THE SURREY COUNTY COUNCIL

Clay Lane (D381) South Nutfield Temporary Prohibition of Traffic Order 2023
On 06 September 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Clay Lane (D381) South Nutfield. Alternative Route: Bower Hill Lane and Hogtrough Lane or this route in reverse. This Order is required to facilitate telecom testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 19 September 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the operatives on site, as will access for pedestrians and cyclists.

South Street (A25) Dorking Temporary Prohibition of Traffic Order (No.2) 2023
On 06 September 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of South Street (A25) Dorking as extends from its junction with (D2839) Junction Road to its junction with (X2848) Norfolk Road. Alternative Route: (A25) High Street, (A25) Reigate Road, (A24) Deepdene Avenue, (A2003) Flint Hill, (A2003) Horsham Road, and (A25) South Street. This Order is required to facilitate sewer cover replacement works for, or on behalf of Thames Water. These works are anticipated to be carried out over 1 night between the hours of 7pm and 11pm, during the 12-month period of operation of this Temporary Order that commences on 18 September 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians. All other traffic will be required to follow the diversion route.

Brighton Road (A217) Burgh Heath Temporary Speed Limit Order 2023
On 06 September 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be; a) to prohibit vehicles from driving or proceeding at a speed greater than 30 MPH in that length of; (a) Brighton Road (A217) Burgh Heath as extends from its junction with (D1106) Shelvers Way and for a distance of 254 metres in a northerly direction and; (b) Brighton Road (A217) Burgh Heath as extends from its junction with (C135) Waterhouse Lane and for a distance of 312 metres in a southerly direction and; c) Suspend “The Borough of Reigate and Banstead (A217 Brighton Road, Burgh Heath/Lower Kingswood) (40m.p.h Speed Limit) Order 1996” and/or any Speed Limit Order made or having effect as if made under Sections 82, 83 and/or 84 of the Act insofar as affects that length of Brighton Road (A217) Burgh Heath. This Temporary Traffic Order is required to facilitate refurbishment on signal traffic works and/or any other associated works to be carried out by, or on behalf of Surrey County Council. These works are anticipated to be carried out over 10 days and completed as soon as possible, within the 18-month period of operation of this Temporary Traffic Order which commences on 18 September 2023. Advanced warning signs will be displayed and the temporary speed limit which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. 
The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

(Various Roads in the Borough of Reigate and Banstead and the District of Mole Valley) Run Reigate Event (Temporary Traffic Measures) Order 2023
On 6 September 2023 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), which will take effect on 17 September 2023 for one day only, the effect of which will be to prohibit all vehicles from entering or proceeding along the lengths of roads specified in the Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals. The Order is required to facilitate the holding of 4 on-road running events namely the Run Reigate Half Marathon, 10K Race, 5K Race and Kids Race. The restrictions specified above will not apply to such vehicles being used in connection with the said event, or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic. No exemption will apply for disabled persons’ vehicles and all parking places in the lengths of road specified in the Schedule below will be suspended.
The prohibitions herein will only be operative while the relevant traffic signs are displayed. The Council are satisfied that, in order to avoid danger to persons or other traffic using the road to which this Order relates, or for preventing the likelihood of any such danger arising, or for facilitating the passage of vehicular traffic on the road, vehicular access to premises situated in the roads specified in the Schedule to this Notice, or accessible only therefrom, may be restricted, save for emergency access as indicated above. Access for pedestrians will be unaffected. It is anticipated that the temporary closures will take effect from 8am until 2pm, though roads will re-open when it is safe and practical to do so. The Council are also satisfied, in accordance with subsection (3) of Section 16A of the Act, that the event to which the Order relates cannot be held otherwise than on a road. Alternative routes will be signed and access to Westvale Park will be maintained by suspending the prohibition of turn/entry to and from Webber Street from Meath Green Lane at its northernmost junction, imposed by The Meath Green Lane (D334) and Webber Street Horley (Prohibition of Turn and Entry and Revocation) Order 2022.

