended To such extent and at such time as indicated by event marshals and prescribed traffic signs on site. Permits will be provided to those requiring access to Cuckoo Lane, Priory Row, St Michael’s Avenue via local access route along Priory Street and Bayley Lane.

Diversion(s) for vehicular traffic will be as signed on site. Any person requiring further information in connection with this order should contact Coventry City Council Traffic Management on 07535 656389.

Any vehicle waiting in contravention of the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Exemptions to the Order will be provided for:

(c) anything done with the permission or at the direction of a police constable in uniform or an accredited event marshal;

(d) emergency service vehicles, local authority vehicles and statutory undertaker vehicles when necessary at the time of an emergency for that vehicle to have access to part of a street under restriction imposed by the Order;

(e) any vehicle being used in connection with the Event displaying the relevant photographic identification.

The Schedule
PUMA WAY (entire length), SWIFT ROAD (entire length), CHEETAH ROAD (entire length), DEASY ROAD (entire length in a western direction only), MILE LANE (in both directions between its junction with Puma Way and Ring Road Junction 5 roundabout) (Local access to Ibis hotel car park maintained via stop and go), QUARRYFIELD LANE (in both directions between London Road and South of Cemetery.) (Local access to frontages on Quarryfield Lane maintained), JORDAN WELL (entire length), PEPPER LANE (entire length), ST JOHN’S STREET (between Police Station Access Road and its junction with Much Park Street), GREYFRIARS LANE (entire length), ST GEORGES ROAD (closed in a southern direction between its junctions with Humber Avenue and Terry Road), HUMBER AVENUE (between St Georges’ Road and Gosford Park Primary School), CUCKOO LANE (entire length), BAYLEY LANE (entire length), LITTLE PARK STREET (entire length), SALT LANE (entire length), HAY LANE (entire length), EARL STREET (entire length), MUCH PARK STREET (entire length) PRIORY STREET (between its junctions with Fairfax Street and Bayley Lane)

PROPOSED TRAFFIC ORDER

Coventry City Council (“the Council”), under the Road Traffic Regulation Act 1984 (as amended), propose to make the following Order:-

City of Coventry (Citywide) (Permitted Parking Area and Special Parking Area) (Designation, Waiting Restrictions, Loading Restrictions, Loading Areas and Street Parking Places) Consolidation Order 2016 – (Variation 12) Order 2023

The Order proposes to implement the following:-

A number of road safety concerns have been raised by local residents with regard to problems caused by parking. The problem parking causing obstruction or at junctions reducing visibility of and for exiting vehicles. It is proposed to install waiting restrictions at these locations to prevent parking and improve road safety.

In addition, changes are proposed to waiting restrictions, such as adjustments to length of restriction, or new proposals due to traffic management schemes or new developments. These proposals are to improve traffic management and road safety.

As part of the low carbon agenda relating to transport the Council has installed many on street residential charge points across the city. There are advisory parking bays located alongside the charge points. It is proposed to install a restriction on some of these advisory bays to permit their use by Electric Vehicles only, whilst charging/topping up batteries, 8am - 10pm (7 days a week).

Also, following reviews it has been shown that there are some inconsistencies between Orders and restrictions indicated on the ground and these anomalies are being resolved by remaking the Orders

It is proposed to extend two existing residents’ parking schemes:

• Zone C3 – Queen Isabel’s Avenue (extension of existing scheme)
• Zone EW1 – Crabmill Lane (extension of existing scheme)

The effect of the proposed Order is to add to, vary or amend the waiting restrictions on certain lengths of the following roads

Albany Rd, Barlow Rd, Beech Tree Ave, Bennett’s Rd South, Blenheim Ave, Brighton St, Briscoe Rd, Chaceley Cl, Calder Cl, Cecily Rd, Clovelly Rd, Cobden St, Collett Walk, Coundon Rd, Court Leet Rd, Crabmill La, Crosbie Rd, Croydon Cl, Dallington Rd, Delhi Ave, Denbigh Rd, Dillotford Ave, Dingle Cl, Durbar Ave, Dutton Rd, Eastern Green Rd, Farcroft Ave, Fenside Ave, Finbarr Cl, Firedrake Croft, Forfield Rd, Frank Pledge Rd, Gardenia Dr, Gaveston Rd, Gorseway, Gospel Oak Rd, Grangemouth Rd, Green La, Greendale Rd, Harnall La East, Hawksworth Dr, Headington Ave, Heath Cresc, Heybrook Cl, Heyford Cl, Holborn Ave, Hen La, Henley Rd, Holbrook La, Hornbeam Dr, Jacquard Cl, Kanzan Rd, Kingsbury Rd, Locke Cl, Lollard Croft, Lutterworth Rd, Malam Cl, Manor House Dr, Marshbrook Cl, Montalt Rd, Narberth Way, Neal Crt, New Rd, Newington Cl, Nutbrook Ave Oldfield Rd, Pandora Rd, Parkgate Rd, Parkland Cl, Parkside, Parry Rd, Penruddock Dr, Queen Isabel’s Ave, Randle St, Redcar Rd, Regency Dr, Remembrance Rd, Rex Cl, Robert Wright Dri, Rodway Dri, Rookery La, Rowington Cl, Ruskin Cl, Sandford Cl, Seneschal Rd, Shaftesbury Rd, Stanier Ave, Sutton Ave, Swallow Rd, Tarlington Rd, Tamworth Rd, The Scotchill, Tile Hill La, Tomson Ave, Troutbeck Rd, Tudor Ave, Upper Spon St, Valley Rd, Villa Rd, Wheler Rd, Wildcroft Rd, William Bristow Rd, Woodside Ave, Worsdell Cl, Wright Street, Wycliffe Rd West, Wykeley Rd in response to road safety concerns, traffic management schemes and new developments.

