CROYDON COUNCIL WAITING RESTRICTIONS IN VARIOUS LOCATIONS IN CROYDON The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) (No.19) Order 2023 The Croydon (On-Street Charged-For Parking Places) (No.19) Order 2023

1. NOTICE IS HEREBY GIVEN that Croydon Council on 29 August 2023 made the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders will be:

a) To introduce "at any time" double yellow line waiting restrictions in the lengths of streets specified in the Schedule to this Notice.

b) To update the map-based tiles to the Schedule attached to the above Orders to accurately represent the new arrangements as they exist on site.

3. Copies of the Orders, which will come into operation on 04 September 2023, and of all associated Orders can be inspected by appointment with the Parking Design Team from 9am to 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, at the "Access Croydon" Facility, 8 Mint Walk, Croydon, CR0 1EA (telephone 020 8726 6000 and ask for Parking Design).

4. Alternatively, copies of the Orders can be requested via email or post from the Parking Design Team. Email: parking.design@croydon.gov.uk. Postal address: Parking Design Team, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE

(Introducing double yellow line waiting restrictions "at any time")

Bartlett Street, South Croydon

The north side, amending the existing single yellow line to double yellow lines along the entire length of that side of the road.

Lodge Lane, Croydon

Both sides, extending from the turning head at the north-western extremity of Lodge Lane (fronting property Nos. 267, 277 and 287) for 13 metres south-eastwards on the south-west side, and up to the existing disabled bay on the north-east side. Including the turning head itself.

SCHEDULE 1

(Introducing new/amending existing double yellow line waiting restrictions "at any time")

Abingdon Road, Norbury

The west side, either side of its junction with Turle Road for 7 metres.

Aveling Close, Purley

The north-west side, from a point opposite the north-eastern boundary of No. 80 Aveling Close for 15 metres north-eastwards (measured in a straight line). The restrictions will follow the quadrant shaped kerb-lines of the turning head.

Callow Field, Purley

Both sides, from its junction with Higher Drive for 10 metres south-westwards.

Ecclesbourne Road, Thornton Heath

The north-west side:

  • From the north-eastern boundary of Bensham Manor School for 17 metres south-westwards.
  • From the south-western boundary of Bensham Manor School for 17 metres north-eastwards.

Furze Road, Thornton Heath

Both sides, from its junction with Heath Road for 8 metres north-eastwards.

Galpin's Road, Thornton Heath

The north-west side, for 7 metres either side of its junction with Lonsdale Gardens.

Heath Road, Thornton Heath

The north-west side, for 8 metres either side of its junction with Furze Road.

Hermitage Road, Upper Norwood (The arm fronting property Nos. 77 to 97)

From the north-western extremity of the road to a point opposite the common boundary of Nos. 85 and 87 (on the south-west side) and a point opposite the north-western flank wall of No. 85 (on the north-east side) including the turning head.

Higher Drive, Purley

The south-west side, for 10 metres either side of its junction with Callow Field.

Kitchener Road, Thornton Heath

The north-west side, either side of its junction with Milner Road for 10 metres.

Little Roke Road, Kenley

  • Both sides, from its junction with Godstone Road for 10 metres south-westwards.
  • The north-west side, either side of its junction with Lower Road for 7 metres.

Lonsdale Gardens, Thornton Heath

Both sides, from its junction with Galpin's Road for 7 metres north-westwards.

Lower Road, Kenley

Both sides, from its junction with Little Roke Road for 10 metres north-westwards.

Milner Road, Thornton Heath

Both sides, from its junction with Kitchener Road for 10 metres north-westwards.

Montpelier Road, Purley

  • The north-west, north-east, and south-east side, following the bend from a point opposite the common boundary of Nos. 96 and 98 Montpelier Road, to a point 9 metres north-east of its junction with Kingsdown Avenue (the section fronting Nos. 145-75 Kingsdown Avenue).
  • The south-east side (the arm fronting property Nos. 10 to 134) reducing the length of existing double yellow lines by 15.5 metres at the southwestern end, so that they extend for 40.5 metres south-westwards from the common boundary of Nos. 84 and 86 Montpelier Road.
  • The north-west and south-west side, on the bend adjacent to No. 73 Montpelier Road, reducing the existing restrictions by 15.5 metres at their south-western end and by 4.5 metres at their north-western end, so that they extend for 18.4 metres in total (or 9.2 metres either side of the apex).

Norman Road, Thornton Heath

Both sides, from its junction with Penshurst Road for 7 metres south-eastwards.