Mill Lane (D426), Hurst Green Temporary Prohibition of Traffic Order 2023
On 6 September 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Mill Lane (D426), Hurst Green which extends from its junction with Hurst Green Road (D424) to its junction with Wire Walk (T10075), a distance of 486m.
Alternative Route – Hurst Green Road (D424), Holland Road (D424) and Warren Lane (D426) or the same route in reverse.
The Order is required cabling works to be carried out by or on behalf of for BT Openreach within the length of road described in this notice. These works are anticipated to be completed within 5 days, during the 12-month period of operation of this Order which will commence on 11 September 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. 
Access for emergency vehicles and residents will be maintained with in the closure.

Godstone Hill (B2235), Godstone, Tandridge Temporary Prohibition of Traffic Order 2023
On 6 September 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Godstone Hill (B2235), Godstone, Tandridge which extends from its junction with Oxted Road (A25) to its junction with Godstone interchange (A22) a distance of 600m.
The effect of this order will be suspending the B2235 Godstone Hill Godstone Temporary Prohibitiopn of Traffic Order 2023 from ‘’No.1 Tyler’s Green Cottages’’, to the north-eastern property boundary of “No.2 Tyler’s Green Cottages’’.
Alternative Route – From North of closure: Godstone interchange (A22), Godstone Bypass (A22) and Oxted Road (A25).
From South of closure: Oxted Road (A25) and Godstone Bypass (A22).
The Order is required to allow Surrey County Council to carry out carriageway resurfacing, which is anticipated to be completed within 7 nights, during the 18-month period of operation of this Order which will commence on 14 September 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access for emergency vehicles and residents will be maintained with in the closure.

Various Roads in Abinger, Holmbury St Mary and Okewood Hill Temporary Prohibition of Traffic Order 2023
On 6 September 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate installation of signs, vegetation works and/or other highways improvement/safety works, which is anticipated to be completed over four weeks, as soon as possible within the 18 month period of operation of this Order which will commence on 8 September 2023. Advanced warning signs will be displayed and the temporary closures will only operate when the relevant traffic signs are displayed. Due to the nature of the works, vehicular access to premises within the affected length of road, including access by emergency service vehicles to these properties may be restricted. Access for pedestrians and cyclists will be maintained at all times. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. N/B: There are no programmed dates for these works yet and will be confirmed by advanced notification/advanced warning signs on site.

8. Wollards Road (D291) Forest Green – the entire length of the highway maintainable at the public expense. No alternative route as this road is a cul-de-sac;
9. Ruckmans Lane (D293) Okewood Hill – its entire length. Alternative Route – C50 Honeywood Lane, C48 Smokejack Hill Road and D293 Okewood Hill; 10. Okewood Hill (D293) Okewood Hill – between its junction with Bognor Road and its junction with the access road leading to Chapel House Farm. Note: it is anticipated that the closure will be carried out in 2 phases; Phase 1: between its junction with Honeywood Lane and Chapel House Farm. Alternative Route – C50 Honeywood Lane, C48 Smokejack Hill Road and D293 Okewood Hill; and Phase 2: between its junction with Ruckmans Lane and its junction with Bognor Road. 
Alternative Route – D293 Ruckmans Lane and A29 Bognor Road.

Pains Hill (D431) Limpsfield Temporary Prohibition of Traffic Order 2023
On 06 September 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Pains Hill (D431) Limpsfield as extends from its junction with (D431) Brick Kiln Lane and (D436) Chapel Road to its junction with (X45008) Pastens Road. Alternative Route – Pains Hill; Short Lane; Pollards Wood Road; Pollards Wood Hill; New Road; Kent Hatch Road; and Brick Kiln Lane. The Order is required to allow pole testing works and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. 
These works are anticipated to be carried over 1 day between the hours of 9.30am and 3.30pm within the 12-month period of operation of the Temporary Order that commences on 12 September 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians, and dismounted cyclists will be maintained at all times via operatives on site.