Waveley Road, Fenton Road to install restrictions on existing advisory Electric Vehicle charging bays.

Coventry St, Coundon Rd, Hartlepool Rd, Lythalls La, Millhouse Crt, Red La, Stretton Ave to resolve some inconsistencies between Orders and restrictions indicated on the ground.

A copy of this Notice, the draft Order, plans and Statement of Reasons for proposing to make the Order may be inspected on the Council’s website at www.coventry.gov.uk/tro and at Council House Reception, Earl Street, Coventry CV1 5RR during normal office hours. Any objections to the making of the Order should be forwarded in writing to Mr R Parkes, Place Team, Legal Services, PO Box 15, Council House, Coventry CV1 5RR, or via email to ‘rob.parkes@coventry.gov.uk’. Any objection must state the grounds on which it is made and must be forwarded by no later than 28th September 2023.

TEMPORARY PARKING AND TRAFFIC ARRANGEMENTS FRANCIS STREET, COVENTRY

Coventry City Council, under the Road Traffic Regulation Act 1984, (as amended), intends to make a temporary Order, the effect of the Order would be to prohibit vehicles from waiting, loading or unloading, entering, proceeding along Francis Street for its entire length.

The Order would come into effect from 07.00 hours on Friday 15th September 2023 and is required for pot hole repairs and associated works to take place safely.

The maximum duration of the Order is eighteen (18) months or until the said works are completed, whichever is earlier. It is expected that the works would be completed by 18th September 2023

The specific closure times will apply as the signage indicates on site.

Exemptions would be provided for:
(a) anything done with the permission or at the direction of a police constable in uniform or civil enforcement officer in uniform;

(b) emergency service vehicles, local authority vehicles and statutory undertaker vehicles at the time of an emergency for that vehicle to have access to part of a street under restriction imposed by the Order;

(c) any vehicle being used in connection with the execution of the said works

(d) persons requiring reasonable vehicular access or egress to properties on Francis Street.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

TEMPORARY TRAFFIC ARRANGEMENTS SHAFTESBURY ROAD, COVENTRY

Coventry City Council, under the Road Traffic Regulation Act 1984, (as amended), intends to make a temporary Order, the effect of the Order would be to prohibit vehicles from waiting, loading or unloading, entering or proceeding on Shaftesbury Road between its junctions with Radcliffe Road and St Andrews Road.

The Order would come into effect from 8.00 Wednesday 20th September 2023 is required to enable water network utility works to take place safely.

The maximum duration of the Order is eighteen (18) months or until the said works are completed, whichever is earlier. It is expected that the works would be completed by 18.00 Tuesday 10th October 2023.

Exemptions would be provided for:

(a) anything done with the permission or at the direction of a police constable in uniform or civil enforcement officer in uniform;

(b) emergency service vehicles, local authority vehicles and statutory undertaker vehicles at the time of an emergency for that vehicle to have access to part of a street under restriction imposed by the Order;

(c) any vehicle being used in connection with the execution of the said works;

(d) local vehicular access to the closed section Shaftesbury Road.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

TEMPORARY TRAFFIC ARRANGEMENTS RINGWAY ST JOHNS, COVENTRY

Coventry City Council, under the Road Traffic Regulation Act 1984, (as amended), intends to make a temporary Order, the effect of the Order would be to prohibit vehicles from waiting, loading or unloading, entering, proceeding along Ringway St Johns along its entire length.

The Order would come into effect from 19.00 hours on Monday 18th September 2023 and is required for maintenance of all Ring Road Variable Message Signs (VMS) to take place safely.

The maximum duration of the Order is eighteen (18) months or until the said works are completed, whichever is earlier. It is expected that the works would be completed by 06.00 hours on Friday 22nd September 2023.

The specific closure times will apply as the signage indicates on site.

Exemptions would be provided for:

(a) anything done with the permission or at the direction of a police constable in uniform or civil enforcement officer in uniform;

(b) emergency service vehicles, local authority vehicles and statutory undertaker vehicles at the time of an emergency for that vehicle to have access to part of a street under restriction imposed by the Order;

(c) any vehicle being used in connection with the execution of the said works

(d) local vehicular access to Ringway St Johns.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