Osterley Gardens, Thornton Heath

  • The north-eastern extremity of the road (adjacent to the rear boundaries of Nos. 52 to 56 Springfield Road) from a point 3.8 metres north-east of the common boundary of Nos. 18 and 20 Osterley Gardens to a point 1.6 metres north-east of the common boundary of Nos. 17 and 19 Osterley Gardens.
  • The carriageway surrounding the island site opposite No. 15 Osterley Gardens, excluding the existing disabled parking bay.

Parkside Gardens, Coulsdon

Both sides, from its junction with Rickman Hill for 10 metres north-westwards.

Penshurst Road, Thornton Heath

  • Both sides, from its junction with Brigstock Road for 10 metres south-eastwards.
  • The south-east side, either side of its junction with Norman Road for 7 metres.

  • The south-west and north-west side, on the corner adjacent to No. 39, for 5 metres either side of the apex.
  • The north-east and south-east side, on the corner adjacent to No. 80, for 5 metres either side of the apex.

Raymead Avenue, Thornton Heath

The west and north-west side, on the bend adjacent to No. 62, from the common boundary of Nos. 60 and 62 to a point opposite the common boundary of Nos. 65 and 67.

Richmond Road, Coulsdon

Both sides, from its junction with St. Andrew's Road for 10 metres north-westwards.

Rickman Hill, Coulsdon

The north-west side, either side of its junction with Parkside Gardens for 10 metres.

St. Andrew's Road, Coulsdon

The north-west side, either side of its junction with Richmond Road for 10 metres.

Station Approach Road, Coulsdon

The north-east side, extending the existing double yellow lines at its junction with Brighton Road for 55 metres south-eastwards.

Trojan Way, Croydon

Both sides, amending the existing single yellow lines to double yellow lines.

Turle Road, Norbury

Both sides, from its junction with Abingdon Road for 7 metres westwards.

SCHEDULE 2

(Removal of existing "at any time" loading restrictions) Dingwall Avenue, Croydon

The south-east side, removing a section of loading restrictions extending from the south-western kerb-line of the vehicular entrance to Electric House, No. 3 Wellesley Road, for 15 metres south-westwards.

CROYDON COUNCIL ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS CEARN WAY, COULSDON TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

1. Croydon Council, HEREBY GIVE NOTICE that to facilitate service connection works they have made an Order the effect of which will be to temporarily prohibit vehicular traffic movements in Cearn Way, Coulsdon.

2. Whilst the said works are taking place Cearn Way will be closed at its junction with Coulsdon Road.

3. Whilst the Order remains in force the alternative route for traffic will be via Coulsdon Court Road, Coulsdon Road, and vice versa, as appropriately signed.

4. The Order will come into operation on 04 September 2023 and it is anticipated that the works will be completed on 08 September 2023. However, the Order will remain in force for 18 months to be reintroduced should further work be required.

5. The restriction shall not apply in respect of:

(a) any vehicle involved in carrying out the said work.

(b) any vehicle being used for fire brigade, ambulance or police purposes.

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

CROYDON COUNCIL ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS MEADOW HILL, PURLEY TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

1. Croydon Council HEREBY GIVE NOTICE that to facilitate a crane operation, they have made an Order the effect of which would be to temporarily prohibit traffic in Meadow Hill, Purley.

2. Whilst the said works are taking place Meadow Hill will be closed outside Nos. 14 to 20 Meadow Hill.

3. During the closure the alternative route for traffic will be via Smitham Bottom Lane, Hillcroft Avenue, Woodcote Park Avenue and reversed.

4. The Order will come into operation on 02 September 2023, and it is anticipated that the works will be completed within one day (a back-up date of 09 September 2023 will apply if works are delayed). However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.

5. The restrictions shall not apply in respect of:

(a) any vehicle being used for fire brigade, ambulance, or police purposes.

(b) any vehicle being used to carry out the said works.

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

CROYDON COUNCIL ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS SALEM PLACE, CROYDON TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC

1. Croydon Council HEREBY GIVE NOTICE that to facilitate gas connection works, they intend to make an Order the effect of which would be to temporarily prohibit vehicular traffic movements in Salem Place, Croydon.

2. Whilst the said works are taking place Salem Place will be closed between its junction with Old Town and the common boundary of Nos. 3 and 5 Salem Place.

3. Whilst the closure is in place the alternative route for traffic will be via Old Town and Cranmer Road, as appropriately sign-posted.

4. The Order will come into operation on 18 September 2023, and it is anticipated that the works will be completed on 25 September 2023. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extents as shall from time to time be indicated by traffic signs.

5. These restrictions shall not apply in respect of:

(a) any vehicle involved in carrying out the said work.

(b) any vehicle being used for fire brigade, ambulance, or police purposes.

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