London Road (A23), Frenches Road (C224), and Linkfield Road (C224) Redhill
Temporary Traffic Management Order 2023
On 06 September 2023 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to (1) prohibit vehicles that are travelling: (a) in a northerly direction along London Road (A23) Redhill from turning right into (C224) Frenches Road; (b) in a southerly direction along London Road (A23) Redhill from turning left into (C224) Frenches Road; and (c) in a southerly direction along (A23) London Road from turning right into (C224) Linkfield Lane. (2) prohibit vehicles from entering or proceeding in that length of: (a) Frenches Road (C224) Redhill as extends from its junction with (A23) London Road to its junction with the western access to SES Water; and (b) Linkfield Road (C224) Redhill as extends from its junction with (A23) London Road westwards for a distance of 56 metres. 
Alternative Routes – (1) A23 London Road; Lynwood Road; Ladbroke Road; and Frenches Road or this same route in reverse. (2) A23 London Road; Gloucester Road; North Street; and Linkfield Lane or this same route in reverse. The Order is required to allow traffic signal refurbishment works to be carried out by, or on behalf of Surrey County Council within the length of road described in this notice. 
These works are anticipated to be carried out as soon as possible over 12 days within the 18-month period of operation of the Temporary Order that commences on 11 September 2023. Advanced warning signs will be displayed and the temporary prohibitions, which are anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists will be maintained at all. Due to the nature of the works, there will be no vehicular access through the closure areas specified in part (2) to this Notice and all vehicular traffic will be required to use the signed diversion routes. No sole access will be affected.

(Various Roads in the Borough of Reigate & Banstead and the District of Tandridge) Skyline London to Brighton Bike Ride (Temporary Prohibition of Traffic) Order 2023
On 06 September 2023 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”) and with the consent of the Secretary of State for Transport, which will take effect on 10 September 2023 for one day only, the effect of which will be to prohibit all vehicles from entering or proceeding along the lengths of roads specified in the Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading, or driving of horses or any other animals. The Order is required to facilitate the holding on-road cycling event namely the Skyline London to Brighton Bike Ride. The restrictions specified above will not apply to such vehicles being used in connection with the said event (including those used for traffic management purposes), or to anything done on the direction of, or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water, or electronic communications, to premises in the area and for the removal of any obstruction to traffic. All parking places in the lengths of road specified in the Schedule below will be suspended. Vehicular access for residents will be unaffected. The prohibitions herein will only be operative while the relevant traffic signs are displayed and it is anticipated that the temporary restrictions will take effect from 5.30am until 2pm, though roads will re-open when it is safe and practical to do so. The Council are also satisfied, in accordance with subsection (3) of Section 16A of the Act that the even to which the Order relates cannot be held otherwise than on a road. Pixham Lane (B2038) Dorking Temporary Prohibition of Traffic Order (No.1) 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Pixham Lane (B2038) Dorking as extends from its junction with (A25) Reigate Road to its junction with (D2878) Chester Close; and (b) suspend “The Surrey County Council B2038 Pixham Lane Dorking Temporary Prohibition of Traffic Order (No.3) 2022” in its entirety. Alternative Route: (A25) Reigate Road, (A24) Deepdene Avenue, and (B2038) Pixham Lane or this route in reverse. This Order is required to facilitate replacement fire hydrant valve works for, or on behalf of SES Water. These works are anticipated to be carried out over 2 days between the hours of 8.30am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 02 October 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 per day, will only operate when the relevant traffic signs are displayed. 
Access for pedestrians and dismounted cyclists will be maintained at all times. 
It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Station Road (A2003) Dorking Temporary Prohibition of Traffic and Left Turn Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to (i) prohibit vehicles from entering or proceeding in that length of the northbound carriageway of Station Road (A2003) Dorking as extends from its junction with (A25) West Street to its junction with (D2814) Church Street; (ii) Prohibit vehicles that are proceeding in an eastbound direction on (A25) West Street from turning left into (A2003) Station Road. Alternative Route: (A25) West Street, High Street, Reigate Road, (A24) Deepdene Avenue, London Road, (A2003) Ashcombe Road, Chalkpit Lane, and Station Road. This Order is required to carry out sewage works for, or on behalf of Avonline Networks. These works are anticipated to be carried out over 1 night between the hours of 8pm and 6am, during the 12-month period of operation of this Temporary Order that commences on 03 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and emergency services will be maintained at all times via the operatives on site. All other vehicular traffic including residents and businesses will be required to use the signed diversion route. No sole access will be affected.

Hillford Place (D1293) Redhill Temporary Prohibition of Traffic Order (No.2) 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to; a) prohibit vehicles from entering or proceeding in the entire length of Hillford Place (D1293) Redhill and; b) suspend “The Surrey County Council D1293 Hillford Place Redhill Temporary Traffic Management Order 2023” in its entirety. This Order is required to facilitate new gas connection works for, or on behalf of SGN. These works are anticipated to be carried out over 8 days between the hours of 8am and 4pm within the 12-month period of operation of this Order which will commence on 02 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the road plates on site, as will access for pedestrians and cyclists. There is no alternative route for this closure.

Bridge Street (D2885) Leatherhead Temporary Prohibition of Traffic Order (No.2) 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; (i) Bridge Street (D2885) Leatherhead; and (ii) Suspend “The Surrey County Council Bridge Street (D2885) Leatherhead Temporary Prohibition of Traffic Order 2023” in its entirety. Alternative Route: (a) Guildford Road, Waterway Road, Station Road, Station Approach, Randalls Road, Bull Hill, and North Street; and (b) North Street, Station Road, Waterway Road, Guildford Road. 
This Order is required to facilitate new water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days between the hours of 8.30am and 5pm within 12-month period of operation of this Order which will commence on 06 October 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. 
Access for pedestrians and cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Chelsham Road (C77) Warlingham Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Chelsham Road (C77) Warlingham as extends from its junction with (C77) and (D452) Chelsham Common to its junction with (X35233) Alexandra Avenue. Alternative Route: (D452) Chelsham Common, Harrow Road, Farleigh Road, Sunny Bank, and Chelsham Road or this route in reverse. This Order is required to facilitate overhead structural works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 06 October 2023. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles, residents, pedestrians, and cyclists will be maintained at all times, via the operatives on site. All other vehicular traffic will be required to follow the diversion route.

Brickhouse Lane (D373) Lingfield and Church Lane (C72) Godstone Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Brickhouse Lane (D373) Lingfield as extends from its junction with (D372) Croydon Barn Lane to its junction with (D374) Hare Lane. Alternative Route: Croydon Barn Lane, Bones Lane, and Brickhouse Lane; and (b) that length of Church Lane (C72) Godstone as extends from its junction with (B2236) Eastbourne Road to its junction with the access to the property known as “The Old Pack House”. Alternative Route: Church Lane, (A25) Oxted Road, (A22) Godstone Bypass, and (B2236) Eastbourne Road. This Order is required to carry out strengthening/improving bridge works by, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible within the 18-month period of operation of this Order which will commence on 02 October 2023. Advanced warning signs will be displayed and the temporary closures, which are anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closures, and all vehicular traffic, including the emergency services will be required to use the signed diversion routes. No sole access will be affected by these closures.

Skid Hill Lane (D457) Warlingham Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Skid Hill Lane (D457) Warlingham which extends from its junction with Blackmans Lane to its junction with the unnamed access road leading to the property known as “Skid Hill Farm House” and any parts thereof. This Order is required to enable BT to facilitate pole testing and other associated telecommunication works, which is anticipated to be completed within 1 day, between 9.30am and 3.30pm, during the 12 month period of operation of this Order which will commence on 25 September 2023. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. Alternative Route – Skid Hill Lane, Blackmans Lane, Park Road, Fairchildes Road, Hesiers Road and Skid Hill Lane or vice versa.

Balchins Lane (D2804) Westcott Temporary Prohibition of Traffic Order 2023
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Balchins Lane (D2804) Westcott which extends from the property boundary line between Nos. 8 and 9 Lakeview Cottages to the south-western property boundary line of Rookery Farm. This Order is required to enable Clancy Group to carry out ducting works and/or other associated fibre optic connection works, which is anticipated to be completed within 5 days, between 10am and 5pm, during the 12 month period of operation of this Order which will commence on 25 September 2023. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians, dismounted cyclists and dismounted equestrians. Alternative Route – Balchins Lane, A25 Coast Hill/ Guildford Road, Westcott Street and Balchins Lane or vice versa.
